SAN DIEGO (KGTV) -- A local group called the San Diego Rapid Response Network is calling on the community to help asylum-seekers being released throughout San Diego County. On Monday, the group held a press conference explaining how they have been helping the migrants as they are released by ICE, awaiting their asylum hearing. The network is made up of several local churches, the local ACLU, and Casa Cornelia. Volunteers say they have been helping migrants by providing shelter, food, and medical services. They say they've also made travel arrangements to help the migrants get to their final destination. Volunteers tell 10News the migrants are released with no resources and sometimes late at night. The group says they felt the need to help after ICE ended their policy of connecting the migrants with a family member or a sponsor before their release. ICE tells 10News they always plan for releases during the daylight hours but say sometimes things can get delayed since it is a multi-agency effort. They told us of only one instance where the group was released after sundown. The rapid response network is hoping the community will help with monetary donations so they can continue providing their services. SAN DIEGO (KGTV) - A plan to improve bike access along Harbor Drive may put pedestrians at risk.As SANDAG works to promote alternative transportation through its "Keep San Diego Moving" initiative, they plan to upgrade the Bayshore Bikeway. That includes a stretch through Barrio Logan that runs along Harbor Drive from 32nd Street to Park Boulevard.Renderings from SANDAG show a two-way bike lane protected from traffic by concrete or plants. But, plans to build the bike lanes also call for the removal of two pedestrian bridges that go over the intersection of Harbor Drive and 32nd Street. SANDAG will replace the bridges with crosswalks.Navy personnel use the bridges as they go to and from Naval Base San Diego every day. Some people who use the bridge daily say they're worried that it will lead to more accidents and dangerous conditions while trying to cross. Others say it could lead to more people jaywalking along Harbor Drive.SANDAG told 10News that safety is their top concern, and the new crosswalks will "enhance the entire intersection, including adding pedestrian pushbuttons, striped crosswalks, median landings, and other safety features."SANDAG also says they're working with the Navy and other city organizations to make sure the crosswalks are as safe as the bridges. A spokesperson for the Navy was unable to provide a comment about the project.Right now, the project is in the environmental review phase. Construction is expected to begin in the summer of 2020 and wrap up by the end of 2021. 1523

Medical professionals at ICE detention facilities medically screen all new ICE detainees within 24 hours of their arrival to ensure that contagious diseases are not spread throughout the facility, and elsewhere. As an additional measure of defense, ICE detainees suspected of exposure or infection of certain diseases are medically 'cohorted,' in line with CDC guidelines and ICE detention standards." 1713

SAN DIEGO (KGTV) - A North Park family is appealing for tips after a former high school football star - and recent college graduate - was injured in a drive-by shooting."They thought it was fireworks at first," said Dawn Kinder.Sisters Denisha Montgomery and Dawn Kinder say two Fridays ago, their brother Devante Kinder, 24, and three friends had spent a day at the beach and were driving up to his driveway near Meade Ave. around 9:40 p.m. Devante was at the wheel of the used Mercedes SUV he had saved up to purchase, when neighbors heard about nine shots ring out, and a car drive away. Devante was shot twice in the face."The only thing he could think of was to save his life, and he drove himself to the hospital," said Montgomery.Soon after, his sisters got the news."Unreal and didn't believe it at first actually. There is no way he could be injured in this way," said Montgomery. One of the bullet entered Devante's neck, shattered his cheekbone and lodged in his sinus cavity. The other one grazed his cheekbone."He's devastated ... asking himself why it was him," said Montgomery. His sisters say Devante does not have any enemies. Devante, a football standout at Mission Bay High School, went on to graduate from San Jose State six months ago. He returned home and recently got hired for engineering position in March."Starting his career, saving money. All he could talk about was buying his own condo," said Montgomery. Those plans have been put on pause by the drive-by shooting. Amid a national dialogue on racial injustice, Devante's sisters say they know many families impacted by violence."It's something that shouldn't be happening. We don't like to think it was the color of his skin. We don't want to," said Montgomery."But the thought is there as well," said Kinder.Devante remains on a feeding tube and faces a long road to recovery. A Gofundme campaign has been set up to help with expenses.Witnesses saw a newer-model black Ford Mustang driving from the scene. Anyone with information is asked to call Crimestoppers at 888-580-8477. 2064
