WASHINGTON, Nov. 21 (Xinhua) -- The launch of the Mars Science Laboratory, which contains the car-sized Curiosity rover, has been delayed by a day to Nov. 26, the U.S. National Aeronautics and Space Administration (NASA) announced Monday.The delay will "allow time for the team to remove and replace a flight termination system battery," NASA said in a statement.The launch is now scheduled for 10:02 a.m. (1502 GMT) on Saturday from Cape Canaveral Air Force Station, Florida. The launch window remains open for one hour and 43 minutes.Curiosity is about twice as long and more than five times as heavy as any previous Mars rover. Its 10 science instruments include two for ingesting and analyzing samples of powdered rock delivered by the rover's robotic arm.Scheduled to land on the Mars in August 2012, the one-ton rover will examine Gale Crater during a nearly two-year prime mission. Curiosity will land near the base of a layered mountain three miles (five kilometers) high inside the crater. The rover will investigate whether environmental conditions ever have been favorable for development of microbial life and preserved evidence of those conditions.

MOSCOW, Oct. 3 (Xinhua) -- A Soyuz-2.1B rocket carried a Glonass-M navigation satellite into orbit early Monday after a two-day delay caused by high winds, a Russian Space Forces spokesman said."The launch of the booster rocket is as scheduled. The satellite Glonass-M was put into the orbit under control at 03:55 Moscow time (2355 GMT on Sunday)," said Colonel Alexei Zolotukhin.Zolotukhin told reporters that the rocket was launched at 0:15 Moscow time (2015 GMT, Sunday) from the Plesetsk Space Center in northern Russia.The Russian Space Forces said the launch was initially scheduled for Saturday but was postponed due to high winds.Glonass is the Russian equivalent of the U.S. Global Positioning System (GPS), which is designed for both military and civilian use. The system requires 24 operational and 2-3 reserve satellites in orbit to ensure global coverage.In December 2010, a malfunction of the booster resulted in a loss of three Glonass satellites.

BEIJING, Nov. 26 (Xinhua) -- Joint police patrols along the Mekong River will kick off in mid December to restore security after a deadly attack to Chinese ships in October.Chinese police will start patrols along the river with Laos, Myanmar and Thailand, said a statement from the Ministry of Public Security here Saturday.No exact date was given, but the first joint patrol will be carried out before Dec. 15, said the statement, issued after a ministerial meeting of four countries held in Beijing.Police from the four will work together to restore shipping and guarantee security along the river, the statement said.Shipping on the Mekong River has been suspended since two cargo ships were attacked on Oct. 5, resulting in the murder of 13 Chinese sailors.A headquarters for the initiative will be founded in China and there will be a coordination office in each of the other three countries. They will be linked by a round-the-clock communication mechanism, the statement said.China will assist Laos and Myanmar police in terms of training and equipment, the statement said.Police departments of the four countries will also set up a coordination team to work out more security measures along the Mekong River, it added.

  

BEIJING, Dec. 4 (Xinhua) -- Acclaimed orthopaedic surgeons and experts attending a major conference in Beijing have agreed to build up a platform for international cooperation aiming at jointly coping with medical and social challenges.At the Sixth International Congress of the Chinese Orthopaedic Association (COA) that concluded on Sunday, presidents of more than 80 national and international orthopaedic societies signed a declaration which seeks a model for both developing and developed countries to help reduce medical costs in the aftermath of the global financial crisis.With an aging global population, rapidly rising medical costs have become a heavy financial burden for governments worldwide. Medical insurance cost control has become a hot topic around the world.Bone and joint diseases, infections due to traffic accident traumas and other diseases causing high disability rates have affected millions of people worldwide."One of the objectives of the COA international conference is to provide a platform for medical experts around the world to discuss not only clinical techniques but also medical and social problems," said Professor Wang Yan, chairman of the COA.To fully leverage existing professional knowledge and resources, presidents of orthopaedic organizations attending the conference adopted and released the Beijing Declaration which calls for a platform to enhance global and national collaboration and partnerships among the professions, industries and related patient organizations and disciplines.The declaration also stresses maximizing Internet-based learning and encouraging international exchanges."Worldwide, I have one lament, that we've spent so much money on medical research, but very little on orthopaedics. Most governments are more anxious to fund cancer or infectious diseases," said Professor Michael Huggness, president of the North American Spine Society."We think we're a bit handicapped by not having the money to pursue the research. As we get more sophisticated in our treatment, the price does go up. My expectation is that in another five to 10 years, we'll begin to apply some molecular techniques to assist us in healing. Maybe the price will come down when our knowledge base increases. But I think we'll just have to wait for a bit more research and a bit more basic science.""We definitely will... look into this issue of how we can have a suitably assigned budget from the government for orthopaedic care," said Professor K.M. Chan, from the Prince of Wales Hospital in Hong Kong."At the same time, we use evidence-based medicine to contain the medical cost in orthopaedics with very stringent monitors from the professions. That involves good-practice models, quality insurance and patient safety. With all these, we expect that the profession will be heading forward to join hands with the government to contain the cost."More than 15,000 surgeons, researchers and business representatives from China and abroad are attending the four-day annual conference to share the latest theories and techniques for curing musculoskeletal diseases as well as related social topics.Founded in 1980, the COA now has more than 30,000 registered members and is the largest sub-society of doctors under the Chinese Medical Association. SEOUL, Nov. 8 (Xinhua) -- Samsung Electronics, the world's largest flat screen TV vendor, said Tuesday that it has suspended its plan to develop active shutter three-dimensional (3D) TVs with RealD, the U.S.-based 3D technology supplier."Samsung has decided to focus on our own initiatives of 3D technology, and continues to research and develop next-generation 3D display technologies, including a glasses-free 3D solution for the home," the tech firm said in an e-mailed statement.The active shutter 3D technology drew public attention after Samsung reached a deal with RealD earlier this year to jointly develop such technology, aiming to unveil 3D TVs based on the technology early next year.The active shutter is a next generation 3D technology that incorporates merits from both shutter-glass (SG) technology, which Samsung adopted, and film patterned retarder (FPR) technology, which LG introduced in December last year.The SG technology has been touted as better picture quality and deeper 3D images, but the eyewear is heavier because it requires batteries and chips to work. The active shutter 3D technology moved its function of 3D image creation from eyewear to flat panel, making the eyewear lighter.Despite the upgraded technology and its convenience, Samsung decided to focus on its existing SG technology as the global TV market is grappling with weak demand. The penetration rate, which gauges the ratio of 3D sets against the total flat screen TVs, was expected to rise to 9.9 percent by year-end from the 3 percent a year earlier, according to Woori Investment & Securities, a local securities firm.
