SAN DIEGO (KGTV) — San Diego County's recovering job market will take a hit from the new wave of coronavirus-related restrictions that went into effect this week, SANDAG's chief economist said Thursday. The region's jobless rate had been falling from a peak of 25% in early May to 14.3% in late June, the San Diego Association of Governments reported Thursday. However, on July 6, new restrictions went into effect to slow the spread of COVID 19. Restaurants and several other public-facing businesses were forced to end indoor service, while bars that don't serve food were required to close. That sent people who had returned to work back to seeking unemployment."Until there's a vaccine in place, it's going to be a very bumpy ride," said Ray Major, SANDAG's chief economist. "It's going to be up and down. There will be times probably where they say OK we can start opening up again, and then for some reason the health numbers start to become worse, and so the economy is going to be impacted again."At Little Italy's Cloak and Petal restaurant, managing partner Cesar Vallin said only about half of the restaurant's 40 workers have been brought back. He said the restaurant changed its menu and moved service outside, but the lower capacity is hitting revenue. "Let's just face it, this could happen two or three more times by end of the year," Vallin said. "If it does, we've got to get really good at opening and closing turn key."SANDAG estimates 240,000 San Diegans are currently unemployed.Faisal Asseri, Cloak and Petal's Bar Director, started receiving unemployment insurance this week again after returning to work. "I would like to say that I'm doing better than what it kind of looks like out there," he said. SAN DIEGO (KGTV) — San Diego Lifeguards and firefighters responded to Blacks Beach on Sunday to rescue an injured paraglider from a ravine.The 27-year-old woman, who is a pilot, was teaching an advanced training course for paragliding when she lost lift and her parachute collapse, according to lifeguards.Witnesses told lifeguards that the woman tried to brace her impact with her legs as she landed into a ravine next to a popular trail called "Citizens Trail."Lifeguards say the woman was far from the trail when she landed and San Diego Fire-Rescue was called to perform a technical rescue to lift her up the trail.The pilot was taken to a nearby hospital, though the extent of her injuries was not clear, lifeguards said. 734

SAN DIEGO (KGTV) -- Residents in Sherman Heights are worried about a new homeless storage facility expected to open up in their neighborhood. The facility would reportedly go up on the corner of 20th and Commerical streets. It would have up to 1,000 individual storage bins. People in Sherman Heights say they don't want the facility to be an eyesore and were never consulted by the city. The facility would be similar to one that already exists on 16th Street. That facility provides lockers and storage bins for approximately 400 people. The facility is city-funded but run by the non-profit organization Think Dignity. The city is hosting a community forum about the storage facility on Friday from 6 p.m. to 7:30 p.m. at the Sherman Heights Community Center.  811

SAN DIEGO (KGTV) - Raw emotion filled a San Diego courtroom Tuesday as the friends and family members of those killed and injured in a crash faced the drunk driver responsible at her sentencing. Thirteen people flew in from San Francisco to speak during victim impact statements. The most powerful words came from Giao Pham's life partner, John Lawhead. Pham was killed in the March 23rd crash."We were together for eleven years, until your actions that night took my partner, my world, my everything. You still don't have any remorse in your heart, you're a very shallow, person aren't you!?" At one point, the defendant, Alondra Marquez, interrupted, saying "You don't know me," Lawhead shouted back, " I don't care to know you, the only reason I know you is because you murdered my partner!" Marquez, 22, rear-ended a Lyft car on Highway 163 in Balboa Park, killing Pham and leaving his friend, Andy Lynn with a traumatic brain injury. Prosecutors said Marquez had a blood alcohol level more than three times the legal limit and was driving more than 100 miles an hour. In a bizarre coincidence, Marquez and the two victims were at the same Hillcrest bar the night of the crash. While Pham and Lynn chose to hire a Lyft, Marquez chose to drive, even though several people offered to give her a ride. "You had five chances not to drive your car, you chose to drive, at your fastest speed of 109 miles an hour, but that wasn't fast enough or good enough for you," shouted Lawhead Pham and Lynn were visiting from San Francisco for a wedding. The impact sent the car flying into a ravine. The Lyft driver suffered minor injuries. "Physically, it's my fault, but spiritually and emotionally, I don't know where I was, but I wasn't there," she said from behind the glass. Lawhead told her she is the first person he truly hates. " I never thought I could truly hate someone. I hate your heart. I hate your soul. I hate your being, your spirit, I hate all of you." Marquez said she isn't a bad person. " Just know that I am not a bad or evil girl, my brain is processing this. It's a hard pill to swallow." Marquez asked for forgiveness. "I'm real sorry. I can't do nothing about it, but I'm locked up if that makes you guys feel better."She pleaded guilty and faces a maximum sentence of 13 years, four months in prison when the judge announces her sentence next week. 2794
