SAN DIEGO (KGTV) - Newly-elected San Diego District 4 councilwoman Monica Montgomery is vowing to improve the relationship between her community and the police department. On Monday, she was unanimously appointed to the Public Safety and Livable Neighborhoods Committee. More than a dozen community members spoke during a special meeting on Monday, backing Montgomery. The overwhelming support for her appointment quickly turned to frustration and anger towards the rest of the council and the police department about Aleah Jenkins, who died in SDPD custody early this month. Montgomery says she hears the community's frustration and is ready to get to work. "A lot of this stems just not from the support of me, but the desire to have real action in our community when it comes to our police and community relations," said Montgomery.She plans on taking a closer look at an SDSU racial profiling study within the department and look into possibly giving the Community Review Board subpoena powers to allow them to perform independent investigations and obtain sworn testimony during alleged police misconduct. "I'm confident we'll do the right thing. Everyone will need to do the right thing; we're at a crossroads and we need to do the right thing by our people and by our officers," added Montgomery. The police department insists there is no evidence of force used during Jenkins' arrest and is referring all questions to the district attorney. Home values rose 10.1 percent to 1,100.According to the latest census numbers, in the year-span ending July 2017, adding up all the people moving into and out of California translates into a net loss of 138,000 people. In San Diego County, there is also an apparent exodus with a net loss of nearly 16,000 people in the year ending in July 2017. SAN DIEGO (KGTV) — Palomar College has placed its president on leave pending an investigation.The college district announced Wednesday that Superintendent and President Joi Lin Blake was placed on paid leave following a report warning of the college district's fiscal instability.“It is my request that we all respect the privacy of all parties at this time. Doing so will allow us to focus on the important work of the District. The report cites that the college district's adopted 2019-20 budget will have a ,748,859 deficit. According to the district in the report, the 2018-19 budget had a ,220,001 deficit.The report stated that the district's salary and benefits costs "continue to increase year after year at a rate greater than revenue growth."The college district "has a high probability of fiscal insolvency in the near future" at its current pace, the report warned. The report adds that in two years the district "will have consumed all reserves and will be forced to borrow .5 million from an external source to remain solvent."The district said placing Blake on leave was not as a disciplinary action but "as a precautionary measure to protect all parties." In a corrected statement, the Palomar Community College District Board of Trustees said Assistant Superintendent and Palomar Vice President Jack Kahnh has assumed administrative responsibility of the district. SAN DIEGO (KGTV) - NASA's Mars-bound rocket launch from Southern California could leave San Diego gazers disappointed.Saturday's launch window could be blanketed behind a thick layer of morning fog, according to meteorologists. Vandenberg Air Force Base is forecasted to see partly cloudy skies through the morning hours.The fog, however, may not be enough to scrap the launch. InSight's launch director Tim Dunn said during a briefing Thursday that, "We got 'go's' from all aspects, all organizations that have a vested interest in launching InSight," Space.com reported. RELATED: Mars-bound NASA launch will be seen from San DiegoThe launch is currently scheduled for Vandenberg between 4:05 a.m. and 6:05 a.m. NASA has given a six-month time window to set InSight for Mars.Regardless of fog, officials have given the all-clear for NASA's first interplanetary launch on the west coast.But that shouldn't deter San Diegans from trying to catch a glimpse — even if just a blurry bright light in the distance. SAN DIEGO (KGTV) — Parents and students are concerned after someone found a bullet in a Point Loma High School restroom. The incident was reported on Monday and while students say there was a lack of communication from school staff, word traveled fast on campus. The school says police are now investigating. "We never heard anything over the intercom or anything," says senior Javan Hedrick. "In my 4th period class, it came up out of nowhere. Everyone was talking about some bullet found in the boys bathroom." Around noon, parents received an email sent from the school's principal, that says in part: "At Point Loma, our first priority is to provide a safe and secure learning environment for our students. As such, I wanted to make you aware of an incident that occurred this morning. School Police investigated a report of a bullet found on the floor of the boys restroom. After an investigation, it was determined there was no threat."Some parents pulled their kids out of class and aren't sure when they'll send them back. "I walked into the office, it was a crazy amount of kids trying to go home," says Hedrick. Students say they would have felt a little better if school staff talked to them about the incident.
