SAN DIEGO (KGTV) — City leaders say they're making strides in overhauling its water department after a disastrous 2018. In a presentation to the Audit Committee Wednesday, city public utilities managers said they had implemented about a dozen reforms after a series of missteps last year. In 2018, thousands of San Diegans received erroneous water bills, which an audit largely blamed on human error. A later audit found that some meter box and lid replacement workers were fudging time cards amid a 22,000 unit backlog. Perkins said the Public Utilities Department has implemented new, efficient work strategies. These include getting workers out to the field faster, overhauling how customer service representatives interact with residents, and using software to pick routes that make sense. Previously, for example, workers could be sent to do water meter work in Rancho Bernardo only to be sent to San Ysidro. SAN DIEGO (KGTV) — A driver heading the wrong-way on Interstate 805 died following a fiery crash with another vehicle Saturday.A Mitsubishi Lancer traveling the wrong-way on southbound I-805 near the I-8 connector collided with a Toyota SUV just before 3 a.m., according to California Highway Patrol. The collision sparked a fire, engulfing both vehicles, CHP said.Both drivers were transported to a nearby hospital with life-threatening injuries, according to California Highway Patrol. The wrong-way driver later died. Another vehicle received minor damages in the wreck. That driver received minor injuries.CHP was still investigating where the wrong-way driver entered the freeway. SAN DIEGO (CNS) - The U.S. Department of Defense announced Wednesday its phased plan to distribute and administer the COVID-19 vaccine from the Naval Medical Center in San Diego and the Naval Hospital in Camp Pendleton.The DOD is working with the Department of Health and Human Services and the U.S. Centers for Disease Control and Prevention on the distribution of COVID-19 vaccines.As one of the 64 jurisdictions to which the United States government has allocated vaccines, the DOD plans to administer its initial allocation of 43,875 doses of the COVID-19 vaccine to populations of uniformed service members -- both actives and reserves. That includes members of the National Guard, dependents, retirees, civilian employees and select contract personnel.The department is prioritizing DOD personnel to receive the vaccine based on CDC guidance, first focusing on those providing direct medical care, maintaining essential national security and installation functions, deploying forces, and those beneficiaries at the highest risk for developing severe illness from COVID-19 before other members of the DOD population.Distribution will be conducted in phases. Due to limited availability of initial vaccine doses, the first phase will distribute and administer vaccines at select locations.Initial distribution sites -- including the two local sites -- were selected by the DOD's COVID Task Force based on recommendations from the military services and U.S. Coast Guard, to best support several criteria:-- Anticipated supply chain requirements, such as cold and bulk storage facilities-- Local population of at least 1,000 priority personnel across the military services-- Sufficient medical personnel to administer vaccines and actively monitor vaccine recipientsThe distribution of the allocated COVID-19 vaccines will begin once the Federal Drug Administration authorizes the COVID-19 vaccine for emergency use and in accordance with Operation Warp Speed guidance.Other distribution sites in the continental United States include Fort Hood, Texas, Joint Base Lewis McChord, Washington, Fort Bragg, North Carolina, and Walter Reed National Military Medical Center in Bethesda, Maryland. 2200

  

SAN DIEGO (KGTV) -- A father is speaking out after being stuck on a SeaWorld ride for several hours in the cold Monday night. In video from the incident, 15-year-old Jordan Sherr can be heard shivering in the cold as temperatures plummeted into the low 40s. Jordan and his dad Jonathan were in a gondola on the Bayside Skyride when, two minutes into the ride, a huge gust of wind blew into the bay. “40-50 miles per-hour, blowing us around, looked up and saw the cables going spastic. Wondering what was going when it snapped shut, shaking us at a 45-degree angle back and forth,” said Jonathan Sherr. We said a few prayer, told each other we loved each other, then we decided to come up with a game plan, assessed height of water and decided it was a no go,” Sherr said. Their fears weren’t realized and, eventually, the gondola stabilized and they began to record cellphone video. “We're like a hundred feet up, over shallow water yea,” Sherr said. Over the next five hours, Sherr says they heard messages from staff at SeaWorld over a loudspeaker before firefighters came to the rescue. SAN DIEGO (KGTV) -- A boy who went missing from Pacific Beach Wednesday night has been found safe, San Diego Police say. The department tweeted just before 6 p.m. that 10-year-old Richard had been found safe. "Update: He has been safely reunited with his parents," the department said. According to police, the boy went missing from the area of Cass Street and Missouri Street. Police sent out the tweet around 4 p.m. 425
