Security is being questioned after a plane was stolen from the Seattle-Tacoma International Airport on Friday. As officials look into how this happened, investigative reporter Jace Larson finds out more about the man piloting the plane.Richard Russell seemed coherent in his final conversations with air traffic control."I've got a lot of people that care about me, and uhh... it's gonna disappoint them to hear that I did this.”Russell did some aerial stunts while refusing air traffic control’s attempts to have him land.Russell’s final words were captured on radio, and he was apologetic to those he loved."Just a broken guy. Got a few screws loose, I guess,” Russell could be heard saying. “Never really knew it, until now."One of Russell's co-workers was surprised to hear his voice."You could tell he was in pain,” says Jeremy Kaelin, a former co-worker of Russell. “Kind of seemed a little delusional, and I was just shocked to see that someone who was so nice, so helpful and caring, actually he cared about his job, to do such a thing and you know and end his life."Russell had access to secure aircraft areas as a ground service agent and had knowledge on taxiing planes around the airport.Protocol requires two people to be present to tow the plane. Authorities are still unsure how Russell managed to access the plane alone and move it by himself."We believe he was in uniform,” says Brad Tilden, CEO of Alaska Airlines. “His job is to be around airplanes. He is tow certified, so he's meant to be-- airports have a non-secure side and a secure side. He's meant to be on the secure side. That's a part of the fulfillment of his job responsibilities."Once in the air, military jets were sent to follow Russell to make sure he didn't do anything dangerous."Military jets were scrambled from Portland, but it does not appear that the jets were involved in the crash of the Horizon aircraft," says Gary Beck, CEO of Horizon Air.The National Transportation Safety Board says Russell crashed through several lines of 10-foot-high trees. 2050

SAN FRANCISCO (KGTV) -- A boy who became well known after a photo of him hugging a police officer was widely shared on social media is feared dead along with his family after their SUV fell over a cliff, according to the Associated Press.Authorities say 15-year-old Devonte Hart is feared dead after the family’s vehicle fell 100 feet over a cliff along Highway 1 near County Road 430.Tha California Highway Patrol said 19-year-old Markis Hart, 14-year-old Jeremiah Hart and 14-year-old Abigail Hart died along with their parents, Jennifer and Sarah Hart. "We have every indication to believe that all six children were in there," Mendocino County Sheriff Tom Allmon said. "We know that an entire family vanished and perished during this tragedy."The California Highway Patrol hasn’t determined why the vehicle went over the cliff into the ocean.Devonte gained fame after a photo of him hugging a police officer went viral. In the photo (pictured below) a Portland officer reportedly saw him holding a “free hugs” sign and crying. (KGTV) - Months after the massive Equifax data breach, a North County couple got some heart-dropping news from the Internal Revenue Service (IRS).    Jennifer, who asked 10News not to identify her full name, says her accountant was just about to e-file her taxes when she got the letter from the IRS."It said we needed to verify that we filed, and if we had not filed, we had to call them immediately to tell them we hadn't filed," said Jennifer.RELATED: Equifax finds additional 2.4 million impacted by 2017 breachIn short, someone had already filed in her name, raising the suspicions of IRS employees.    "You feel violated. It's scary," said Jennifer.Jennifer spent an hour on the phone with IRS caseworkers, who told her the red flags were immediate."The numbers for the deductions were off, but also the final number on the refund, which must have been way off," said Jennifer.RELATED: San Diego City Attorney announces lawsuit against Experian over massive data breachThe fraudulent tax filing comes almost seven months after the wide-ranging breach at the credit reporting company Equifax."We immediately and proactively froze our credit and then got letters saying both me and my husband had both been compromised," said Jennifer.While they have credit monitoring and froze their credit, that doesn't protect them from fraud, which is a form of identity theft. Now she's bracing for what's next."You're so vulnerable and your information is out there," said Jennifer.According to the Identity Theft Resource Center, the best way to protect yourself is to file your returns as early as possible. If you're mailing returns, mail them directly from the post office. And if filing electronically, use a secure network."Tax time presents a perfect storm for scammers, from tax identity theft to imposter scams, consumers must stay vigilant and prepared. Remember to go to the source of truth when you are contacted by anyone purporting to be from the IRS or other government entity," said Eva Velasquez, President of the Identity Theft Resource Center. 2462

