YUSHU, Qinghai, April 15 (Xinhua) -- Chinese Premier Wen Jiabao on Thursday called for unremitting efforts to save people's lives in a visit to the quake-hit area in northwest China's Qinghai Province."The top priority is to save people. TAIPEI, March 31 (Xinhua) -- Experts from the Chinese mainland and Taiwan Wednesday started their second round of talks in Taipei to pave the way for a long-awaited economic deal that is expected to boost cross-Strait economic ties.The two-day meeting in Tashi, Taoyuan county, is expected to speed up the consultation process of the Economic Cooperation Framework Agreement (ECFA), which is intended to normalize mainland-Taiwan economic ties and bring the two economies closer.The two sides are expected to exchange views on operational and technological topics including the main content of the agreement and consultation arrangements in the future.The mainland side is composed of directors of the mainland's Association for Relations Across the Taiwan Straits (ARATS), experts and economic affairs officials.Tang Wei, director-general of the Ministry of Commerce's Taiwan, Hong Kong and Macao affairs department, said such an agreement would further cross-Strait economic cooperation, and help the two sides cope with the impact of possible economic crises in the future and the increasingly competitive international market.

SEOUL, May 26 (Xinhua) -- Chinese Premier Wen Jiabao's visit here, starting Friday, will strongly boost the friendly cooperative relationship between China and South Korea, Chinese ambassador Zhang Xinsen told Xinhua in a recent interview.Zhang said Wen's second official trip to South Korea after previously visiting in April 2007 would allow him to exchange views with South Korean leaders on further deepening the strategic cooperative partnership between the two countries. He would also have extensive contacts with various sectors here, which would surely boost the bilateral ties and bear richer fruit in the future.The ambassador said, as good neighbors, China and South Korea had made joint efforts to achieve rapid and all-round development of the bilateral ties since the two countries established diplomatic relations in 1992. In 2008, Chinese President Hu Jintao and his South Korean counterpart Lee Myung-bak successfully exchanged visits and upgraded relations between the two sides to a strategic cooperative partnership. BEIJING, April 26 (Xinhua) -- Chinese legislators Monday started discussing for the second time a draft law on the protection of oil and natural gas pipelines which spells out the responsibilities of pipeline companies.According to the draft, companies must take safety measures while constructing pipelines and ensure the quality of materials.Companies must have professional personnel regularly patrol pipelines and deal with any potential safety issues in a timely manner, the draft said.They must place warning signs near pipelines according to state standards and replace damaged signs as soon as possible.The draft law says pipeline companies must offer compensation to land owners whose land use is curtailed by the pipeline.Buildings and facilities like pools and greenhouses that may damage pipelines are prohibited in the buffer areaThe draft said rapid urbanization has resulted in the reckless construction of buildings and roads within pipeline buffer areas, making pipeline protection increasingly difficult.The State Council, China's cabinet, submitted the law to the 14th session of the Standing Committee of the 11th National People's Congress (NPC), the country's top legislature. The Standing Committee's four-day meeting began Monday.
