SAN DIEGO (KGTV) — The San Diego Workforce Partnership is accepting applications for its income-sharing agreement, which only requires graduates to pay back the cost if they make at least ,000 a year.San Diegans have about a month to apply online for the program, which offers certificates in User Experience Design, Database Management, or Java Programming through UCSD Extension. She just landed a job at Petco, doubling her pay from her prior positions, such as in retail and administrative work."I mean it hasn't even sunk in yet really, but it's a complete sense of hope at the end that there are things I need to take care of and now I will be able to," she said.Participants get access to education and career services, which is paid for through the fund. Then, once they are done, they begin making payments based on their income for 36 to 60 months. Graduates make payments of 6% to 8% of their annual salary only if they are earning at least ,000. The money goes back into the fund that pays for the next group of cohorts. "With a student loan you're paying that back regardless of whether or not you are securing a job upon graduation," said Adrienne Chuck, an Income Share Agreement Analyst with the San Diego Workforce Partnership. SAN DIEGO (KGTV) - The place where an 87-year-old woman was hit and killed by a FedEx truck, is now covered with candles, flowers, and messages from loved ones.Mary Francel was a mother to eight and grandmother to dozens more.She was walking back from church and crossing a driveway on Balboa Avenue near Mount Albertine Avenue when the FedEx truck hit her. The driver immediately stopped after the crash."She was very much well-loved and she put all of us first at all times, it was never about her," said Joey Villegas, one of Francel's grandchildren. "I wrote her and told her thank you, for how much she taught us. Me and my brother, she basically helped raise us when we were young."Villegas says his grandma loved bingo, drove a big truck and was incredibly devoted to her family and friends.At this time the driver has not been arrested or cited for the accident.   890

SAN DIEGO (KGTV) — The remains of a Kansas Marine who fought in World War II have been identified.U.S. Marines Corps Reserve Pfc. Raymond Warren was killed in 1943 during the Battle of Tarawa, according to the Associated Press. After his burial site was discovered in 2015, his nephew, Warren Cooper, of San Diego, and niece submitted mouth swaps for DNA testing, The Wichita Eagle reported.This month, the Defense POW/MIA Accounting Agency announced Warren's remains were identified in part through DNA analysis.RELATED: Veterans honor 75th anniversary of Battle of Iwo JimaWarren was awarded the Silver Star after his death and is eligible to be buried at Arlington National Cemetery with full military honors.“We figured that enormity of the sacrifice and the great honor it is to be buried at Arlington tipped that in the (direction) of him being buried there,” Cooper told the AP.According to the agency, Warren was part of Company K, 3rd Battalion, 8th Marine Regiment, 2nd Marine Division, Fleet Marine Force, where they faced Japanese troops on the island of Betio in the Gilbert Islands region. SAN DIEGO (KGTV) - The San Diego Police Department is preparing for the possibility of big demonstrations on and around Election Day. "We don't have any credible information to say that there's going to be civil unrest or large protests groups out on Election Day or soon thereafter on Election Day. However, we have been in contact with other cities throughout the United States. We've been in contact with our federal partners throughout the United States. We're preparing for possible unrest to occur on Election Day and afterward," said SDPD Lt. Shawn Takeuchi.SDPD will not reveal exact staffing levels but said that officers will be ready to handle the calls. Lt. Takeuchi added that SDPD has nine stations throughout the city and it’s up to each station's captain to determine appropriate staffing levels for the election. He said that officers are mindful of concerns surrounding the ballots and the pandemic. “As humans, when you don't know your future, I think it brings out a little bit of anxiety and so I think that we are aware of that and the emotions,” Takeuchi added.Sean Eldridge, with Protect the Results, told ABC10 News his group is focused in part on preparing several upcoming rallies in San Diego and beyond.“Part of our work at Protect the Results is to encourage every American to be patient and realize that it could take days if not longer before we know the full count of this election,” said Eldridge. SAN DIEGO (KGTV) - The woman who was shot in the forehead by a police bean bag during Saturday's protest in La Mesa is slowly recovering but her attorney told 10News that the family is still desperate for details from police about what happened.10News has video of 59-year-old Leslie Furcron as she was recording a Facebook Live. She is heard yelling and then the phone drops and the screen goes black.“She was struck in the forehead with a ballistic bean bag projectile,” said attorney Dante Pride during Thursday’s interview with 10News.Pride said Furcron was among the thousands of people in front of the La Mesa Police Department. He said that she was peacefully protesting police violence and the killing of George Floyd when he said that it all turned to chaos and an officer fired at Furcron. On Wednesday, the department said that once officers deemed the gathering to be an unlawful assembly, they began to use measures to disperse protestors, including tear gas and bean bag rounds. Furcron was placed in a medically induced coma with a breathing tube, which was just removed. “On June 3rd, they took the tube out of Ms. Furcron’s mouth. She is still is unable to speak at this point and she did have a surgery I believe on the 2nd to repair the damage to her forehead,” added Pride. He said that doctors still don’t know if she’ll lose an eye.On Thursday afternoon, La Mesa Police reported that the investigation is ongoing and there are no new details to release.Pride said he believes that a third party should be investigating the incident and that the officer who fired the bean bag should face criminal charges if it's deemed appropriate. “There should never be a point in time where an officer should shoot a metal projectile bean bag from an elevated position down on a crowd. That is dangerous and it can kill people and it almost killed Ms. Furcron,” he added.Assemblywoman Lorena Gonzalez tweeted about the use of less lethal weapons on protestors. Her tweet reads, “In response to recent days filled with images of peaceful protestors maimed by rubber bullets, we will be introducing legislation to set clear standards on how law enforcement should (and shouldn’t) use these weapons. On Thursday, her office sent 10News the following statement:“No one who is simply exercising their right to protest should face possible injury or death because officers are indiscriminately firing rubber bullets into a crowd.
