A man accused of gunning down an international student at the University of Utah on Monday has been captured after an overnight manhunt, authorities in Salt Lake City said. Both Austin Boutain and his wife, Kathleen, are in custody, police said. The couple also were wanted for questioning in connection to the death of a man several days ago in Golden, Colorado, according to University of Utah Police Chief Dale Brophy.Austin Boutain, 24, was arrested Tuesday, Salt Lake City police said in a tweet. The victim in Golden, who has yet to be identified, died within the last three to five days in a recreational vehicle, Brophy said.Golden Police Department Capt. Joe Harvey stressed that the Boutains are persons of interest, and not suspects, in the Colorado death. Details of the death were "cloudy," he said, but there was a nexus between the Utah and Colorado cases and police would like to interview the couple."We just know they were here," he said, speaking in front of the RV where the body was found.Kathleen Boutain, 23, was booked into the Salt Lake City jail until Golden authorities can question her, Brophy said. Inmate records indicate she was charged Monday with theft by receiving stolen property, possession or use of a drug paraphernalia and possession or use of a controlled substance. Before he was captured, Salt Lake City police had asked people Tuesday morning to stay away of the Emigration Canyon area, just a few miles east of the university, as the search for Austin Boutain continued.Around 11 a.m., Salt Lake City police tweeted that the "mountain search for Austin Boutain has been completed" and that the suspect was "still outstanding."Just before noon, the department tweeted that the suspect was in custody.A criminal background check did not yield immediate results for Austin Boutain, though police distributed mugshots indicating he had been arrested in Marion County, Alabama, in the past. Austin Boutain has connections to Minnesota, Wisconsin, Mississippi, Utah and Alabama, said Harvey, who did not elaborate.  2063

A car crashed into security barriers outside the UK's Houses of Parliament during rush hour Tuesday morning, injuring several people in what police are treating as a terrorist incident. The man's car collided with several cyclists and pedestrians before crashing into the barrier shortly after 7:30 a.m., police said. The driver, a man in his late 20s, has been arrested on suspicion of terrorist offenses and remains in custody in a south London police station. It appears to have been a deliberate act on an iconic London building, and as such, was being treated as a terrorist incident, said Metropolitan Police Assistant Commissioner Neil Basu during a news briefing later Tuesday.Police were still working on formally identifying the man, who is "not cooperating," said Basu, adding that the driver was not thought to have been known to MI5 or counter-terrorism police. There was not believed to be a further danger to Londoners or the wider UK related to the morning's crash, Basu said. 996

A joint statement released by federal and state officials on Thursday described last week’s presidential election as the “most secure in American history” despite calls from President Donald Trump’s campaign that the election was “stolen.”The letter was signed by leaders of the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency, the U.S. Election Assistance Commission and the National Association of State Election Directors, among others. The Cybersecurity and Infrastructure Security Agency was established two years ago as a branch of Homeland Security during the Trump administration. In bold, the authors of the statement wrote, “There is no evidence that any voting system deleted or lost votes, changed votes, or was in any way compromised.” This statement matches those from secretaries of state and boards of election throughout the US.“The November 3rd election was the most secure in American history,” the statement reads. “Right now, across the country, election officials are reviewing and double checking the entire election process prior to finalizing the result.”The group says that claims of election fraud are “unfounded.”“While we know there are many unfounded claims and opportunities for misinformation about the process of our elections, we can assure you we have the utmost confidence in the security and integrity of our elections, and you should too,” the statement read. “When you have questions, turn to elections officials as trusted voices as they administer elections.”Earlier this week, CNN among other outlets, reported that the Department of Justice, under Attorney General Bill Barr’s direction, was launching an investigation into voting irregularities. This prompted the DOJ’s top election investigator to quit in protest.Thursday’s statement comes nine days after the 2020 presidential election, which had record-breaking turnout. After four days of counting votes, Joe Biden was projected as the president-elect on Saturday after gaining a modest lead in the states of Pennsylvania and Nevada amid the final vote tabulating. While there are a few ongoing legal battles between election officials and the Trump campaign, those so far have not resulted in a significant number of votes to change to put Biden’s election victory in doubt. 2315

A federal court in Texas sentenced ice cream manufacturer Blue Bell Creameries to pay .25 million in criminal penalties for shipments of contaminated products linked to a 2015 listeriosis outbreak, the Justice Department announced Thursday.Blue Bell pleaded guilty in May 2020 to two misdemeanor counts of distributing adulterated ice cream products. The sentence, imposed by U.S. District Judge Robert Pitman in Austin, Texas, was consistent with the terms of a plea agreement previously filed in the case.“The results of this investigation reflect the determination of the Defense Criminal Investigative Service to hold companies that sell food products to the military accountable and ensure they comply with food safety laws,” said Michael Mentavlos, Special Agent-in-Charge of the DCIS Southwest Field Office. “The health and safety of our service members and their dependents are of paramount importance.”The .25 million fine and forfeiture amount is the largest-ever criminal penalty following a conviction in a food safety case.“American consumers must be able to trust that the foods they purchase are safe to eat,” said Acting Assistant Attorney General Jeffrey Bossert Clark of the Justice Department’s Civil Division. “The sentence imposed today sends a clear message to food manufacturers that the Department of Justice will take appropriate actions when contaminated food products endanger consumers.”According to the plea agreement, Texas state officials notified Blue Bell in February 2015 that samples of two ice cream products from the company’s Brenham, Texas factory tested positive for Listeria monocytogenes, a dangerous pathogen that can lead to serious illness or death in vulnerable populations such as pregnant women, newborns, the elderly, and those with compromised immune systems.Blue Bell directed its delivery route drivers to remove the remaining stock of the two products from store shelves, but the company did not recall the products or issue any formal communication to inform customers about the potential Listeria contamination. Two weeks after receiving notification of the first positive Listeria tests, Texas state officials informed Blue Bell that additional state-led testing confirmed Listeria in a third product.Blue Bell again chose not to issue any formal notification to customers regarding the positive tests. Blue Bell’s customers included military installations. In March 2015, tests conducted by the Food and Drug Administration (FDA) and Centers for Disease Control and Prevention (CDC) linked the strain of Listeria in one of the Blue Bell ice cream products to a strain that sickened five patients at a Kansas hospital with listeriosis, the severe illness caused by ingestion of Listeria-contaminated food.At least three people in Kansas died as a result of the contamination, according to the CDC.The FDA, CDC, and Blue Bell all issued public recall notifications on March 13, 2015. Subsequent tests confirmed Listeria contamination in a product made at another Blue Bell facility in Broken Arrow, Oklahoma, which led to a second recall announcement on March 23, 2015.According to the plea agreement with the company, FDA inspections in March and April 2015 revealed sanitation issues at the Brenham and Broken Arrow facilities, including problems with the hot water supply needed to properly clean equipment and deteriorating factory conditions that could lead to insanitary water dripping into product mix during the manufacturing process.Blue Bell temporarily closed all of its plants in late April 2015 to clean and update the facilities. Since re-opening its facilities in late 2015, Blue Bell has taken significant steps to enhance sanitation processes and enact a program to test products for Listeria prior to shipment. This story was first reported by Anissa Connell at KXXV in Waco, Texas. 3865
