BEIJING, Jan. 10 -- Shanghai has set a GDP growth rate target for the year of more than 8 percent, almost the same as 2009's economic development rate.     Party Secretary Yu Zhengsheng yesterday announced the target at a one-day session of the Shanghai Committee of the Communist Party of China.     He added the growth rate of value-added output from the service industry should be much higher than the GDP rate.     The city didn't set a higher GDP goal because it wanted to put more effort into restructuring the economy than simply seeking more GDP growth, Yu told the meeting.     The city's GDP growth was estimated to be more than 8 percent last year, a little lower than the average national level. Total retail sales of consumer goods rose by about 14 percent and growth of fixed assets investment was around 10 percent in 2009.     Yu said the targeted rate was a suitable development speed for Shanghai, which was hit by the global financial crisis during its economic restructure transition.     He told the session that the World Expo 2010 Shanghai was the most important task for the government this year.     It requires not only coordination of all districts and departments but also active participation and devotion by citizens, he said.     "We should spare no efforts to ensure a successful, wonderful and unforgettable Expo," he said.     "We should make full use of the opportunity to stimulate investment and consumption, enhance friendly cooperation with the world and build a city with international influence."     Yu emphasized the importance of security during Expo. He requested government officials to strengthen anti-terrorism efforts, guarantee food and drug safety and quality, and keep monitoring and preventing public health events, such as outbursts of swine flu.     To enhance transport during Expo, the government will continue a series of infrastructure works. More Metro lines and cross-river projects will be completed this year.     Construction of the Bund, Shanghai-Nanjing inter-city railway and the Hongqiao transport hub are planned to be finished this year.     Yu stressed that government officials should consider people's interests at all time and listen to their advices. He said the government should reduce impact on life during Expo as much as possible.     Also, Yu said regulation and control in the real estate market will be improved to help it develop in a healthy and sustainable way. And 500,000 new jobs will be created to keep the unemployment rate around 4.5 percent.

It is a common responsibility of all countries concerned, including China and Uzbekistan, to combat the "three forces" that engage in terrorism, separatism and extremism, and to safeguard the security and stability of the area, he said.     China is willing to consolidate contacts and cooperation with Uzbek law enforcement authorities and security departments to safeguard the national and regional stability, he said.     With the efforts of its member states, the Shanghai Cooperation Organization (SCO) has been striving to offset the negative impacts brought by changes in international and regional affairs. The entity has exerted an important role in promoting the stability of the Central Asian region and safeguarding the common interests of the member states, Hu said.     As the rotating chair state of the SCO, Uzbekistan has actively coordinated the body's development and made a series of significant proposals, Hu said, and such efforts were highly valued and readily bolstered by the Chinese side. China is also obliged and ready to assist Uzbekistan in the hosting of the SCO summit next year, Hu said.     Karimov, on his part, said the development of bilateral relations is not only conducive to the two countries, but is also of great significance to maintaining peace and stability in the Central Asian region.     He said China is a most reliable and trust-worthy friend of Uzbekistan. Since the heads of state of the two countries met in Yekaterinburg in Russia earlier this year, bilateral practical cooperation have made substantial progress and entered a new era of development, and bilateral trade has grown rapidly, with a broad prospect of cooperation in the areas of natural gas, mining and cotton.     Karimov said, in response to the worsening of the international financial crisis, the Chinese government has adopted a series of effective measures to resolve the difficulties faced by China's economy and played an important role in promoting the growth of the world economy.     He said, against the backdrop of profound and complicated changes in today's world, Uzbekistan is ready to strengthen cooperation with China in various fields. He emphasized that Uzbekistan will adhere to the one-China policy and firmly support China's strike against the "three evil forces", "Taiwan independence" and "Tibet independence".     Karimov appreciated the major and active role that China has played in handling major international issues. He thanked China for its support to Uzbekistan in becoming the chair nation of the SCO.     He said Uzbekistan is ready to work with China to host a successful SCO summit in its capital of Teshkent next year.     Hu arrived in Ashgabat Sunday morning and will leave for home Monday.

  

TAIPEI, Oct. 21 (Xinhua) -- Taiwan leader Ma Ying-jeou vowed Wednesday that he will push forward the reform of the Kuomintang (KMT) "at full speed" four days after he took the position of the party's chairman.     He said his aim of running for the chairman was to guarantee closer cooperation between the party and the administrative authorities to make the administrative work more effective.     Ma made the remarks Wednesday at the first conference for the Central Standing Committee of the KMT since he took the position.     Ma stressed that it is now a key period to strengthen the relations between the party and the administrative authorities as the island's economy is showing signs of revival.     During the conference, the party approved a decision to remove two officials from their newly-elected positions as the members of the KMT Central Standing Committee for being involved in vote-buying.

  

BEIJING, Nov. 25 (Xinhua) -- China has told its enterprises to be prepared for competitions while the establishment of the Free Trade Area between the country and the Association of Southeast Asian Nations (ASEAN) is only a month ahead.     "Chinese enterprises should make full preparations for competitions brought by zero-tariff products imports from the ASEAN," Xu Ningning, executive secretary general of China-ASEAN Business Council(CABC), said on Wednesday at a symposium for entrepreneurs in machinery, auto mobile and steel sectors.     The upcoming FTA, scheduled to be established on Jan. 1, allows zero-tariff on 90 percent of products traded between China and the ASEAN.     Xu also urged Chinese enterprises to conduct adequate market research and pay close attention to the latest policies in different ASEAN countries to improve the quality and efficiency of bilateral trade.     "After entering the ASEAN market, companies should abide by local industry regulations and establish sound reputations for quality and service instead of blindly pursuing profit by any possible means," Xu said.     The establishment of the FTA will create massive business opportunities for Chinese enterprises as it will provide an access to the ASEAN market with 600 million population, according to Xu.     The FTA will boast a combined population of 1.9 billion and a combined gross domestic product (GDP) close to 6 trillion U.S. dollars, making it the third largest free trade area following the North American Free Trade Area and the European Free Trade Area.     CABC is one of the five main cooperation and dialogue organizations between China and the ASEAN, and it consists of the China Council for the Promotion of International Trade, the ASEAN Chambers of Commerce and Industry, the national business leaders and enterprises and experts representatives from the ASEAN countries.
