The city plans to bury 15 miles a year.The project will be funded by a surcharge on your SDG&E power bill that you’ve been paying since 2002. The city says you won’t see an increase in your bill, even though the price tag is in the billions.The reason for going underground? He’s dealt with the pre-construction and paid for the surcharges, but doesn’t mind.“It’s a wonderful deal. In some states across the country, in Colorado, they have them underground, and I’m all for it in San Diego,” said Harral.Construction will last 18 to 36 months. SAN DIEGO (KGTV) -- Police are searching for a suspect after a man died following a fight in downtown San Diego Monday. Police were called to the intersection of 11th Avenue and Market Street just before 6 p.m. Monday. When they arrived, officers found a man suffering from trauma to his upper body. Medics provided life-saving measures and the man, later identified as 56 year-old Kevin Leray Hughes, was taken to the hospital where he later died. According to police, the victim and suspect got into an argument. “The interaction escalated, resulted in the victim’s death,” police say. The suspect, described as a black man in his 20s last seen wearing burgundy pants, a red hooded sweatshirt and black under shirt, fled the scene after the fight. SAN DIEGO (KGTV) -- National Forests throughout Southern California will close Monday night as wildfires continue to ravage the state.Stanislaus National Forest, Sierra National Forest, Sequoia National Forest, Inyo National Forest, Los Padres National Forest, Angeles National Forest, San Bernardino National Forest, and Cleveland National Forest will all close Monday at 5 p.m., according to the US Department of Agriculture.The agency also prohibited the use of any ignition source on all National Forest System lands throughout the state.All developed campgrounds and day-use sited in National Forests throughout the state have will also shutter operations.“The wildfire situation throughout California is dangerous and must be taken seriously. Existing fires are displaying extreme fire behavior, new fire starts are likely, weather conditions are worsening, and we simply do not have enough resources to fully fight and contain every fire,” said Randy Moore, Regional Forester for the USDA Forest Service Pacific Southwest Region.“We are bringing every resource to bear nationally and internationally to fight these fires, but until conditions improve, and we are confident that National Forest visitors can recreate safely, the priority is always to protect the public and our firefighters. SAN DIEGO (KGTV) - Newly-elected San Diego District 4 councilwoman Monica Montgomery is vowing to improve the relationship between her community and the police department. On Monday, she was unanimously appointed to the Public Safety and Livable Neighborhoods Committee. More than a dozen community members spoke during a special meeting on Monday, backing Montgomery. The overwhelming support for her appointment quickly turned to frustration and anger towards the rest of the council and the police department about Aleah Jenkins, who died in SDPD custody early this month. Montgomery says she hears the community's frustration and is ready to get to work. "A lot of this stems just not from the support of me, but the desire to have real action in our community when it comes to our police and community relations," said Montgomery.She plans on taking a closer look at an SDSU racial profiling study within the department and look into possibly giving the Community Review Board subpoena powers to allow them to perform independent investigations and obtain sworn testimony during alleged police misconduct. "I'm confident we'll do the right thing. Everyone will need to do the right thing; we're at a crossroads and we need to do the right thing by our people and by our officers," added Montgomery. SAN DIEGO (KGTV) - Police have confirmed that the 19-year-old woman shot near Sunset Cliffs Thursday morning was targeted. Police told 10News they received a call at about 7:10 a.m. from a person who spotted a bleeding woman lying on a staircase next to the beach off Ladera Street, near Sunset Cliffs Boulevard.Responding officers arrived and found the woman with multiple gunshot wounds.The 19-year-old was taken to UC San Diego Medical Center. Police said Thursday afternoon that the woman is in stable condition and was able to tell police she had no idea what happened.Police said they do not have any information on a suspected shooter at this time.Police told 10News they have not been able to find anyone who heard gunshots or saw what might have happened. 792
