SAN DIEGO (KGTV) — Demonstrators gathered across the county to demonstrate against police violence ahead of several expected protests during the weekend.Events in Carlsbad and Escondido brought demonstrators to street corners and parks with signs and cries for action, in response to police killings of black men sparked after the death of George Floyd in Minneapolis. Similar events were also planned for Oceanside and San Diego.Friday's gatherings mark about a week of daily protests calling for police reform around the county. This week, some of those reforms materialized in moves by local departments to end the use of the carotid restraint technique. City Council President Georgette Gomez also called for leaders to docket a ballot measure to expand police oversight and create an independent police practices commission this month.This weekend, demonstrations planned for San Diego, Chula Vista, Santee, and Encinitas are expected to continue calls for reform and show solidarity with the Black Lives Matter movement. 1034

SAN DIEGO (KGTV) - Homeowners in Mission Hills say someone is back to shining a laser pointer into their homes after a several week hiatusNew video from over the weekend a shows someone pointing a laser into a family’s living room.The laser pointer appears to be coming from the same place as it was back in January when 10News first did the story.Daniel Wang lives in Mission Hills and says his living room turned a blueish green on Friday. “The kids were here so luckily they didn’t look directly at the beam,” said Wang, “that’s the only thing to worry about.”Neighbors have filed a police report, but not much progress has been made because the source of the laser appears to be from a common space in an apartment complex.Doctors say lasers can cause blindness and in some cases induce seizures for those who have epilepsy.Shining a laser into another person’s eyes in California is a misdemeanor with a penalty of up to 30 days in jail. 955

SAN DIEGO (KGTV) - Homeowners in Chula Vista's Eastlake III Community Association are fighting back against proposed parking updates for the HOA. If passed neighbors would be required to park their cars in the garage before parking in their driveway or on the street.The Board of Directors distributed proposed updates to the Community Association Handbook for a homeowner review and comment; and will vote on Tuesday, August 20.Among the proposed changes:Street parking is permitted only after all garage spaces, and driveway spaces, are utilized to its maximum designed capacityThe Association's management company is permitted to perform a garage inspection of a residence to ensure compliance with the Association's governing documentsHomeowner Jose Esquer believes an inspection would be an invasion of people's property."They seem to want the right to inspect your garage, and that's private property. What I have in my garage shouldn't be anybody's business, but whoever is inside my house. I have a problem with them trying to police what we do once inside our house," said Esquer. Becky Niemiec already parks her car in the garage but still believes the changes would be an overstep. "We don't have attics, we don't have basements, we have no storage, people should be able to use their garage however they want to," said Niemiec.Niemiec says the issue has drawn a lot of debate on Nextdoor. She says while some argue the changes could help beautify the neighborhood, she believes that group is in the minority. SAN DIEGO (KGTV) - Dog owners who live in Normal Heights are worried about the future of the off-leash dog park at Ward Canyon.Earlier this month, signs appeared saying the large-dog area would be closed through the end of March 2020. People who use the park say it's because a few neighbors complained about the noise to the local Advisory Committee.Because the large-dog area is closed, all sizes of dogs have been sharing the small-dog area next to it."It's really crowded," says dog owner Christina Ardon. "When people get off work, everyone's over here. It's a little bit of a madhouse.""It's intimidating to smaller dogs," says Jason Douglas-Hiley. "They won't come into the park because they're afraid of the large dogs harassing the smaller dogs."Meanwhile, the City of San Diego has plans to renovate the entire park. Renderings show the area where the large-dog park currently sits would be turned into a community garden. The small-dog park would be expanded.But, City Councilmember Chris Ward's office says there is no funding for that project, and no timetable for when it could be added to the budget.People who use the park say they're afraid it will disappear while the project sits in limbo."To have to wait 2-5 years for them to construct a new park is a lifetime for a dog," says Douglas-Hiley.Park supporters have started a petition, asking the city to safeguard the small-dog area and also fence off a different portion of Ward Canyon for large dogs to use. SAN DIEGO (KGTV) - Family grieved the loss of a father, mother and daughter after a raging fire at their Logan Heights home in October.Thursday evening Aunt Rosa Cortes explained how the two surviving children, Wendy, 23, and Angel, 16, were faring. She described areas of Wendy's back and shoulder healing from the burns, saying her skin is getting it's color back.She said her niece and nephew are having a hard time sleeping, saying in Spanish, "every noise, every sound scares them."The fire ignited October 13th, around 4:30 a.m.. Neighbors woke up to screams. Ultimately the father, Jose Antonio Romero Mayo, 44, Daughter Iris, 21, and mother, Nicolasa Mayo-Cortes, 46, died from their injuries.Aunt Rosa said Jose was her favorite brother. She called him her protector.Now she's protecting his two surviving children, saying they can continue staying with her as long as they need.Thursday the family reunited inside Faith on 54th in Oak Park.Cortes said the caskets remained closed and she didn't want to remember them the way they died.Her nephew, Wilber Romero, 26, was arrested on Arson and Homicide charges.She said Wendy and Angel haven't been told about their brother's possible involvement, instead waiting for them to heal before asking questions.Cortes said they need help, psychologically and monetarily to move forward. The family has set up a GoFundMe page.Friday a funeral will be held for the victims in National City. 1449
