Americans may find themselves missing an agency they usually love to hate if the government shutdown persists: the Internal Revenue Service.A protracted fight between President Donald Trump and Democratic congressional leaders to fund the government could delay payouts of tax refunds to millions of Americans who are owed money.The country's tax collector is among the federal agencies affected by the government shutdown, now in its second week.The IRS is currently working under non-filing season shutdown plans and will be updating it ahead of the upcoming tax season as soon as Friday, according to a person familiar with the matter.The possibility of a lengthy stalemate could complicate this year's tax season, the first under the new law passed by Congress in 2017.During a shutdown, the IRS typically doesn't perform audits, pay refunds or offer assistance to taxpayers if they have questions, especially outside of the filing season. And while some of the lights may still be on in the building, the agency is currently operating with only 12.5% of its workforce, or fewer than 10,000 federal employees."It does throw a little bit of wrench into things," said Kyle Pomerleau, economist at the Tax Foundation. "To the extent that individuals are relying on the refund any delay is going to be a negative."Tax filing season usually begins in mid-January, and if the shutdown is resolved by then it may have little lasting impact on taxpayers. The IRS has yet to announce when individuals and businesses can begin submitting their income tax returns.But any gap in individuals not receiving money they're owed will only intensify pressure on Trump and lawmakers to strike a deal quickly.Many consider it a major financial windfall that they use to help cover costly expenses or boost their yearly savings. Those who need the refunds the most are also usually among the first to file during the January to April tax season.The political impasse comes at a time when there was already going to be additional complexity as individuals and corporations wrestle for the first time with new tax law changes."This filing season was always going to be challenging," said Pomerleau. "The IRS was still figuring that out. Individuals were still figuring that out even with the full funding."The agency received two years of funding to implement the new tax law, so some of those activities including devising worksheets and tax forms along with instructions and publications have continued.But businesses can't call the agency for advice on changes, said Alice Jacobsohn at the American Payroll Association. That includes questions about how the new tax law may have changed things for this year's W-2 forms, which they must send out by the end of January.For now, individuals who call the IRS with questions are greeted with an automated message: "Welcome to the IRS. Live telephone assistance is not available at this time. Normal operations will resume as soon as possible." 2986

A mechanic for American Airlines was arrested Thursday and accused of trying to sabotage a commercial airliner shortly before it was set to take off from Miami International Airport for the Bahamas with 150 people on board.Abdul-Majeed Marouf Ahmed Alani has been charged with "willfully damaging, destroying, disabling, or wrecking an aircraft, and attempting to do so," according to a criminal complaint filed in federal court.Alani allegedly tried to damage or disable the aircraft's air data module (ADM) system, which reports aircraft speed, pitch and other critical data, on July 17.On Thursday, investigators interviewed Alani and he "admitted that he accessed the ADM" and that he "inserted a piece of foam into the ADM's inlet where the line connects and that he applied super glue to the foam so as to prevent the foam from coming off," the complaint says."Alani stated that his intention was not to cause harm to the aircraft or its passengers," investigators say in the complaint.The court documents say Alani told investigators that he was upset over a contract dispute between union workers and the airlines, and the dispute had cost him money.Alani allegedly explained that he tampered with the aircraft so he could get overtime working on the plane.As the plane went down the runway and pilots increased power to the engines, there was an error related to the ADM system and the takeoff was aborted.The aircraft returned to the concourse and no one on board was injured, the complaint says.American Airlines mechanics immediately inspected the aircraft and "discovered a loosely connected pitot tube, which connects directly to the ADM" and determined "the ADM appeared to have been deliberately obstructed with what appeared to be a dark Styrofoam-type material," according to the complaint.Authorities used surveillance video to identify Alani, the document says.American Airlines, in a statement to CNN, said, "At American we have an unwavering commitment to the safety and security of our customers and team members and we are taking this matter very seriously. At the time of the incident, the aircraft was taken out of service, maintenance was performed and after a inspection to ensure it was safe the aircraft was returned to service. American immediately notified federal law enforcement who took over the investigation with our full cooperation."CNN reached out to Alani without success Thursday and is attempting to determine whether he has an attorney.He is scheduled to make an initial appearance in Miami on Friday, said Marlene Ferandez-Karavetsos, a spokeswoman for the US Attorney's office in the Southern District of Florida. 2671

  

ALBANY, N.Y. — New York Gov. Andrew Cuomo is ordering all workers in non-essential businesses in the state to stay home to help combat the spread of COVID-19, the illness caused by the new coronavirus. The mandate will exclude pharmacies, grocery stores and other essential industries, according to Cuomo.The governor also announced that he's banning gatherings statewide. Non-essential gatherings of individuals of any size or for any reason are canceled or postponed. "First rule, only essential businesses will be functioning. People can work at home, but only essential businesses can have workers commuting to the job or on the job. Second rule, remain indoors to the greatest extent to protect physical and mental health," Cuomo said during a press conference.Cuomo said the state will implement a 90-day moratorium on evictions for residential and commercial tenants. "We will do all we can to help those financially suffering because of the #COVID19 pandemic," he tweeted.The governor also announced "Matilda's Law" that is designed to protect New Yorkers who are 70 years old or up and those with compromised immune systems. Cuomo will sign an executive order over the mandates on Friday. The moves come as Cuomo announced nearly 3,000 new COVID-19 cases overnight, bringing the state's total cases to 7,102 as of Friday.
