SAN DIEGO (KGTV) - A local businessman is now accused in a child porn case, several years after he managed to get off the sex offender registry.Along Tokalon Street in Bay Park, there is a sense of disbelief. A neighbor of some 7 years - Joseph Welsh - arrested in Fontana over the weekend.Police say parents confronted him and took his phone after he took photos of girls in bathing suits at a birthday party.Search warrants executed at his home and his business - a Segway rental outlet on Mission Boulevard - netted several electronic devices containing child porn, according to investigators.The neighbors' sense of shock was magnified because of what they didn't know about his past: a conviction in the 1990s in San Bernardino county for possessing child porn, and annoyance of a child.Police say in 2014, the courts deemed him not a danger to the public and removed him from the registry.It's a maneuver many can't understand.An acquaintance of Welsh, 47, told 10News those who worked near him became "creeped out" because he was always photographing surf schools and flying drones on the beach.In one instance, concerns led to an acquaintance to warn a teenager who knew Welsh to stay away from him.To search the California Megan's Law website for registry results, click here. 1308

SAN DIEGO (KGTV) - A San Carlos family is hoping surveillance video will help track down the man recorded making himself comfortable in their home.Along Wallsey Drive, the Meduna family got a heart-sinking scare the day before Halloween.Around 8:30 a.m, Megan Meduna and her husband both got a notification that their garage door was open.  Inside the home, a camera was recording an intruder. Meduna says the man had pried open a window screen in the front and forced open a window.  A sound heard in the video is the burglar opening the door to the garage, before he's seen shutting the window he just climbed through. As he puts on his gloves, he walks up to the camera and flips it over."It's just creepy, creepy to see someone in my house sneaking around," said Meduna.By the time police arrived, the man was gone. He got away with only a little bit of cash, but the impact was felt across a neighborhood.  Surveillance video showed him casing the area.  Minutes before the break-in, a neighbor reported seeing the man knocking at her door, then pretending to need directions when she answered the door.  At another home, a ripped screen was found near a side window and an out-of-place brick was discovered outside another window.Neighbors are now wondering if the same man could be linked to other burglaries. A few weeks ago and blocks away, 10News reported on a break-in with a similar MO that left a newlywed couple missing wedding gifts and family heirlooms.  A month ago, there was a another burglary at Meduna's home, in which electronics and jewelry were taken."Feel violated and angry. SAN DIEGO (KGTV) - A San Diego family is preparing to uproot their lives and move across the country so their 2-year-old son can get a life-altering liver transplant.After Gavin was born, Kendra and Vince Giacalone waited nearly two years for answers on what was wrong with their son.Eventually, through exome sequencing, they learned Gavin had a rare genetic disorder: GM3 Synthase Deficiency. He's missing an enzyme which helps with brain development.The family read online there was no treatment or medicine for their son but they refused to give up.After connecting with specialists they are now hopeful a liver transplant from Kendra's sister will replace the enzyme Gavin is missing.The family will move to Pittsburg for several months while Gavin gets the transplant.All transplant costs are being covered by the Children's Organ Transplant Association (COTA).The family is trying to raise ,000 for COTA in Gavin's name - 100 percent of donations will go to Gavin.You can also follow Gavin's Rare Journey on Facebook.  1041

  

SAN DIEGO (KGTV) - A Point Loma grandmother put up Christmas lights to spread cheer during California's stay-home order. It started when Johnene Smith saw Italians singing in solidarity amid a lock down due to the Coronavirus pandemic. She then heard about people putting up Christmas lights to brighten neighbors spirits and something clicked."I'm like I can do that! I don't have to leave my house and people can walk by and see the heart and [spread] just a little joy," Smith said.So she put up a glowing heart in her living room window. "I went and found a piece of cardboard, made a heart and poked little holes and put the lights in it, so they could see my heart is out there for everyone." Smith hoped it would bring some much needed joy during the stay-at-home order which is keeping her from her seven grandchildren. "The youngest is going to be a year old in two weeks and we're not going to be able to go to her birthday party," She said sadly.She took this time to focus instead on what she can control, which is her happiness. Particularly, that means reminiscing about Christmastime, "it was really the last time we had joy before everything started was at Christmastime so why not bring back a little joy in a time where we can't control it."Her display went up Friday sparking her neighbors to light up their own homes.Neighbor Jojo Peters was thrilled at the idea. "When Johnene says let's do lights, I said okay! And I went and dug them out as fast as I could and threw them up!"Both want to spread love and calm.'I just want them to see the hope that's there, and that we're all there for each other,' she said.Smith hopes more San Diegans join in spreading cheer in this time of uncertainty. 1721

  

SAN DIEGO (KGTV) -- A man was arrested Tuesday night following a chase that injured one woman.According to San Diego Police, officers noticed that the man’s headlights were out and tried to pull him over near Nimitz Boulevard and Rosecrans Street around 8:22 p.m.The man then reportedly took off, striking two cars along the way. The pursuit then led officers onto Interstate 5 where the suspect struck the back of an SUV, injuring a woman inside.Officers were able to take the man into custody after he tried to cross I-5 and run down a steep embankment.The severity of the woman’s injuries are unclear. 612
