SAN DIEGO (KGTV) - A North Park woman is wondering what went wrong after she quickly paid off a fine for a parking ticket, and then got hit with a big late fee.On the second Tuesday in November, Stacy parked her car on Meade Avenue near her home in the morning. When she got off work later that day, she found something unexpected on her windshield."I didn't read the sign correctly. Parked in a spot that said 'No Parking' and got a ticket," said Stacy, who asked 10news not to use her last name.For parking in a street sweeping zone, she received a ticket for .50."Wrote the check the next day and sent it in the mail the following day," said Stacy.Stacy says she included the ticket in her payment and put the citation number on the check."At that point, I thought everything was fine," said Stacy.A few weeks later, she got a notice from the city saying the citation hasn't been paid, and she had a few weeks to pay it. Stacy wrote another check for .50 and sent it in the mail. She stopped payment on her initial check. Fast forward to late December, when she got another notice. Her payment had been received, but she now owed a late fee of ."How I felt was frustration. I felt a lot of frustration, because I felt like I had done what I was supposed to do," said Stacy.Stacy ended up paying the late fee online. She's not alone. After posting details of her ordeal on the Nextdoor app, another driver responded with a similar story. He reported that his check wasn't processed until after the late deadline."My concern is other people aren't able to afford late fee," said Stacy.Stacy won't be mailing any more checks when dealing with the city. "If checks aren't the way to do things, and they can't get to the volume ... we just need to know about it," said Stacy.Stacy says her initial payment didn't get lost in the mail, because the city tried to cash it - weeks after the late deadline.A city spokesperson released the following statement:"Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments. Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. The Office of the City Treasurer generally advises customers to use the online option as the payments are posted in real-time ... (Stacy) put a stop payment on her original check payment. When stop payments are initiated on checks, it triggers an automatic process that rolls back the original payment. When this occurs, the bank will assess a stop payment fee that is added to the balance due. Late fees were automatically assessed. Her original payment was timely. SAN DIEGO (KGTV) -- A neighbor says San Diego Police were called to the home of Trevor Heitmann the morning of the deadly freeway crash.According to the CHP, the 18-year-old was in his McLaren sports car when he drove south in the northbound lanes of the 805 freeway near Sorrento Valley Thursday just before 5 p.m. He collided head on with an SUV. Both cars burst into flames.Aileen Pizarro and her 12-year-old daughter Aryana were killed instantly.Heitmann also died. A neighbor, who doesn't want to be identified, says she's known the family roughly 15 years, "he was a normal kid, we went to elementary school with him and everything was totally normal."RELATED: 'The Rock' sends message to grieving SD family"He went off to La Jolla Country Day from then on I mainly saw him playing basketball with a couple of guys in the street, " she said.She said once Heitmann, who was known on Twitter as "McSkillet," started getting into on line video games, he stopped playing basketball outside.The neighbor said she saw police at the family's Carmel Valley home Thursday morning just hours before the fatal crash."There were probably three police cars, I would guess five officers and they were talking to his mother out in the driveway," she said.RELATED: Statement from driver's family in fatal crashShe also noticed an SUV blocking the family's driveway. Heitmann's McLaren sportscar was in the garage and the door was open."Now it makes sense. These people were obviously very concerned to the degree that they called the police, especially in the face, they are very private people," she said.Clinical Psychologist Michelle Marie Carcel said forcing a kid who is over 18 to get psychiatric help can be complicated. She said parents need to be clear when calling 911 that they think their child is a danger to themselves or others."The most important thing is to really stress that in the call. I am concerned that my child is going to hurt themselves or hurt someone else, that kind of urgency really triggers that response from the officers," said Carcel.We don't know the circumstances of the call that day or if officers had contact with the 18-year-old. 4059

SAN DIEGO (KGTV) — A Rancho Bernardo hotel hit hard by the loss of midweek conventions is taking new steps to fill vacant rooms."We were doing pretty good and then Labor Day came and we fell off a cliff again," said Jeff Livingston, who directs sales at the Rancho Bernardo Inn. Livingston says the number of employees has gone from the hundreds into the dozens, as the business conventions the inn depends on have all but dried up. Now, the Rancho Bernardo Inn deems success at 35% occupancy, a number that a year earlier was upwards of 90%. "During the week we're literally sometimes in single digits," Livingston said. "There are times where there are more staff than there are guests." The Rancho Bernardo Inn has plenty of company. San Diego's tourism industry has lost 52,000 jobs in the last year, a nearly 26% drop, according to data released Friday by the Employment Development Department. The region's unemployment rate was 9% in September, with jobs down 117,000 over the year. Lynn Reaser, chief economist at Point Loma Nazarene University, said hotels are seeing a few more visitors because of road trips, but that business will be limited until a vaccine arrives.Meanwhile, the Rancho Bernardo Inn has dropped its rates on Sunday nights through Thursday, in some instances offering two nights for the price of one. But that's not all it's doing. Livingston said he and other workers are knocking on doors, visiting businesses, and doing all they can to spread the word about the discounts. SAN DIEGO (KGTV) - A homeowner in Clairemont hopes surveillance video is the key to tracking down the intruder who climbed straight through his window, before making off with some family heirlooms.Just off Balboa Avenue around 1:30 p.m. Monday, a man is seen ringing the doorbell at the home of Jeff Howell. After minutes of ringing and knocking, the man is recorded heading for the backyard, where he peers into the patio door and grabs a chair. He then pries open a locked window, steps onto the chair and into the home.MAP: Track crime happening in your neighborhood"Just a sense of violation," said Howell.The man is then seen on the phone, possibly with a lookout."You can hear him discussing 'it's safe now' or 'somebody just went by,'" said Howell.Moments later, the man heads straight for the bedroom closet, dragging out a small safe, before carrying it out the front door.By the time Howell saw his text alert, the intruder was gone. The man was in the home for about 15 minutes. Inside the safe: authentication documents for artwork and family heirlooms belonging to his 11-year-old son, including a silver spoon given to him at birth and something from his rodeo-competing great-grandfather, who has passed."He had a prize-winning, silver belt buckle.
