SAN DIEGO (KGTV) -- Home sales in San Diego are starting to see a dramatic decrease, according to a new report by CoreLogic.Year-to-year, home sales fell nearly 18 percent from September of 2017 to September of 2018. From August to September of this year, home sales fell nearly 22 percent. Since 1988, the average change in sales between August and September is only 9.8 percent.“The nearly 18 percent year-over-year drop in Southern California home sales this September was the largest for any month in almost eight years,” said Andrew LePage, a CoreLogic analyst.Also in September, sales of newly-built homes in Southern California were 46.6 percent below the September average since 1988.The drop in home sales is due to higher prices and rising mortgage rates, according to CoreLogic. Those factors are pricing out some would-be buyers and prompting others to wait and see what happens with the housing market.The median home price in San Diego County in September of 2018 was 5,000, up nearly eight percent from the same time last year, however, the median price fell by 1.4 percent from August to September of 2018.“Price growth is moderating amid slower sales and more listings in many markets,” LePage said. “This is welcome news for potential homebuyers, but many still face a daunting hurdle – the monthly mortgage payment, which has been pushed up sharply by rising mortgage rates.” 1405
SAN DIEGO (KGTV) — Democrats have secured control of two of the most powerful agencies in our region - the city and the county.San Diego will soon have a democratic mayor and an 8 to 1 advantage on the City Council. Couple that with Democrats flipping the County Board of Supervisors after years of Republican control, and it appears a whole new philosophy is on the way."I've been waiting 20 years,” said Nicole Capretz, who heads the Climate Action Campaign. “This is, I mean, decades in the making.”Climate Action Campaign has fought the Republican-controlled Board of Supervisors for years over how it handles the environment, prevailing in court over the county's climate plan.“They've twice had to rescind their climate plan publicly, which is unprecedented,” Capretz said.Capretz said she expects things to change in January, when the board will flip to a 3-2 Democrat advantage. That is expected to shift how the county addresses key issues like the environment, public health, and housing - in other words, no more sprawling back country developments that many times wind up challenged in a public vote.“We have wasted so much energy and so much time debating things that were not legally valid and should not have been done,” said County Supervisor Nathan Fletcher.Meanwhile, over at City hall, the Democrats will expand their veto proof advantage on the city council from 6-3 to 8-1. Republican Chris Cate is now the lone member of the G.O.P. on the council. “I think there needs to be a better job of communicating what we're about here locally as San Diegans, and getting our message out about what we feel is the best role of government in providing services to residents,” Cate said.The city has more than twice as many registered Democrats as Republicans, according to the registrar.San Diego’s new mayor and city council will be sworn in this December.The new board of supervisors will take over in January. 1932
SAN DIEGO (KGTV) - Environmental groups are increasing pressure on members of Congress to support the Green New Deal.On Friday, about two dozen demonstrators rallied outside Democratic Congressman Scott Peters' office in the UTC area to get him to sign on. "We're intent on pushing forward with what seems to be the strongest commitment to making important action on climate change by our government," said Karl Aldinger, a Fallbrook resident and member of the a group called Sunrise Movement.Congresswoman Alexandria Ocasio-Cortez introduced the deal in February. It lays out a series of goals, including getting the U.S. to 100 percent renewable energy by 2030. It also touches on issues surrounding education and wages. Peters, who represents the 52nd District, is the only San Diego County democrat not to sign onto the deal. He said he prefers a more direct approach through specific actions that can get bipartisan approval. Peters pointed to a series of bills that just passed out of committee."We don't want to scare away people from solutions," Peters said. "This is a problem we only have 10 or 12 years to solve. It can't be done just by Democrats, it can't be done just by liberals. It has to be done by everybody."Political analyst John Dadian says more moederate approaches could play a hand in the 2020 election."This dovetails into why we're seeing, in the last 10 years, what's increased every cycle, the rise of the independent, because the independents are saying I don't want to be Republican or Democrat, I don't always agree, I want to make my own decisions," he said. Dadian said what happens now could very well be remembered in 2020. So far, Democratic representatives Susan Davis, Juan Vargas and Mike Levin are supporting the deal. SAN DIEGO (KGTV) - Each day that the courts in San Diego are closed, an already daunting case load grows.The closure leaves San Diegans wondering if, and when, they’ll get justice.According to the San Diego Superior Court, “On Tuesday, May 26, the Court will resume many services, though most will be provided remotely. With the community spread of COVID-19 still a concern, in-person services at the courthouses will continue to be limited to urgent needs.” The court said it’s in the process of sending out rescheduling notices to the parties involved in more than 87,000 hearings.To help cut down the backlog in the civil arena, a group of attorneys is working together to ensure San Diegans have an opportunity to have their case either mediated or have their dispute handled. It’s called RESOLVE Law San Diego.“Without some mechanism to try and deal with these cases, like a settlement conference or mediation, there's really no way for a person who's involved in a lawsuit to have their things resolved,” said attorney Benjamin Bunn.“We have in San Diego over a dozen calendar departments, each of those departments has over 1,000 cases assigned to it, and every Friday each of those independent calendar departments have law and motion hearings that involved at least a dozen and usually two dozen or more cases,” explained attorney William Low. “All of those hearings have been put on hold for the last eight weeks. Nothing has been happening to resolve those cases. RESOLVE Law San Diego is specifically targeted to help those litigants resolve those matters sooner rather than later.”RESOLVE Law San Diego will give people involved in civil cases the opportunity to connect with a retired judge or a qualified local attorney who will agree to hear matters free of charge.