SAN DIEGO (KGTV) -- SANDAG and Caltrans are warning people about an overnight closure on Interstate 5 beginning Thursday night for work on the Mid-Coast Trolley Bridge. Starting February 28 at 9:30 p.m., all southbound lanes on Interstate 5 will be closed from the interchange of I-5 and I-805 to La Jolla Village Drive. All lanes are scheduled to reopen on March 1 at 5 a.m. The lanes will be closed so crews can pour concrete to construct the structure for the Trolley overpass spanning I-5 at Voigt Drive. SANDAG says traffic signs have been posted in the area detailing the detour motorists can take. The Mid-Coast Trolley Project will extend the Blue Line Trolley service from Old Town north to University City. Nine new stations will also be constructed. 769

SAN DIEGO (KGTV) - Students and staff at the King-Chavez Community High School Freshman academy have had a tumultuous few months.  They were displaced from their classrooms location at 1010 Second Avenue in downtown.The building closed down earlier this year for asbestos treatment, displacing many tenants including the school.RELATED: 550 San Diego city workers relocated due to asbestos“It’s been a nightmare,” Principal Kevin Bradshaw said, saying it was a very abrupt closure. “We left school on a Friday evening, came back on a Monday morning and we were locked out," he said.In a statement, the building manager said this to 10News: “We sent an email notice to all tenants immediately following notification from the regulatory agency."Bradshaw says they were not given time to move their things out of the classroom, in fact, they weren’t even allowed to retrieve their equipment. “We have televisions, computers, student’s work, teacher’s items, anything you would have in any normal campus is still in the building,” Bradshaw said. He says they’ve had to replace all those things in order to continue the education of students. The school also had to move their classes to the Boys and Girls Club in Clairemont. Bradshaw says that means they've had to bus their students to that location every day for more than two months, and the bills are racking up.He’s hoping they will be reimbursed.“The owner and all parties involved are actively evaluating the expenses associated with the shutdown,” building management told 10News in a statement. They went on to say that “the building has undergone extensive testing in accordance with the regulatory requirements for occupancy,” and is completely safe now.Bradshaw says he’s still not ready to bring students back to the building until he’s sure it’s safe and they won’t be displaced again. 1889

SAN DIEGO (KGTV) — San Diego's Board of Supervisors voted unanimously Wednesday to extend a local and public health emergency in response to the coronavirus.The board cautioned that extending the emergencies did not indicate that the general public faced any higher risk of the virus."Today's vote reaffirmed the County of San Diego's decisive action on Friday to declare a local emergency and local health emergency was the right one," Supervisor Nathan Fletcher said in a statement. SAN DIEGO (KGTV) — Shanna Ben-Moshe says the Torrey Pines Glider Port is one of her favorite places in San Diego.But on a visit last month, she saw something that ruined the trip.“I didn’t really know what to do because I was so shocked to see that in a place that I go to all the time," Ben-Moshe said.She's talking about a remote control plane - with a Nazi swastika painted on the rudder.“My great-grandma is a holocaust survivor,” Ben-Moshe said. “She was in Auschwitz for a long time. She lost all her family.”Ben-Moshe took a picture of the plane just before she left. She shared it with Brian Blacher, who co-runs a nonprofit group called Shield of David, which fights anti-Semitism.Blacher went back to the gliderport to investigate. The plane wasn't there, but a different pilot explained that it's common for people to fly German replica warplanes.“It's hurtful," Blacher said. "We've got a big Jewish community, we've got holocaust survivors living here. He's like, 'it's a plane, what are you so upset about', kind of deal."It's unclear who flew the remote control plane, and there wasn't anyone flying those kinds of planes when ABC 10News went to the gliderport on Wednesday. Robin Marien, the flight director at the gliderport, declined to comment on the swastika plane. SAN DIEGO (KGTV) - Some local leaders believe a significant number of homes that could help ease the housing shortage are actually vacant, and it may be time to consider a 'vacancy tax.'On any given night, amid the bright lights of the downtown skyline, are the not-so-bright, 41-story towers of the Harbor Club condominiums. Aaron Howe lives two blocks away."Just kind of empty and lonely. You see a few lights, but it's mostly dark," said Howe.Sources tells 10News, at various times in the past decade, as many as half the units have been vacant, meaning they are not a primary residence. I'm concerned you have people making investments in their fourth, fifth and sixth homes. To tackle the housing crisis, you can't just build something you call housing. It has to be something that actually houses people," said Fletcher. But just how many local homes stand empty? According to the the real estate tracker CoStar, San Diego's vacancy rate is about 4.5 percent. A healthy market is around 7 or 8 percent, but those numbers generally account for apartments, not single family homes and condos. Months ago, the San Diego Housing Commission directed staff to look into more accurate vacancy numbers, a first step that could lead to the proposal of a vacancy tax, similar to one enacted in Vancouver, British Columbia in 2017. "Housing prices were going up far faster than local incomes were.
