BEIJING, Dec. 1 (Xinhua) -- China's efforts to deal with lawsuit-related public petitions have seen positive results with 616 such cases being resolved as of the end of October, figures from the Ministry of Justice show.Since March, when a campaign to manage cases of public petitions and complaints began, judicial and administrative departments across the country have dealt with 6,501 lawsuit-related petition cases."In order to avoid lawsuit-related public petitions from the root, prisons and detention centers across the country have launched training programs for prison police to promote their management and law enforcement capacities," Vice Minister Hao Chiyong said Wednesday at a meeting. In China, many public petitions and complaints involved mistreatment of prisoners in detention centers as police sought confessions by allegedly torturing detainees."Through these efforts, the number of lawsuit-related petition cases have dropped significantly," Hao said.In addition to police training, local governments were told to carefully consider and check corruption-prone cases and those strongly felt by the public, and deal with these cases in accordance with laws and regulations.According to Hao, the ministry is planning to let mediation play a larger role in solving public conflicts and complaints by organizing legal workers to provide legal aid and guide people to express their demands in a reasonable manner.Figures released this September by the State Council Information Office show that, in 2009, the number of letters from, and visits of people for petitioning, dropped by 2.7 percent over the previous year, a decrease for the fifth consecutive year.

BEIJING, Dec. 13 (Xinhua) -- China is trying to have more workers and farmers and fewer university graduates working as public servants because university graduates may have achieved academically, but farmers and workers often have grass-roots life experience. But achieving the goal has not been easy -- for the government, and workers and farmers as well. The annual National Public Servant Exam on Dec. 5 attracted more than 1 million candidates for 16,000 vacancies around the country, according to Nie Shengkui, a senior State Administration of Civil Service official. For the first time, it was stipulated that workers and farmers were preferred for some of the positions, in a move to make the exam more inclusive. As part of the pilot project, a total of 14 positions in grass-roots branches of central government departments at the county-level or below - including customs, taxation and rail police - in the regions of Guangdong, Sichuan, Xinjiang and Gansu were reserved for workers and farmers.Including more grass-roots workers and farmers in the exam is an improvement in the civil servant selection process, said Zhao Shuming, a professor of human resource management at Nanjing University in east China's Jiangsu Province.Compared with university graduates, workers and farmers are suited to some public service positions that involve work with grass-roots people, Zhao said. However, according to Nie, only 62 workers and farmers of the 171 qualified applicants took the exam."The competition in the public service exam is fierce, and I believe many workers and farmers lacked the confidence to take the exam," said Li Zhen, an official in Sichuan's provincial Department of Human Resources and Social Security.Li said that to his knowledge, there were no workers and farmers that took the exam in the province."Become a civil servant? I have never thought of that," said a migrant worker surnamed Zhang who does odd jobs for a construction company in Chengdu, Sichuan's provincial capital.

BEIJING, Nov. 20 (Xinhua) -- Beijing will face the challenge of an aging population over the coming five years and the city has limited experience in dealing with the phenomenon, the Beijing Morning Post reported Saturday. At the end of 2009, registered senior citizens in Beijing numbered 2.27 million, or 18.2 percent of the city's total population of permanent residents, the report said, citing the local government. The city will have a moderately aged society when its aged population reaches 3.24 million in 2015, the report said.Of the city's population of registered senior citizens, 1.94 million, or 85.6 percent, are below the age of 80 years, and 326,000, or 14.4 percent, are above the age of 80 years. In the coming five years, approximately 470,000 senior citizens in Beijing will require nursing.A survey conducted recently by the society and legal system committee of the municipal political consultative conference found that of 4,000-plus respondents, 24.5 percent intended to live in homes for the aged, a level much higher than the 4-percent level the municipal government expected. Some 53.3 percent of respondents said they are willing to spend their twilight years at home. That figure was significantly lower than the 90 percent figure the local government had expected.According to the survey, 99 percent of local citizens born after 1980 said they would not be able to look after their parents during their old age.
