SALEM, Ore. – Oregon voted to legalize psilocybin mushrooms for therapeutic use on Tuesday.A psilocybin is a hallucinogenic chemical obtained from certain types of fresh and dried mushrooms, according to the Drug Enforcement Administration (DEA).With 81% of votes reported Wednesday morning, 55.8% of the electorate had voted to approve Oregon Measure 109, The Associated Press reports.While some states have decriminalized the so-called “magic mushrooms” or "shrooms," this measure makes Oregon the first state to legalize them.Under the measure, licensed service providers are permitted to administer psilocybin-producing mushroom and fungi products to those 21 years or older. The DEA says it’s often ingested orally, brewed as a tea or added to foods.The measure authorizes the Oregon Health Authority (OHA) to create a program to help these licensed providers to administer the products.The measure was backed by war veterans with PTSD, those with terminal illnesses and others who suffer from anxiety or depression, who claim psilocybin helps.Some opponents say science does not yet indicate that psilocybin is a safe medical treatment. 1150

Gavin Newsom ordered that flags at the state Capitol be flown at half-staff Tuesday in honor of the eight Marines and one Navy sailor who died when an amphibious assault vehicle sank during a training mission last week near San Clemente Island."Jennifer and I were heartbroken to learn of the loss of nine service members in an accident off San Clemente Island," Newsom said in a statement. "It is a painful reminder of the sacrifice of members of our armed forces, who put their lives on the line for us. We stand united in mourning with their families and fellow Marines and sailors."The amphibious troop-transport vehicle was en route to a waiting ship about 80 miles off the coast of Encinitas about 5:45 p.m. last Thursday when it started taking on water for unknown reasons, according to Lt. Gen. Joseph Osterman, commanding general of 1st MEF.Seven members of the Camp Pendleton-based crew survived the accident. Medics took two of them to Scripps Memorial Hospital La Jolla, where both were admitted in critical status. One was upgraded to stable condition as of Sunday night, Marine officials said.The other five rescued Marines received clean bills of health and returned to their units.Lance Cpl. Guillermo S. Perez of New Braunfels, Texas, was pronounced dead at the scene of the accident. SAN DEIGO (KGTV) -- As the migrant caravan makes its way through Mexico, local attorneys and shelters in Tijuana are monitoring their progress, in case the immigrants arrive at the Tijuana and San Diego border.The group Federal Defenders of San Diego worked illegal entry cases during the last caravan in April. Kara Hartzler is one of their attorneys, she says theirs already a daily backlog with immigration cases and this caravan will further overwhelm the system.Hartzler says many immigrants from April's caravan are still in the asylum process.  It's estimated the new caravan is 4,000 to 7,000 immigrants in size, roughly three times bigger than the one in April. In Tijuana, shelters are having meetings to prepare for the possibility of a large arrival. In a series of tweets Monday morning, President Trump called the latest caravan a "national emergency" and threatened to cut off aid to certain Central American countries, adding that he's already alerted Border Patrol and the military.  1038

SAN DIEGO (CNS) - A 41-year-old La Vegas man was killed when he crashed his motorcycle into a concrete guardrail on a freeway connector ramp in La Mesa, authorities said Thursday.The crash happened around 5:55 p.m. Wednesday on the connector ramp from eastbound Interstate 8 to northbound state Route 125, California Highway Patrol Officer Jeff Christy said.A man was riding a Harley-Davidson motorcycle when he allowed the bike to veer to the right and strike a concrete guardrail, Christy said. The impact ejected the rider off of the motorcycle, over the guardrail and onto the traffic lanes of westbound I-8.The rider, whose name was withheld pending family notification, was pronounced dead at the scene, the officer said. 735
