The Department of Justice on Monday identified New York City, Portland and Seattle as cities that have allowed "violence and destruction of property to persist," as outlined in a presidential memorandum that could restrict access to federal funding.Earlier in September, President Donald Trump issued the Memorandum on Reviewing Funding to State and Local Government Recipients That Are Permitting Anarchy, Violence, and Destruction in American Cities.The measure allows the DOJ to target city governments that the agency believes has not taken steps to mitigate widespread criminal activity.So-called "anarchist jurisdictions" that meet the DOJ's criteria are subject to a 30-day review by the director of the Office of Management and Budget, who will issue guidance on restricting eligibility for federal grants, according to the presidential memorandum."When state and local leaders impede their own law enforcement officers and agencies from doing their jobs, it endangers innocent citizens who deserve to be protected, including those who are trying to peacefully assemble and protest," Attorney General William Barr said Monday in a statement. "We cannot allow federal tax dollars to be wasted when the safety of the citizenry hangs in the balance. It is my hope that the cities identified by the Department of Justice today will reverse course and become serious about performing the basic function of government and start protecting their own citizens."In New York City, the DOJ cited a monthslong spike in gun violence in conjunction with the City Council's approval of a fiscal budget that reallocated billion from the NYPD toward community and youth programming. The city is currently facing a billion budget deficit that could result in as many as 22,000 municipal layoffs and furloughs in October.Requests for comment from the offices of de Blasio and Cuomo were not immediately returned.Seattle and Portland have also seen significant unrest in recent months since the death of George Floyd. In June, protesters in Seattle occupried a small area of the city of several weeks and vandalized an abandoned police precinct. The Cruise Lines International Association announced Tuesday that any cruise ship worldwide carrying more than 250 people must test everyone, passengers and crew members, for COVID-19 before embarking.They must also test negative for the virus if they are to board the ship, CLIA said in a press statement posted to their social media account."CLIA ocean-going cruise line members have agreed to conduct 100% testing of passengers and crew before embarkation - a travel industry first," CLIA tweeted. 508

The Department of Justice announced Thursday that 57 people have been arrested across the country for fraud related to the Paycheck Protection Program (PPP).In a press conference Thursday, officials with the Department of Justice said that the suspects attempted to steal millions of dollars of taxpayer money.The PPP was established in the CARES Act, a stimulus package signed into law in March amid the coronavirus pandemic. The funds were meant to be used by small businesses to keep their businesses afloat.Officials said some of those arrested used the funds to buy "flashy or expensive" luxury items for themselves, rather than use the funds for their businesses. The DOJ also described that some of the suspects were part of "coordinated criminal rings" meant to obtain the funds through fraud.While officials did not put a specific dollar amount on the amount of funds stolen, officials called the number "significant." The Department of Defense says the military parade originally scheduled for Veterans Day will be postponed."The Department of Defense and White House have been planning a parade to honor America's military veterans and commemorate the centennial of World War I," Defense Department spokesman Col. Rob Manning said in a statement Thursday. "We originally targeted November 10, 2018 for this event but have now agreed to explore opportunities in 2019."The parade was scheduled for the day before the 100th anniversary of the armistice that ended the First World War. French President Emmanuel Macron is holding a gathering of world leaders in Paris on November 11 to celebrate the anniversaryCNN previously reported that the parade would focus on celebrating veterans and involve US troops in period uniforms as well as US military aircraft but no heavy vehicles like tanks in order to prevent damage to infrastructure.The price tag of the proposed parade has sparked criticism. On Thursday, the American Legion reacted to reports that the parade could cost tens of millions more than originally expected by saying the money would be better spent in other ways."The American Legion appreciates that our President wants to show in a dramatic fashion our nation's support for our troops," American Legion national commander Denise Rohan said in a statement. "However, until such time as we can celebrate victory in the War on Terrorism and bring our military home, we think the parade money would be better spent fully funding the Department of Veteran Affairs and giving our troops and their families the best care possible."Trump said in February that a military parade in Washington would be "great for the spirit of the country," but that it would need to come at a "reasonable cost."
