SAN DIEGO (KGTV) - After weeks of large crowds, no masks or social distancing in Ocean Beach, the City of San Diego put together a compliance team to educate people about the county’s public health order.A team of about 12 people consisting of code compliance, parking enforcement, and park rangers handed out face masks to those who didn’t have them on and asked for compliance.“There was unacceptable levels of people coming together, congregating together getting really, really close without masks or social distancing,” said Joel Day, the senior advisor for COVID Response and Recovery with the City of San Diego. “We’re asking people don’t congregate here, please wear a mask if you’re around other people, and please socially distance and so far it’s looking pretty great.”Within one hour, Day said the team handed out about 300 masks.Earlier in the day, residents noted that Veterans Plaza in Ocean Beach appeared to be less crowded. But as the sun went down, the drum circle returned, and so did the crowds. They cleared out by about 10:30 PM.Resident Tim Johnson said home and business owners have had to deal with the same scene repeatedly. Crowds are filling up the park after the farmers market.“There’s piles of trash that get left and open containers, aggressive behavior,” he said.On Tuesday, the city put up a fence to keep the crowds out, but it was quickly torn down.While Johnson said he appreciates the city’s efforts, he said more needs to be done to solve the problem.“The COVID issue is secondary to the other problem, and that other problem is that illegal, obnoxious, aggressive behavior has continued on without being enforced,” said Johnson. 1677

And all AMC Stubs members will earn double points on all ticket and food & drink purchases through the end of October."AMC says a new health and sanitation program will be in effect at all of its reopened theaters. The "Safe & Clean" initiative includes reduction in ticket sales and blocked seating for social distancing purposes, extra time between showings for thorough cleaning, hand sanitizing stations around the facility, and mask requirements for moviegoers and theater staff.The world's largest movie theater company reopened more than 100 theaters in August after being closed for five months due to the coronavirus pandemic.News of the openings comes as Christopher Nolan's newest movie "Tenet" makes its theatrical debut in the U.S. It's one of the first big movies to hit theaters since the pandemic struck.To see if an AMC theater in your area is open, click here.In addition to AMC theaters, Reading Cinema locations in San Diego area also reopening.The two locations -- La Mesa (5500 Grossmont Center Dr.) and San Diego (4665 Clairemont Dr.) -- opened their respective doors on Thursday.The theaters have their own health and safety protocols in place, including social distancing, 25 percent capacity, and extra cleaning between showings.Additionally, Reading will not allow cash, and anyone with cash will be asked to purchase a gift card at the box office."We're just really excited to be able to pull the trigger and open the doors,” said Reading Cinemas Director of Food and Beverage Ken Gillich. "We're really trying to minimize the amount of touch points that anybody needs to have, but hopefully once you get into the auditorium, you can sit down and get back to enjoying the movies."Thanks to the reopenings, Reading Cinemas in San Diego was able to rehire about 40 percent of their workforce.Gillich added, "It's the cheapest form of therapy you can get. It's one of the only places where for 10-15 bucks you can turn off your phone, you're expected to turn off your phone and disappear from the world for 2 hours, 2 1/2 hours. And we're just really, really, really pleased to be able to provide that experience, once again, for the community." 2916

SAN DIEGO (KGTV) — An elderly Army veteran is warning others after he was brutally attacked while riding his mobility scooter in North Park.Around 3:30 p.m. Tuesday, 81-year-old Phil Severns was headed to a grocery store on the scooter when it happened."I just felt a sharp blow on the right side of my head. It almost knocked me out ... My glasses came off and were broken,  and my head hurt terribly," said Severns.Severns says he turned around and saw two concerned women who described his attacker. He looked and saw a man on the run a block away, described as a black man in his mid-20s with long hair, a lean build, and blue shirt and shorts.MAP: Track crime happening in your neighborhoodAt that moment, Severns says he kept thinking that he had to find out who did it. Severns decided to go after him, following him into a nearby CVS Pharmacy parking lot, where he found the man swinging a sock that appeared to be filled with rocks."Confronted him and asked him why he hit me," said Severns.The answer? A claim that Severns had hit him first, which Severns calls untrue. Before the man took off, there was more odd behavior.    "Just walking in circles and waving that sock," said Severns.It appears he wasn't done. Across the street at Walgreens, managers tell 10News they believe the same homeless man punched a clerk an hour later, the second such altercation with the man in the past year. It's a revelation that makes Severns more fearful."He's dangerous and acting crazy. SAN DIEGO (KGTV) — A Scripps Ranch woman did a double take when she found a mailbox post knocked down, the biggest shock came two days later.Last Thursday afternoon, Elizabeth Spelce came out of her along Cypress Valley Drive and saw it: A wooden post with her mailbox and three others was lying on its side, split apart just above the concrete."Disbelief. Stood there for a good minute and stared," said Spelce.At first she thought the culprit was the wet, windy weather. Two days later, she took a closer look and realized the wood was not rotted and wasn't so sure about her wind theory. She then assumed it might have been some bad driver or teen driver, so she decided to look at her Ring doorbell video."It was a little shocking," said Spelce.In the video, a mail truck is seen pulling alongside the curb, before running right into the post and toppling the mailboxes. The postal carrier backs up the truck, pulls forward, and soon after, reaches down and delivers the mail. The truck then drives off, apparently resuming its route."There was no note. No nothing. Just a big mystery," said Spelce.Spelce says the postal carrier added to the mystery when she talked to a neighbor. "She says, 'by the way, your mailboxes are knocked over ... Gosh, I can't imagine how it happened,'" said Spelce.Remember how she continued to deliver the mail after the mailboxes were knocked over? "She was pretending she delivered the mail and then it happened ... It's very disappointing," said Spelce.Her toppled post has since been replaced by her HOA. Spelce filed a complaint with the Postal Service. She's doesn't want the mail carrier to lose her job, but hopes she'll finally take responsibility. SAN DIEGO (KGTV) - A semi-truck carrying boxes of grapes caught fire as it traveled down Interstate 8 in El Cajon Monday morning.Authorities received reports of a semi-truck on fire on westbound I-8 just near dunbar lane shortly after 12:30 a.m.Firefighters arrived to put the fire out and attempted to save the shipments of grapes, but it was a total lost.California Highway Patrol officials said the truck’s driver escaped unharmed.The cause of the fire is under investigation. 487
