SAN DIEGO (KGTV) — Sara Jacobs, winner of the race to replace the retiring Susan Davis in California's 53rd district, is getting ready to begin the transition to Congress."Kind of feels like college. I’ll be going to freshman orientation, picking my office room, staffing my office. Talking with congresswoman Davis, to others about a transition. And then getting ready so that as soon as I get sworn in, I can hit the ground running," Jacobs told ABC 10News.Jacobs says the new Congress' first priority will be helping the nation bounce back from the COVID-19 pandemic. She says she'll insist any new round of stimulus spending will include funding to help small businesses and families, including child care.In her victory speech, Jacobs pointed out that at 31, she'll be one of the youngest members of Congress, and just the third woman to represent the San Diego region. Aeiramique Glass Blake, an activist and friend of Jacobs, says her election is inspiring to young San Diegans. "As young people, we need somebody who understands the dynamic and the perspective that we are coming from," says Glass Blake.Glass Blake says that while she knows Jacobs will work hard to represent all members of her district, she also realizes the importance of serving as a young woman in Congress. SAN DIEGO (KGTV) - Saturday marked the first weekend San Diego County restaurants were under indoor dining restrictions and they've gotten creative to stay afloat during the pandemic.Monday the Governor announced San Diego County joined the state's watch list due to the spike in coronavirus cases.The county announced bars, restaurants, wineries, movie theaters, zoos, museums, and cardrooms will need to shutter indoor operations Monday night at midnight.Saturday on Harbor Island, Coasterra debuted a "pop up" dining experience on their 'float' that normally hosts events.Executive Chef and Partner in the Cohn Restaurant Group, Deborah Scott thought their event space on the water (dubbed The Float) was a perfect place for extra seating. Their sister restaurant Island Prime had to close it's doors, due to the new restrictions.So the Island Prime, moved to an island.On the 'float' they can seat up to 68 people, that's 68 plates that Island Prime can now sell at a time. Scott said they were booked Saturday, their first official night, but are not filling it to capacity.She said they want to make sure things run smoothly."My biggest fear is that everyone is going to come out here and have dinner and go, 'Can you just move Island Prime out here?'" She said chuckling. SAN DIEGO (KGTV) — Stephanie Eppig didn't sleep much last night.She was busy transforming her business model - under a very tight deadline.“I had to redo the entire schedule, try to line up a food partnership, change our hours,” she said.Eppig co-owns Eppig Brewing, with locations in vista and Point Loma.It was getting back up to speed just in time for July, its busiest month .Then, the devastating news Monday - the county - placing strict new limits on bars, breweries and wineries, to stop the increased spread of the coronavirus.The Vista location - back to Curbside pickup only. As for Point Loma, all guests coming will be required to order food, prepared by a food truck on site.“It's really a punch in the gut right now for us and our employees,” Eppig said. “It’s awful because this is our livelihood and this is our employees’ livelihood and we have zero control over our ability to run our business.”To make matters worse, Eppig already exhausted all the money from her federal Paycheck Protection Program loan - which got the brewery through the first shut down.There's no new agreement on a second round of stimulus.Attorney Kelly DuFord Williams, managing partner at Slate Law Group, says businesses can talk to their banks about lending opportunities - but that involves risk.“Either the government in California or if the Federal Government is going to make that decision, they need to fund another round of P.P.P., so that people can keep their jobs, and people's mental health and family life can have some sort of stability,” said DuFord Williams, who represents small businesses and restaurants.County Supervisor Nathan Fletcher said Tuesday that he is hopeful federal officials will continue to provide economic support for impacted businesses and workers.The employees who went back to work and need unemployment once again will have to rectify for the benefits, the state Employment Development Department said. SAN DIEGO (KGTV) - San Diego residents have more access to public parks than other major California cities but parts of the county are falling behind, according to a study by the Equinox Project.78 percent of San Diegans live within a half-mile of a park in city limits, the study showed in an analysis of 2016 data. Overall, the city had almost 35 acres of park land per 1,000 residents.Mayor Faulconer credits proper budgeting as a reason for having so many parks in the city."Our neighborhood parks need to reflect that. SAN DIEGO (KGTV) - Southcrest neighbors banned together to file a lawsuit against the City of San Diego, claiming a city park was not designed to properly drain and therefore floods the neighborhood each time it rains.Last December was the breaking point for neighbors near Southcrest Trails Park, at S. 37th Street and a dirt road behind houses situated on Beta Street. They say feet of water flooded into their homes."This actually becomes a sinkhole, this area," said Greg Montoya, who is leading the charge with his hefty binder full of decades of documentation of the problem. Montoya has pictures of his white pickup truck sunken rims-deep into his yard due to saturation.The lawsuit describes it as "a 66-acre, 1.2-mile corridor in the Southcrest neighborhood of San Diego to construct Highway 252, which would connect Interstate 805 and lnterstates 5 and 15."The project never materialized, Montoya says, because St. Jude, thinking of the school, put up a fight."So then the City of San Diego put dirt berms in to keep people from driving back here, to keep people from throwing trash back here, because it became a dump," Montoya said. The park took shape in 2003, according to the lawsuit.Montoya and other neighbors say there was not enough drainage put in, sending water running down the five-foot berm every time it rains.A storm in December 2018 left many stranded, including Ricky Vasquez, who was trying to pick up his one-year-old son."Other cars were stuck in the middle of the street because the water was so high," said Vasquez.Neighbor Pastor Nicolas Martinez said his home flooded, ultimately costing ,000.Montoya was fed up."San Diego's America's Finest City for some but not for all because I've got documentation for over 30 years for asking for help for this situation that they've created and I'm just ignored," said Montoya.He went to attorney Evan Walker, who said his team found one of the two storm drains at the park "is not connected to any sort of system despite the city's own plans to connect them to the system."Montoya hopes the lawsuit causes the city to step up.10News reached out to the City of San Diego who said they could not comment on ongoing litigation. 2211
