"Be prepared" is the motto of the Boy Scouts of America, so when COVID-19 hit, pack leaders quickly pivoted to a virtual platform to help boy and cub scouts finish their year requirements. This fall, though, the organization is working on some new efforts to keep kids safely involved during the pandemic."Schools having a virtual start and then delaying the start at least two or three weeks, in most cases. It has slowed down the year-to-year comparison for children joining and we think that, to some extent, we will not recover completely on the number of children on a year-to-year extent," said Tracy Techau, Scout Executive of the Atlanta Area Chapter of the Boys Scouts of America. Techau says besides yard signs, most scout recruiting turned digital this year.Techau says scouting organizations across the country are finding creative ways to get children involved and outdoors while still adhering to government regulations for social distancing. "It varies from community to community. There are certain states that have greater restrictions for social activities," said Techau.Pack leader Lindsey Paris always starts off the scouting year with her den with a bottle rocket building and launching activity. This year it will look a little different. "We had a digital tutorial build. Bring all your stuff up to Zoom, we’ll build the rockets together and then were going to put every family in a parking spot and when it's your turn, approach the launch pad and try to get that shot. So, we’ll be around other families but we’ll be wearing our masks," said Paris.Scouting leaders are also hoping to safely bring children the socialization that they've been missing. Especially if the kids are in virtual learning this fall. "I think it's important to see your friends, catch up with them. I know I need that socialization. Just Zooms with my friends and family, I think it's the same for them," said Paris."Children are missing their friends. They're not developing the social skills, the group dynamics, the social norming that is so important for children. It's just not really happening right now for children since schools are virtual. Cub Scouts offers that experience," said Techau. Techau believes activities like scouting are crucial during this time."Scouting is more important now than ever for several reasons. First, the whole motto of Scouts is to be prepared. And all of us want to be prepared as we work through the situations of COVID-19 and whatever happens this fall, this winter, next spring. The concept of just being prepared is resonating more and more with people," said Techau. Being prepared but also getting children involed in some safe activities this fall. 2703

 The State Department is "closely following" the case of Angela Quintal and Muthoki Mumo, two Committee to Protect Journalists staffers reportedly being held in Tanzania, a spokesperson told CNN."We continue to engage with our Government of Tanzania counterparts on a wide range of issues, including those related to human rights," the State Department said in a statement Wednesday. "The United States remains committed to the values of democracy, rule of law, freedom of expression, and prosperity in Tanzania."Quintal, the Africa program coordinator at the Committee to Protect Journalists, and Mumo, the organization's sub-Saharan Africa representative, were in Tanzania for a reporting mission, according to a news release. They were detained on Wednesday in their hotel room in Dar es Salaam by "officers who identified themselves as working with the Tanzanian immigration authority." The officials took their passports and the journalists were taken to an unknown location, the release said."We are concerned for the safety of our colleagues Angela Quintal and Muthoki Mumo, who were detained while legally visiting Tanzania," Committee to Protect Journalists executive director Joel Simon said. "We call on the authorities to immediately release them and return their passports."Quintal sent a message Wednesday from her verified Twitter account saying she and her colleague were "being taken for interrogation by Tanzanian authorities and we don't know why?" Both of the journalists' Twitter accounts are currently suspended.Committee to Protect Journalists Advocacy Director Dr. Courtney Radsch told CNN there was a tweet sent from Quintal's account stating that they had been freed but the organization has "reason to believe that her account is compromised, and therefore do not trust the tweet.""Our sources indicate that they are both still in detention. SAN DIEGO (KGTV) - San Diego Police Chief David Nisleit tells 10news he's awaiting coronavirus test results for five police officers.Amid the coronavirus outbreak, the days remain busy for police, whether helping those in need, enforcing beach closures, or responding to calls. That means interactions with people who may have COVID-19."I'm waiting for results for five officers. The officers remain isolated right now. We've had some officers' tests come back negative, so that's great news," said Chief Nisleit.A police spokesperson told 10news officers have been self-reporting possible exposure, both on-duty and off-duty. A medical expert then determines if they should be tested. "We have some officers that are showing symptoms, and then we have some other officers that are isolated because they've been exposed," said Chief Nisleit.The precautions being taken by law enforcement across the county include sanitizing vehicles and social distancing, and if physical contact with the public is necessary, the use of masks, goggles and gloves. A spokesperson from Oceanside Police says they're doing more phone or online reports when possible. Dispatch and officers are also asking more questions about cold and flu-like symptoms.A video from the Chula Vista Department tells the public, "We may ask you to wear a mask." Starting Friday, Chula Vista Police will be taking an extra step. A spokesperson says they'll strongly suggest officers wear protective equipment for all interactions with the public closer than six feet. 10news reached out to law enforcement across the county. The Sheriff's Department, along with El Cajon, Chula Vista, Oceanside, and Carlsbad Police say none of their officers has tested positive. 1739