Scientists, doctors and the public are eagerly waiting to hear how effective a COVID-19 vaccine will be and how soon it could be available to everyone. But when the vaccine is ready, some will be racing to be first in line, while others will be cautiously waiting to see how it plays out."Only about half of people get a flu vaccination polls are showing. In terms of the coronavirus, that’s saying that a third to maybe as much as half of the population will not want to get a vaccine," said Arthur Evans, the CEO of the American Psychological Association.Evans is concerned about whether people will be willing to get the COVID-19 vaccine when it comes out. How people are educated about the upcoming vaccine will be crucial."Right now, I think there are a lot of people who want to take a vaccine and to get a vaccine, but if people feel that this has been rushed, that they don’t feel all of the normal safety measures have been taken, it's going to be much harder for people to take that step," explained Evans.Dr. Bali Pulendran, a pathology, microbiology and immunology professor at Stanford University, says just because a COVID-19 vaccine is being expedited doesn't mean it's any less safe."It's a very established, lengthy process. It’s expedited now because of certain technologies such as the mRNA technology that really helps you accelerate this process," said Dr. Pulendran.He says the creation of a vaccine is rigorously tested, first with mice, then primates, and finally, humans. Tens of thousands of people are currently choosing to participate in COVID-19 vaccine trials."And so, this is a development and paradigm that has served vaccinology really well. It's really served it well in terms of enabling the licensure of some 20 or more vaccines," said Dr. Pulendran.Dr. Pulendran says every year, the flu vaccine varies in efficacy. For a good year, it could be 90 percent protective, while the next year, the flu shot may only be 10 percent effective. The COVID-19 vaccine is expected to be 60 percent effective."I think for me, personally, if I saw a vaccine coming out in the next year or so that had a 60 to 70 percent efficacy, that to me would be very encouraging," said Dr. Pulendran.The public, though, may still need some convincing."One of the hardest things for the general public to embrace is the idea of probability. We like to know definitively if something works or not,” said Evans. “The reality is that a vaccine is a probabilistic issue. It's highly likely that you won’t contract, whatever the condition is, but it’s not 100 percent."Evans says the key will be in how the vaccine is marketed to the American public.Dr. Pulendran hopes any positive data and outcomes of the COVID-19 vaccine trial will encourage as many people as possible to get the vaccine when it comes out. 2823

SAN YSIDRO, Calif. (KGTV) -- The new Mexican president is hoping a new deal with three Central American leaders will stop or slow the flow of migrants seeking asylum in the United States. Andres Manuel Lopez-Obrador signed the new deal within hours of taking office. The deal with Guatemala, El Salvador, and Honduras, promises to create a fund that would fight poverty, create jobs and make sure migrants feel safe in their home countries. It will also create a re-integration program for those traveling with the caravan who wish to go back.University of San Diego professor, Ev Meade, says this deal looks good on paper but no one will know for sure until more specifics are released. Professor Meade has been traveling to Tijuana to meet and speak with the migrants. He says most leave because of instability. "What I hear from a lot of people is indirect effects of violence, so it's someone that might say I can't afford to feed my family but when you start asking them questions about what they do, the business that they worked for, why they were laid off, the violence is always there. It might be one degree, two degrees, three degrees of separation but the violence is always there," says Meade. It is still unclear how much funding will go towards those Central American countries but Meade says it will be years before we see the effects of the deal. "This kind of progress, when you talk about big structural issues, doesn't happen in a month, or three months or a year, I mean, it takes time," says Meade. 1528
