(KGTV) — Dos Desperados brewing in San Marcos was headed for a banner year until the coronavirus outbreak hit."We had all of our vats full and of course we had to shut down," said owner Steve Munson. "It's not a killer yet, We're trying to survive until the end of the year."Sales plummeted in the tasting room and distribution. Munson had to cut his staff of eight to two, even letting his own daughter go. It got even more complicated in early July, when the governor eliminated indoor service for bars and restaurants.But when Munson approached the City of San Marcos to get an outdoor permit, he says it went lightning-quick, something Munson never expected.San Marcos Mayor Rebecca Jones says it happened fast because the city already had the framework in place to streamline outdoor permits, with no fees. The city actually approved it in late May. Jones credits Innovate 78, a collaborative effort between the five cities that line the 78: San Marcos, Carlsbad, Oceanside, Escondido, and Vista. They've been working together on the economy for years."If you are not looking forward to what could happen next, you're not really planning," Jones said. "So we try to plan for the unknown, and I really believe that has come from COVID."Innovate 78 now plans to send a letter to Gov. SANTEE, Calif. (KGTV) - Some local stores are having a hard time keeping up with the demand from senior shoppers who are showing up for the special early morning hours amid concerns over COVID-19. Over the phone, a Costco employee in Santee told 10News that more than 1,500 seniors showed up on Tuesday and the store hasn't been that busy since Christmas or Thanksgiving. Once you got inside it was surprisingly empty,” says Jeff.Costco's one of the growing number of stores offering special senior hours. (KGTV) — One of the first Underwater Demolition Team divers of World War II and one of the last living frogmen died early October.Hank Weldon, 95, was a frogman on the first Navy Seal Team 10.  Donna Weldon was married to Weldon for 12 years, she tells 10News, “It’s been the most wonderful marriage you could ever imagine. He was the most wonderful person ever."Donna had one daughter, two sons and a few stepsons. Hank had three daughters. Together they created one large family. He didn’t talk about that at home," Terry Andrew, Weldon’s middle daughter, said.To his three daughters, it wasn’t until their adult lives they realized the impact their dad has made and the historic courage he had. “Articles started coming out about you know, what his place really was in the history,” Berg says. The frogmen would locate mines and notify ships coming in behind them so the ships wouldn’t hit them. After the war ended, he got out of the Navy in 1945. Six months after he got out, he received a letter telling him he was receiving a Bronze Star.His team was the only team that got through the whole series of operation without losing a man. Fifty years later Hank Weldon was inducted into the Green Berets, known officially as the U.S. Army Special Forces.When Weldon died, his wife got a call, “I got a phone call and it said we’d like to bury him in the national cemetery free of charge but I said no. We’ve had our places in Valley Center for some time and I really want him close to where I can go visit him."Weldon’s Celebration of Life will be held at the Skyline Clubhouse in Valley Center on Oct. 27 from 1 p.m. to 5 p.m. The family has invited the public to join them.  2395

Sayfullo Saipov has been charged with federal terrorism offenses in connection with Tuesday's attack in Manhattan in which eight people were killed, according to a charging document from the US Attorney for the Southern District of New York.Saipov, a 29-year-old Uzbek national who was living in New Jersey, is being charged with providing material support to ISIS and violence and destruction of motor vehicles.[Previous story, published at 5:13 p.m. ET]The suspect in New York's deadliest terror attack since 9/11 had planned the attack for weeks and carried out the killings "in the name of ISIS," John Miller, NYPD deputy commissioner for intelligence and counterterrorism, said on Wednesday.Authorities identified the suspect as Sayfullo Habibullaevic Saipov, a 29-year-old Uzbekistan native who came to the US legally in 2010. Saipov allegedly drove a rented truck onto a well-trafficked bike path just blocks from the World Trade Center on Tuesday afternoon.Eight people were killed and more than a dozen injured as the driver carved a path of destruction through several blocks of Lower Manhattan. Saipov crashed the rented truck into a school bus, left the vehicle brandishing imitation firearms and was shot by police, officials said. He survived and was taken into custody, police said.In carrying out the attack, Saipov relied on the playbook laid out by ISIS in recent years, officials said.
