SAN DIEGO (KGTV) — President Trump wants to restart the U.S. economy by April 12, but multiple economists, governors and health officials are expressing skepticism about that date amid efforts to flatten the curve of coronavirus infections.Still, the longer the shutdown lasts, the harder it will be for businesses to get up and running, economists say. Alan Gin, an economist at the University of San Diego, said if this lasts through April, it should be survivable for many businesses. However, anything beyond that could render reopening less likely."Some businesses are not going to be able to hang on, even with the help that is coming from the federal government, so they will end up closing for good," Gin said. San Diego's economy is hurting as thousands of restaurant, retail and hotel workers are laid off amid the coronavirus restrictions. SAN DIEGO (KGTV) -- Police are investigating after they say four teenagers were beaten, stabbed and robbed near a City Heights elementary school Saturday night.Police say the four teens were in a skate park near Cherokee Point Elementary School on the 3900 block of Landis Street when they were approached by a group of men.According to police, the man tried to start an argument, so then teens ran to a pedestrian bridge where another group of men was waiting for them.Police say the approximately 15 men punched and kicked all four victims and stole their cell phones and wallets.One of the victims was stabbed in the elbow and another was cut on the finger.One of the victims was taken to the hospital for his injuries, police say. The condition of the victims wasn’t specified.   806

SAN DIEGO (KGTV) - Neighbors in College Area are a little more vigilant after a coyote attacking a chicken was caught on camera. Matt Dixon was grilling in his backyard when he heard squawking on the neighboring hillside. “One of the chicken flies into the fence,” said Dixon describing the video he took. “That’s when the coyote popped out of the clearing it there and made its way up and he eventually found what he was after.” Dixon posted the 28-second video online and found that people were quicker to forgive the coyote. “I got a lot of flak for not trying to help save the neighbor’s chicken and I can understand that,” said Dixon, “but it all happened so fast.” Other neighbors say they are more cautious with their children and pets outside knowing there can be coyotes in an urban area. 805

SAN DIEGO (KGTV) -- More than a dozen migrants were apprehended after 150 migrants tried to climb the border fence in San Diego, according to U.S. Customs and Border Protection. The incident happened New Year’s Eve at an unspecified time. According to the agency, 45 migrants turned back due to CBP’s increased presence at the border before another group of migrants started throwing rocks at agents. Border Patrol agents added that the group tried to lift toddler-sized children over the concertina wire, but agents were unable to help the children because too many rocks were being thrown. Agents used pepper spray upwind and tear gas of the migrants to try and deter them from throwing rocks. CBP says the measures weren’t aimed at the migrants and “successfully suppressed the rock throwers causing them to flee the area.”Most of the migrants returned to Mexico through a hole under the fence and by climbing back over the fence. A total of 25 migrants were apprehended. Under CHP’s use of force policy, the incident is being reviewed. The incident comes on the heels of another recent event at the border in which hundreds of migrants tried to rush the border, forcing the hours-long closure of the San Ysidro Port of Entry. SAN DIEGO (KGTV) - Port of San Diego Commissioners saw the latest draft of the new Port Master Plan this week while allowing people who live in the area one more chance to weigh in on the region's future.The Port Master Plan is a 51-page document that will guide development along the San Diego Bay. This is the Plan's first update since it was created in 1981."For the first time, we include elements, or chapters of goals, objectives, and policies that will guide issues that apply Bay-wide, not just specific to individual locations," says Lesley Nishihira, the Port's Planning Director.The new Master Plan calls for more hotel development, with nearly 4500 new rooms on Harbor Island and the Embarcadero. But it prohibits new hotel rooms on Shelter Island, the Coronado Bayfront, and the Silver Strand.RELATED: Planned park could impact USS Midway MuseumIt also includes provisions for height restrictions on new buildings, a plan to turn the parking lot at Navy Pier into park space, and commercial industry use guidelines along the Bay.Port employees have been working on it for nearly eight years, with the Port Commissioners holding 40 meetings about the Plan, as well as dozens of public forums.But critics say it is too focused on tourism and industry and does not do enough to help out San Diego residents who live along the Bay, particularly in low-income areas south of the Convention Center."The status quo isn't good enough for the community," says former City Councilman David Alvarez, who has been vocal in his criticism of the new Plan. "We've seen the pollution. We've seen the impacts; the parking problems, the lack of access to the water (for low-income residents)."Alvarez brought these issues up at a public comment session on Monday. He says, to his surprise, the Commissioners voted unanimously to make sure more Social and Environmental Equity issues go into the Plan.Port employees say they will include specific policies in the final draft to ensure all San Diegans can benefit from the Bay."We'll take a closer look at those policies and see where we can include more information to make sure we're truly addressing the issues as needed," says Nishihira.Port employees are now finishing the Final Draft of the new Master Plan. It should be completed by the summer of 2021.
