SAN DIEGO (KGTV) -- Following several years of record-breaking fires around California, the state’s department of insurance is letting residents know they have options if their insurance gets dropped. Under Proposition 103, a law approved by voters in 1988, insurers are required to file rate changes with the California Department of Insurance. Although the department doesn’t set rates, state law requires that insurers’ rates are based on a demonstrated risk of loss. New laws that both took effect in 2019 also offer some protection. One of the laws specifies that homeowners living in a declared wildfire disaster area or adjacent zip codes receive one year of protection from non-renewal. The state also extended protections against non-renewal for people who suffer a total loss during a fire to two automatic renewals or 24 months. If you find yourself in the middle of a non-renewal, the department lists specific rights California residents have: The notice of non-renewal must be sent at least 45 days prior to policy expiration. That notice of non-renewal must contain: (1) the reason or reasons for the non-renewal; (2) the telephone number of the insurer's representatives who handle consumer inquiries or complaints; and (3) a statement indicating that if the consumer has contacted the insurer to discuss the non-renewal and remains unsatisfied, the policyholder may have the matter reviewed by the Department. The insurance company must determine whether to renew or non-renew based upon its underwriting guidelines, which must be objective, have a substantial relationship to the risk of loss, and be applied consistently among insureds in the particular group being non-renewed.For anyone who can’t find insurance, the department has another option. The FAIR plan is available to all homeowners as a last option for coverage. The maximum limit written by the plan on residential property is ,500,000. According to the department, insurance companies use different tools and maps to determine high-risk areas around the state. SAN DIEGO (KGTV) — Despite a concerted effort to repair San Diego's crumbling sidewalks, a new report by city staff details the vast number of areas in desperate need of repair, as well as the skyrocketing cost to get them fixed."We're repairing more now than we ever have, but it continues to be a source of frustration," City Council member Mark Kersey told 10News in an interview Wednesday ahead of a City Council meeting on the matter.The new data shows that crews have repaired or replaced more than 27,000 sidewalks since the last major assessment was completed in 2015. However, more than 81,000 sidewalks still need attention. And while an estimate in 2016 put the costs to complete the work at million, that number has now jumped to to 100 million."The way it's set up right now is the sidewalk is the property owner's responsibility," Kersey explained. "They own it and they're supposed to maintain it. But because it's in the public's right of way, if someone trips and falls and hurts themselves, the city is the first one to get sued."Kersey says the repair process is far more complex and time-consuming than simply seeing a problem area and fixing it. Much of this stems from trying to prod property owners into making the repairs. However, Kersey says the costs of getting the right permits can be prohibitive, even sometimes matching the actual cost of the work. There is a city program which offers to bypass permitting and have the city do the work for half of the cost, though only a few dozen repairs are processed through the program each year.Another concern is mounting legal costs. On top of the cost of the actual repairs, the city has spent millions of dollars settling lawsuits stemming from dangerous sidewalks. "I would much rather put those millions of dollars into fixing the problem than paying out legal bills," said Kersey. 1874

SAN DIEGO (KGTV) - Federal indictments were unsealed Thursday charging 75 people nationwide, 40 in San Diego, with involvement in an international money-laundering scheme.Prosecutors said those charged have been involved with crimes ranging from drug distribution to money laundering.Investigators seized more than million, 95 kilograms of methamphetamine, 63 kilograms of heroin, 10 kilograms of fentanyl, 92 kilograms of cocaine, 252 kilograms of marijuana, and 20 firearms, including semiautomatic assault rifles and handguns.RELATED: Ex-MLB pitcher Esteban Loaiza now faces federal drug charge"We have siphoned the cash and the life out of a San Diego-based international money laundering organization with ties to the Sinaloa Cartel," U.S. Attorney Adam Braverman said. "By following the money, we have discovered large quantities of fentanyl, heroin and methamphetamine that are no longer destined for the streets of America."According to the indictments, Jose Roberto Lopez-Albarran, described as a "significant" broker for a Mexican-based international money laundering group, laundered tens of millions of dollars in drug money from the U.S. to Mexico between 2015 and 2018.Lopez-Albarran, who was arrested in San Diego on Feb. 9 and remains in custody, reportedly oversaw a network of co-conspirators to assist in transferring the millions to drug suppliers across the border, including individuals working for the Sinaloa Cartel.RELATED: Alleged drug dealer charged in Camp Pendleton Marine's overdose death"Taking on and stopping transnational criminal organizations requires dedication and sacrifice," District Attorney Summer Stephan said.