“If you go to court right now you might not get a hearing date until November, but if you want to use RESOLVE Law, you’re going to have a hearing within the next two weeks,” said attorney Amy Martell.According to the group, it’s not a court-sponsored program; it is both voluntary and by stipulation of the parties only. The program will only last for a set amount of time and is designed to streamline the law and motion and mediation process so that cases can move forward while the court reopens and manages its caseload.So far more than 175 people have signed up to volunteer their time."By the program that we have set up, we have very good lawyers and retired judges volunteering their free time over the next 120 days to help resolve issues and to help get the court system moving again,” said attorney David Casey.The attorneys involved said hearings will be handled over the phone or through teleconferencing, a safe and easy way to communicate during COVID-19.The program aims to give people a little certainty in times that are anything but that."It will help them get justice quicker, sooner, with less frustrations,” said attorney Heather Rosing.According to the RESOLVE Law website, this type of venture is the first of its kind in the state designed to provide civil litigants an alternative and free venue for dispute resolution during this crisis.In a statement to 10News, San Diego Superior Court Presiding Judge Lorna Alksne wrote, “This effort is a great example of San Diego’s lawyers and retired judges coming together to help the community obtain resolutions of their disputes and to help reduce the backlog of cases due to the pandemic.” 3450
SAN DIEGO (KGTV) -- He's known as "The Master of Disaster."Dr. Randall Bell is a real estate damage economist with Landmark Research Group."I basically focus on properties that have been damaged. It can be environmental damage, geotechnical, landslide, and of course, crime scenes come up all the time, and that creates a lot of interest," said Bell.Bell has studied several of San Diego's infamous homes. The former Fallbrook home of Summer and Joseph McStay is one of them."The McStay property is really a mess because sadly, four people died, and anytime children are involved in a crime, that really turns up the dial when it comes to the residual stigma on the property," said Bell.Last January, a jury sentenced Chase Merritt to the death penalty for killing the family with a sledgehammer and then burying their bodies in a shallow grave in the desert.The family disappeared in 2010; more than three years later, their bodies were found.Merritt and Joseph McStay had been business associates.The Spreckels Mansion in Coronado is another infamous home in San Diego County.Coronado-based real estate agent Scott Aurich first sold the historic property to Jonah Shacknai in 2007."You know that history was so documented, both with newspaper and with media, all kinds of stories going on like that, everybody pretty much knew what happened, but we shared it," said Aurich.What happened inside the home is still a mystery to many, including Aurich."I probably was as close to this as anybody in terms of knowing the players, and I still couldn't tell you what happened," said Aurich.In 2011, Jonah Shacknai's six-year-old son Max fell from the second story banister. At the time, Shacknai's girlfriend, Rebecca Zahau, was caring for Max. A few days later, the child died from his injuries, and Zahau was found bound, gagged, and naked hanging from a second-story balcony.Although Max's death was ruled an accident and Zahau's a suicide, Zahau’s family has always maintained that she was murdered. Adam Shacknai, Jonah's brother, was found liable for her death in a civil suit.Aurich sold the home last March for million, roughly 35% lower than the market value."The house itself is more a piece of Coronado's rich history in the architecture of the house," said Aurich.Farther north in Escondido, there was another notorious home. The so-called bomb factory generated national headlines just weeks before Christmas in 2010."The guy who had the bombs, he was a renter. So, the landlord is the one kind of stuck with the problem," said Bell.Investigators say the rental home of George Jakubec was home to the most massive cache of homemade explosives in a single spot in the United States. The property was so dangerous that the sheriff's department ultimately decided to do a remote-controlled burn of the house.Today, it's a concrete slab with no trespassing signs. It's unclear what the owner plans to do with it. Jakubec is serving a 30-year prison sentence."What people don't realize is that stigma goes to the site, so even though the house is gone, there can still be a stigma there even though that was 10 years ago, it can linger," said Bell.It's been nearly 30 years since a La Jolla socialite named Betty Broderick killed her ex-husband and his new wife as they slept. The Marston Hills home has been the focus of a book and movie.Bell has tracked multiple sales of the house since the murders. He said it has struggled to keep up with market value."Crime scene stigma is interesting, you can have anything from no impact and rare situations, but it does happen, to 100% impact, I've seen cases where there's a premium paid, that's very unusual, typically, you see a 10 to 25 % loss of value," said Bell.There is one property that stands out the most to the international appraiser."I'm often asked which is the most bizarre case, and I think it comes back to Heaven’s Gate," said Bell.A Rancho Santa Fe Mansion was the scene of the Heaven's Gate cult and the largest mass suicide on U.S. soil. Thirty-nine members of the cult drank a lethal cocktail for three days back in 1997.In the end, neighbors pitched in to buy the home and tear it down. Even the street was renamed."What I saw in the house was disturbing. The house was demolished, I've never seen a more thorough job done in terms of demolishing everything, the tennis courts, the swimming pool, the fences, the lawn, absolutely 100% of everything, the site has been rebuilt on, but, as I say, the stigma goes to the site, so there could still be lingering issues," said Bell. 4559
