SAN DIEGO (KGTV) — California has rejected San Diego County's request for a tier adjustment after the region was moved into the state's purple reopening tier.The county said that "San Diego’s increased cases are not due to the sectors impacted by moving into a more restrictive tier. County has interviewed cases to identify potential exposure settings and tracked community outbreaks."County health officials say businesses that will be impacted by purple tier restrictions saw the following breakdown of COVID-19 cases in October:Restaurant/bars: 7.4% of COVID-19 cases (715 of 9,646)Retail: 6.6% of COVID-19 cases (636 of 9,646)Places of worship: 1.9% of COVID-19 cases (184 of 9,646)K-12 schools: 1.7% of COVID-19 cases (165 of 9,646)Gyms: 0.4% of COVID-19 cases (39 of 9,646)In reference to October's data, the county said that, "outbreak data also show these sectors make up a small percentage of the cases overall ... The cool zones, spread out throughout the county, provide designated air-conditioned facilities that provide a place to beat the heat. According to county officials, the cool zones provide a place where seniors and others can congregate to protect their health and reduce individual energy costs. SAN DIEGO (KGTV) - Congress is considering a bill that will push for more transparency in the online event ticketing industry. Included in the reforms would be a mandate that companies disclose the full cost of each ticket, including additional fees, up front.In the current environment, most ticket sites show only the cost of the ticket up front, but add the fees after the customer has begun the process of purchasing the tickets.San Diego Congressman Scott Peters is on the committee considering the bill and questioned leaders from the major ticketing companies during a congressional hearing Wednesday. The hearing included representatives from Ticketmaster, Stubhub, and AXS.Other contentious issues being considered by lawmakers include battling ticket fraud, transfer of tickets once purchased, and the accusations that companies withhold putting many of the tickets on sale at one time in order to create a false sense of demand and artificially cause the ticket prices to increase.Peters says he thinks Congress will be able to pass a strong bill to create more transparency. SAN DIEGO (KGTV) — Caltrans is starting a yearlong pilot program in San Diego to reduce wrong-way driving.The agency has installed markings at 30 locations that include red arrows and "DO NOT ENTER" written across the pavement that are only legible when driving in the wrong direction onto freeway ramps.The markings will stay up until the end of the year, according to Caltrans.The agency says that a previous three-year pilot program helped reduce wrong-way driving by 44% in San Diego. The program utilized special reflectors, sensors, and illuminated signs in early 2018.Now, those specialized reflectors have been installed on hundreds of miles of highways, according to Caltrans."The number of wrong-way drivers decreased significantly during the initial pilot program," said Caltrans Director Toks Omishakin. "The addition of these markings, along with what we have learned thus far, will go a long way as we continue to study ways to deter wrong-way drivers."While wrong-way crashes only account for less than 1% of all crashes on California's highways, they are often among the deadliest, Caltrans said."We are constantly looking for ways to improve safety on the transportation system," said Caltrans (San Diego area) District 11 Director Gustavo Dallarda. SAN DIEGO (KGTV) -- California’s new gig economy law was meant to help rideshare drivers and other freelance workers get better benefits, but some critics say it’s threatening the spirit of Christmas itself.Those critics are mall Santas, who have traditionally been hired as independent contractors through third-party bookers or employment agencies.Under Assembly Bill 5, authored by Assemblywoman Lorena Gonzalez (D-San Diego), those workers must be reclassified as employees with insurance and other benefits.“Lorena Gonzalez, she might kill all the Santas. She might kill the Easter Bunnies,” said Steve Schafer, the president of the San Diego chapter of the Fraternal Order of Real Bearded Santas.Some Santas warn that bookers may go to great lengths to avoid paying employee benefits. “I don't know how someone can justify this,” said Jerry Tamburino, a Santa who has worked for more than a decade at a large commercial store.Tamburino said his agent notified him Tuesday that she would replace him and other Santas at a chain of California retail stores with out-of-state St. Nicks.“That's what [the booker is] being forced to do to address -- or evade -- or stay in business with this stupid law,” he said.Bringing in out-of-state workers to skirt AB-5 would violate California law, since labor laws apply to anyone performing work in the state, said Gonzalez’ office. But Tamburino said it would be hard for regulators to enforce.Malls and stores could hire Santas directly as independent contractors, Gonzalez’ office noted, since that kind of relationship passes AB-5’s three-pronged test.To do so, Tamburino said he would have to form his own LLC and said he doesn’t have the experience to run his own business.Tamburino said he would begin reaching out to other Santa-booking agencies in hopes they will hire him as an employee, but there’s a lot at stake: he receives about half of his annual income from Santa jobs. 1938
