SAN DIEGO (KGTV) — A 42-year-old man was arrested and charged with sexually assaulting a woman in her Talmadge apartment before stealing her car.Friday, San Diego Police arrested Leonard Derrick was arrested and charged with burglary and sexual assault.On March 22, the victim ran to a neighbor's home and reported she had been sexually assaulted. SAN DIEGO (CNS) - Voters will decide whether a controversial North County housing development goes forward, the Board of Supervisors decided Tuesday.After a public hearing, the board voted 4-0 -- Ron Roberts was absent -- to place the Newland Sierra project on the March 3, 2020, ballot. The board's action came two months after a Sept. 26 vote amending several provisions in the county general plan that allowed for Newland Communities to build in the Miriam Mountains area, directly west of Interstate 15 and near the cities of Escondido, San Marcos and Vista. The proposed development is in an area noted for wildlife and a tranquil ambience. The development would also feature 81,000 square feet of commercial space, a six-acre school site, 35.87 acres of public and private parks, 19.2 miles of multi- use community trails, an equestrian staging area and 1,209 acres of open space. The project would include numerous eco-friendly features, including solar panels, electric-vehicle charging stations, xeriscaping and gray-water systems, according to the developers. Opponents gathered roughly 117,000 signatures and presented their petition to the county. RELATED: County approves North County housing developmentSupervisor Dianne Jacob -- who was not at the Sept. 26 meeting -- said the public will vote on whether the board made the right decision on Newland Sierra and ``sound off on the general plan and a project in a high-fire zone, with 2,000 homes over what the general plan allows.'' Board Chairwoman Kristin Gaspar said putting the Newland Sierra development on the ballot ``lets voters do their homework.'' She said the signature-gathering campaign was impressive, adding that while out in some locations, ``I could barely get a leg out of my vehicle door before encountering signature gatherers, although some were not as well-informed.'' Rita Brandin, senior vice president and development director of Newland Communities, told the supervisors the company is confident that voters ``will embrace the plan when they hear the truth and many benefits.'' Development opponents earlier in the meeting urged the supervisors to approve a referendum. Tony Eason, who lives in the Deer Springs Oaks mobile home park in San Marcos, said an overwhelming majority of area residents do not want the Newland Sierra project, describing it as yet another attempt to destroy the Merriam Mountains. 2949

SAN DIEGO (KGTV) - A ceremony was held Wednesday to honor San Diego County law enforcement officers who were killed in the line of duty.87 names were read at noon at the memorial wall at the County Administration Building in downtown San Diego.The fallen law enforcement officers named date back to 1850, and they include San Diego police Officer Jonathan “JD” De Guzman, who was killed in the line of duty in 2016.“They did it because they loved it. They did it because they cared, and it’s just so important that those people, the survivors, know that the citizens appreciate what they did,” said Skip Murphy with the San Diego County Law Enforcement Memorial Foundation.The public joined the memorial on the northwest lawn of the County Administration Building and quietly paid respects.The San Diego Police Department is also holding a memorial ceremony Thursday morning. SAN DIEGO (KGTV) -- A 17-year-old boy accused of killing a Carlsbad woman on a popular hiking trail denied the allegations against him during a virtual arraignment Thursday morning.Through his attorney, the teen denied all allegations. He faces charges in connection with the Nov. 23 death of 68-year-old Lisa Thorborg.Thorborg was on a morning walk at Hosp Grove Trail when Carlsbad police investigators said she was attacked and stabbed to death.On Dec. 14, Carlsbad police announced the arrest of a 17-year-old boy in the case. Little information on the teen was released, but police noted the suspect is a Carlsbad resident.Thorborg's death struck a chord with many in the community. In the days following her death, a large group came to honor her by finishing the walk she started.The woman’s death also left many neighbors upset and concerned about their safety while on that trail.During Thursday’s arraignment, the judge also granted the teen's request to two phone calls -- one to his Mom, the other to his grandmother.ABC 10News learned Thorborg’s family was also listening to the hearing through the phone.Another hearing in the case is set for Dec. 22. 1173

SAN DIEGO (KGTV) -- A Coast Guard crewmember was injured after someone pointed a laser at a boat off the San Diego Coast Friday evening.According to the Coast Guard, the incident happened Friday around 6:30 p.m. off the coast of Ocean Beach.The crewmember was taken in for medical care after receiving eye injuries while aboard the Sea Otter, a 78-foot-long patrol boat.San Diego Police checked the nearby pier in Ocean Beach, but were unable to locate any suspects. 474
