(KGTV) – Chula Vista’s first commercial cannabis business is now ready to serve customers.According to a news release from the city, Grasshopper Delivery is the first of 12 cannabis businesses approved to operate in Chula Vista.Mayor Mary Casillas Salas said, “We welcome Grasshopper Delivery to the City of Chula Vista. Since voters approved commercial cannabis operations in 2018, we have been working to establish a quality program that attracts businesses like Grasshopper that are committed to running top-notch operations in our community.”Measure Q, an initiative approved by voters in 2018, allows for “commercial cannabis retail, delivery, testing, cultivation and manufacturing” in Chula Vista.Under Measure Q, the city said: “A total of 12 cannabis retail operations are allowed in the City of Chula Vista. Each council district may have a maximum of three retail locations to include two storefront locations or a combination of storefront and delivery operations, not to exceed three per council district.Grasshopper Delivery is Chula Vista owned and operated. (KGTV) - The scared whimpers of a little dog which had been missing from his Eastlake home for days led to a courageous rescue by a Chula Vista firefighter Thursday morning.The 30-pound dog, Sammy, disappeared from his home in Eastlake Trails Monday, according to Chula Vista Fire Department officials.Early Thursday morning, Sammy’s family noticed sounds coming from a drainage pipe near their home on Secret Canyon Place.Family members called the fire department which responded, along with Chula Vista Public Works crews and Chula Vista Police, to find the dog in an 18-inch drainage pipe underground.Firefighter Jed Burt went down a manhole and crawled through the drainage pipe, which was roughly the size of his helmet, to reach Sammy.When the dog refused to come out on his own, Burt pushed the dog through the pipe to another manhole nearby.Video posted on the IAFF Local 2180 Chula Vista Firefighters union Instagram account shows the moment Sammy reached the surface.Sammy was reunited with his family and suffered no apparent injuries.10News is working to bring you developments in this story. 1137

(KGTV) - A growing number of San Diego County high school students are being recruited to act as drug mules for Mexican cartels, the U.S. Attorney for San Diego said Tuesday.The most recent charges were filed against Philip Junior Webb, a former student at Castle Park High School in Chula Vista. Federal prosecutors accuse Webb of conspiracy to distribute controlled substances and bringing in unlawful aliens, including a Mexican national and Chinese national, for financial gain.“We are seeing a very troubling trend and we want to warn parents and high schoolers,” said U.S. Attorney Sherri Walker Hobson.According to court documents, Webb was a high school senior who recruited other students to smuggle methamphetamine and Fentanyl into the United States on multiple occasions.On each occasion, the juveniles had drugs strapped on their bodies as they attempted to enter the United States, investigators said.“This is a dangerous trend because this is no longer a situation where it’s the guy with the tattoos on the corner parking lot recruiting people to do drug deals. This is someone who is one of the students. He’s one of the students. He could be your lab partner. He could be the guy next door. He could be the girl next door in the school locker area,” said Walker Hobson.Webb is scheduled to appear in court Thursday.In an unrelated incident, another high school student was charged with conspiracy to distribute methamphetamine at San Ysidro High School.  Agents said they found five kilograms of methamphetamine in the student’s back seat. 1595

CHULA VISTA (KGTV) - A DUI/Driver's License checkpoint at one of Chula Vista's busiest intersections led to three arrests, police said.The Chula Vista Police Department said officers screened 751 vehicles at the checkpoint which was was conducted between 7 p.m. Friday and 1 a.m. Saturday in the 600 block of Palomar Street.Police said the three drivers were arrested for driving under the influence of alcohol. In addition to the three arrests, police impounded nine vehicles and issued 21 citations for people driving without licenses or on suspended licenses. No other details were released.A total of 51 citations were issued for "various vehicle code violations," according to police."DUI/Drivers License checkpoints have been shown to lower DUI deaths and injuries. A major component of these checkpoints are the deterrent effects it has on those who might drive drunk or drugged impaired, bringing about more awareness and encouraging everyone to use sober designated drivers," the Chula Vista Police Department said in a release.More than 1,300 cars traveled through the checkpoint, police said.The checkpoint was funded by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration."The Chula Vista PD will be conducting additional DUI/Drivers License Checkpoints through out the remainder of the year in our ongoing commitment to lowering deaths and injuries upon our streets and highways," police said. 1505

CHULA VISTA, Calif. -- Owners of vacant or blighted property in Chula Vista will now be able to get a tax break in exchange for growing fruits and vegetables.The plan was approved Tuesday by the county Board of Supervisors. The city is covered by an Urban Agriculture Incentive Zone which allows owners of more than 170 qualifying properties to submit plans to turn the land into community gardens or other agricultural uses.The program, created by a 2014 law, would lower property taxes based on per-acre value of the irrigated farmland.City officials say the aim of the plan is to increase green spaces, build community and educate the public about fresh food production."It's a great way to utilize parcels that maybe haven't been developed to their full potential," Supervisor Greg Cox said. "I think that's something we ought to see, frankly, in the other 16 cities in San Diego County and the unincorporated area."San Diego became the county’s first city to adopt the program in 2018 with 2,000 properties eligible for the program.Property owners must now apply with the city. The city says properties must be at least 0.1 acres, but no more than three acres and the entire property must be dedicated to agricultural use.If approved, the property owner and city would enter into a five-year agreement. 1315
