SAN DIEGO (KGTV) — San Diego's top Democratic candidates for mayor squared off on the debate stage Friday. The big theme of the night was housing and homelessness, and Assemblymember Todd Gloria, Councilmember Barbara Bry, and community activist Tasha Williamson came prepared with answers."I will move homeless services to the offices of the mayor, currently it's outsourced to the housing administration, it sends a message its not a priority for this mayor or this City Hall," Gloria said.Gloria put the onus on himself if elected to solve homelessness, while Bry had a more collaborative approach, wanting to pressure the county for more help."I believe it is much more effective to send social workers out with iPads to talk to homeless individuals where they are, to send out social workers, not police officers," Bry said.But the biggest applause lines of the night came from political outsider Williamson, who pushed her platform for police oversight."We have been criminalized all our lives and the time is up, the time is now, we are going to stop it, we are going to be a sweeping sea of change when we talk about police accountability, rogue officers do not belong here, they will have too look for another job somewhere else," Williamson said.But it was the scooter issue that brought out the biggest punches."A few days ago I talked to [the San Diegan] who's wife is in critical condition at UCSD with skull fractures and severe bleeding after falling off a scooter, I was in tears after talking with him," Bry started. She went on to blame Gloria for sponsoring state legislation that made it legal for adults to ride scooters without requiring helmets. SAN DIEGO (KGTV) - Saturday night, the Padres will welcome back one of the most iconic characters in franchise history.The Famous San Diego Chicken will return to Petco Park as part of the team's 50th anniversary celebration."It's like coming back and seeing family again," says Ted Giannoulas, the man behind the mascot. "It's great. These fans put me on the map. It was their laughter, their good faith over the decades that launched my unique career."The Chicken started in 1974 as a radio station mascot. Over the years, his popularity grew, turning the San Diego favorite in a national phenomenon.But it's been 10 years since the Chicken ruled the roost at a Padres game. The team decided their anniversary season was the right time to welcome him home."As you look back through our 50 year history, it was a piece of our story that we thought really needed to be told this year," says Marketing Director Wayne Partello.As part of the Chicken's return, the team will give away a San Diego Chicken bobble head to every fan at Saturday's game."It's the spitting image of me," says the Chicken, who partnered with the team to make sure they got every detail right, down to the coloring on individual feathers.The Chicken will also sign autographs and take pictures with fans throughout the game. It may be the last time he performs at his home park."I don't know about that for sure," Giannoulas said when asked about his longevity. "It's been 45 years. SAN DIEGO (KGTV) - Saturday, Dec. 8 will be the tenth year since a tragedy in the heart of University City.Four people died in 2008 when an FA-18 military jet crashed into homes in the San Diego community west of Marine Corps Air Station Miramar.Rebecca Cosford was in her home and heard two loud noises. The first was the pilot blowing out the plane’s canopy and ejecting. The second sound was the crash.“One was popping, then a massive explosion that shook the whole house,” Cosford remembers.Cosford and her husband ran outside to see a “large column of smoke”.Teresa Rizzo not only heard it: she felt it. Someone yelled at her to stay back and told her a plane had crashed."I just thought, 'That was an airplane?’ That was an actual airplane that fell out of the sky and exploded around the corner from my house?"Marine pilot Dan Neubauer’s parachute landed a block west of the crash site after he ejected. He had been trying to reach MCAS Miramar on one engine, but his second engine failed. The FA-18 dropped like a stone.The four lives lost on the ground were Dong Yoon’s family."I believe my wife and two babies and my mother-in-law are in heaven with God," Yoon said after the crash.Neighbors had tried to help when disaster struck. Alain Blanc had a cell phone in one hand, 911 on the line. His other hand was holding a hose as firefighters arrived."There are moments we don't have time to be scared, you react! I heard this incredible bang, the earth shook, and I was outside. How I got there, don't ask me," said Blanc.Today, two new homes stand where the other two were destroyed. One thing is the same: the sound of roaring jets."Not that far but when they're close, when it's the same elements as it was that day: overcast, the middle of the day, cool temperatures and a plane flies really close by, my heart still races."Many neighbors told 10News they plan to attend a memorial which will be held Saturday morning at 11:30 a.m. at University Village Park. 1982

SAN DIEGO (KGTV) - SANDAG's Board of Directors passed the 3.4 million budget at their meeting on Friday The proposal includes the largest transportation projects in the county. The budget will used between now and the end of the 2025 Fiscal Year.The vote passed 11 (yes) - 7 (no) - 1 (abstain).As part of SANDAG's proposed "Five Big Moves" initiative to modernize transportation in the city, the money will be put towards "Complete Corridor" projects.RELATED: SANDAG leaders unveil bold vision for future of public transit in San DiegoAccording to a budget proposal released this week, the majority of the money will go towards transit and public transportation-based projects.However, Poway Mayor and SANDAG chair, Steve Vaus presented a revised budget with co-author, Escondido mayor, Paul McNamara. Some of the items in the budget include million for new trolley cars on the Blue Line, .8 million to purchase two new coaster trains for the North County Transit District, and million for preliminary designs on a central mobility hub. The Vaus-McNamara budget pulled the million slated to convert HOV lanes on the 5 North to express lanes, to road expansion projects in North County. million will be allocated to environmental studies and designs for new HOV lanes along SR78 between I-5 and I-15. million will be used to add lanes for SR 52, and the notoriously dangerous state route 67. "The transit plan for SANDAG is to get 10% of the people using transit, which leaves 90% of the rest of us all on roads," says County Supervisor and SANDAG Board Member Jim Desmond. Terrible for public health and out right wrong," one man said on the podium.
