BEIJING, April 14 (Xinhua) -- China's economic development environment remains "very complex" with difficulties and problems persisting in the process of its economic recovery, said the State Council Wednesday. The national economy was heading toward the goal of macroeconomic regulation, with a strong foundation for economic recovery, said a statement released after a Wednesday executive meeting of the State Council, the Cabinet, chaired by Premier Wen Jiabao. The fast economic growth can be, to a large extent, attributed to the stimulus package. As the economic recovered, old difficulties remained and new problems emerged, said the statement. With trade protectionism on the rise and major economies suffering from climbing unemployment rates, uncertainties remained in the global economy, said the statement.Severe drought in southwestern China, how to increase grain production and rural people's income, growing inflation expectations, especially soaring housing prices, managing financial risks, and pressure of increasing unemployment were posing great challenges to the economy, said the Cabinet."We should never rest in the face of these problems and difficulties," said the statement. In resolving the problems, China would give top priority to speeding up the transformation of the economic development mode and improving the quality of economic growth, according to the statement. The government would introduce measures to boost agricultural production, improve financial management and regulation, stabilize prices, rein in soaring property prices, expand domestic demand, push forward economic restructuring, increase energy saving and emission cuts, enhance the opening-up policy and improve the people's livelihood.

NARA, Japan, April 19 (Xinhua) -- Former Chinese Vice Premier Zeng Peiyan said Monday that China, Japan and South Korea are " mutually complementary in economy and closely linked in trade.""The considerable disparity in their resources, technological levels and labor costs highlights enterprises' comparative advantages and is conducive to transnational investments and trade, " said Zeng in his keynote speech at the fifth session of the Northeast Asia Trilateral Forum."Japan and South Korea are more advanced than China in economic development, and have accumulated much experience in achieving economic transformation, dealing with the relation of development and environment and tackling international trade frictions, from which China could draw lessons and benefit," he said at the one- day forum taking place in the ancient Japanese city of Nara. There thus exists great potential as well as a broad prospect for their future practical cooperation among the three nations, said Zeng. The three need to continuously substantialize the content of their partnership, infuse new elements in their cooperation and improve their communication and coordination from trilateral, regional and global aspect, he said.In his keynote speech, former Japanese Prime Minister Nakasone Yasuhiro said that Japan, China and South Korea should further prompt their cooperation and make their voice more clearly heard on the world stage in a bid to safeguard the stability of Asia as well as that of the world at large. The three need to set as their long-term aim the establishment of a regional cooperative mechanism in areas of East Asia's politics and security, economy and culture, and jointly play a leading role to that end.Former South Korean Prime Minister Lee Hong-koo, for his part, said that faced with problems such as the security and stability of global financial markets, trade liberalization, climate change and the proliferation of nuclear weapons, it draws worldwide attention how the three nations coordinate with each other to adopt a unanimous stance.Zeng arrived here Saturday to attend the fifth session of the Northeast Asia Trilateral Forum that opened earlier Monday. The trilateral gathering drew 29 former high-ranking officials and prominent figures from political, academic and business circles of China, Japan and South Korea. The forum, cosponsored by China's Xinhua News Agency, Japan's Nikkei news group and South Korea's leading daily newspaper JoongAng Ilbo, aims to strengthen non-governmental exchanges among the three nations. The yearly event has been held alternately in the three countries since 2006.

BEIJING, April 23 (Xinhua) -- The Chinese government is "trying its best" to look for families for orphans in the Qinghai quake zone while trying to give them special care, according to the Ministry of Civil Affairs."Among all people in the quake-hit areas, children whose parents were killed during the quake are in the most difficult situation and need special care," said an unnamed official with the ministry Friday.Government organizations and social groups would work together to care for the orphans. The ministry said it would seek adoptions for all orphans in the quake zone as soon as possible, and would "fully respect" the children's preferences and the traditions and habits of ethnic children.Six children were reportedly injured in the quake when a four-story orphan school collapsed. A total of 220 students are living in tents. The total number of orphans in the quake zone is not available.According to the ministry, social welfare organizations in Xining, capital of northwest China's Qinghai Province, have set aside more than 300 beds for orphans and children whose parents or other family members have not been contactable since a 7.1-magnitude quake hit Yushu, Qinghai, on April 14.The ministry also planned to mobilize help from other regions if Qinghai had difficulty settling the orphans.Previous reports said SOS Children's Villages in Chengdu, Urumqi, Beijing and Tianjin would contact with the civil affairs department in Yushu and prepare for the arrival of orphans. The central government and Qinghai authorities would jointly provide each orphan with a monthly financial support of 1,000 yuan (146 U.S. dollars) for three months from April. In addition, figures from the ministry show that a total of 56,000 tents had reached the quake zone as of Friday evening, along with 117,000 coats and 208,000 quilts among other daily necessities and relief materials. The quake in Tibetan Autonomous Prefecture of Yushu has left 2,187 people dead and 80 missing.
