WASHINGTON, April 22 (Xinhua) -- The U.S. Commerce Department said on Thursday that it has set preliminary antidumping duties ( AD) on imports of certain seamless pipe from China, a move that might escalate trade disputes between the two countries.The department said it "preliminarily determined that Chinese producers/exporters have sold seamless pipe in the United States at 32.39 to 98.37 percent less than fair value."As a result of this preliminary determination, Commerce will instruct U.S. Customs and Border Protection to collect a cash deposit or bond based on these preliminary rates.The products covered by this investigation are suitable for the conveyance of water, steam, petrochemicals, oil products, natural gas, and other liquids and gasses in industrial piping systems.Imports of certain seamless pipe from China were valued at an estimated 182.3 million U.S. dollars in 2009, according to the U.S. Commerce Department.Commerce said that it is currently scheduled to make its final determination in September 2010.If Commerce makes an affirmative final determination, and the U. S. International Trade Commission makes an affirmative final determination that imports of certain seamless pipe salts from China materially injures, or threaten material injury to, the domestic industry, Commerce will issue an antidumping duty order.The new case followed the Commerce Department's initiation of antidumping (AD) and countervailing (CVD) duty investigation on Chinese aluminum extrusions on Wednesday.The protectionist moves by the Obama administration will ultimately hurt the U.S.-China trade relations, which are becoming more and more important due to the global financial crisis, economists warned.The onset of the global recession appears to have set off an increase in trade disputes around the world.Globally, new requests for protection from imports in the first half of 2009 are up 18.5 percent over the first half of 2008, according to the World Bank-sponsored Global Anti-dumping Database organized by Chad P. BEIJING, March 25 (Xinhua) -- Local authorities in southwest China are moving to clamp down on food price hikes as the worst drought in decades shows no sign of easing.Authorities in Guiyang, capital of the poverty-stricken mountainous Guizhou province, have indicated they would step up price monitoring and crack down on price gouging.Vegetable vendors will be fined up to 100,000 yuan (14,650 U.S. dollars) if they are found involved in jacking up vegetable prices. The maximum fine for businesses is 1 million yuan.In Kunming, capital of the hardest-hit Yunnan province, the local government is monitoring food prices and supply on a daily basis. Local price control and industry and commerce authorities have launched campaigns to crack down on food hoarding and price gouging.Local governments in their neighboring regions have taken similar measures to prevent huge rises in prices of grain, edible oil, and vegetables.The dry weather has been ravaging southwest China for months, affecting 61.3 million residents and 5 million hectares of crops in Guizhou, Yunnan, Sichuan, Chongqing, and Guangxi.The worsening drought has damaged wide swathes of vegetables and sparked sharp price hikes. BEIJING, May 12 (Xinhua) -- The Chinese mainland will adopt new measures to facilitate cross-Strait travels, including opening more outlets to issue travel and entry permits to Taiwan travelers, a spokesman said here Wednesday.Travelers from Taiwan can get travel and entry permits upon arrival at three new air terminals in Tianjin, Ningbo and Jinan starting May 25, Yang Yi, the State Council's Taiwan Affairs Office spokesman said at a press conference here.The move will increase the number of such terminals in the mainland to 23.To travel to the mainland, Taiwanese need a travel pass and an exit permit issued by the Taiwan authorities. They are also required to obtain an extra mainland travel pass and entry permit.According to Yang, public security departments in southern China's Guangdong Province have also been authorized to reissue from May 25 travel passes to those who have lost their documents or whose documents have expired.Currently, only seven provincial and municipal police departments are authorized to handle this issue.The travel pass, named "Taiwan Compatriot's Pass to the Mainland," is valid for five years and is similar to the identity card Taiwanese use in the mainland."As more and more Taiwan people come to the mainland for making investments, travels, work, study, plus living, the mainland will improve its entry and exit management system based on the needs of Taiwanese people," Yang said.He also confirmed the mainland's and Taiwan's air service associations would soon hold a meeting to discuss other matters, including adding more direct cross-Strait flights.

BEIJING, April 1 (Xinhua) -- Two Chinese vaccine makers Thursday confirmed they have shut down operations after their rabies vaccines were found to be substandard.The State Food and Drug Administration (SFDA) announced in December that a total of 215,800 units of rabies vaccines made by Jiangsu Ealong Biotech Co. and Hebei Bioforwell Co. from July to October 2008 had quality problems.The agency had ordered the two companies to halt production and sales.The confirmation came after media reports saying Ealong Biotech had resumed production and seven executives had been detained. Reports said the company had mixed an additive with the vaccine to reduce costs, leaving as many as 1 million people affected nationwide.Some local newspapers even reported that deaths or illness were likely caused by the faulty vaccines.Yan Jiangying, the SFDA spokesman, said the SFDA was yet to release investigation results as the probe was still underway.But Yan said people needed several injections to build up immunity as the 180,000 units of vaccines made by Ealong Biotech were not as effective as required by the drug watchdog.Liu Wu, general manager of Ealong Biotech, said the faulty vaccines may not provide protection against rabies as they were not up to national standards.But Liu said "We have not received any reports on adverse reactions in people receiving rabies vaccine shots."Liu also denied there were 1 million people affected, saying each person should receive five injections, or one unit, rather than receive one injection of each unit.The company had not produced or sold even one dose of rabies vaccine since Nov. 30, Liu told Xinhua.It also halted production of the A/H1N1 flu vaccine in February when the quality permit expired, he said.Liu also denied that seven company executives had been arrested and that they had put an additive in the vaccines.Ealong Biotech is the nation's fourth-largest rabies vaccine maker with a market share of 11 percent. It took orders from the Chinese government for 6.3 million doses of A/H1N1 flu vaccines in 2009, ranking third nationwide.Wang Kejing, deputy director of the food and drug administration in Sanhe city, where Hebei Bioforwell Co. is located, said the company had not sold even one dose of vaccine since April last year.Hebei Bioforwell Co., which only produced rabies vaccines, had been shut down for rectification. It said earlier that all the faulty rabies vaccines had been used, but they had received no reports of adverse reactions.In the northern Shanxi province, almost 100 children had died or fell ill after taking shots of vaccines for encephalitis, hepatitis B and rabies, the Beijing-based China Economic Times reported on March 17.The Ministry of Health has launched an investigation into the case after media exposure.
