Federal investigators are looking into whether a huge wildfire near Los Angeles was sparked by Southern California Edison utility equipment. Edison says it has turned over a section of an overhead conductor from the utility’s facility near a dam in the area where the Bobcat Fire started Sept. 6. (KGTV) -- As San Diego County inches closer to finally being removed from the state’s watch list, it remains unknown what exactly that will mean for businesses that have been waiting to reopen indoor operations.“We have asked the state for guidance for what they think the policy will be, the process will be, for potentially reopening some of the entities that faced additional closures,” said County Supervisor Nathan Fletcher.In the meantime, some cities across the county have been working with businesses to ensure they can still operate outside during the challenging time. Some of those businesses appear to be thriving.“More people are coming out to eat, and as you can see, we’re already almost full here,” said Mia Davis, the owner of Mikko Sushi in downtown Escondido.Davis and her sister-in-law, Minky Jeon, opened Mikko Sushi in February, but just one month later they were forced to shut down indoor dining due to the rising COVID-19 cases across the county.They moved to take out orders only, a struggle for the new business owners.“We were devastated actually because we were just finally starting to build our clientele,” said Davis.Then the City of Escondido stepped in to help businesses move outdoors quickly and easily, making all the difference for business owners like Davis.“The City of Escondido went out of their way to help us,” she said. “They really helped expedite the permit process, and I didn’t have to pay any fees.”Davis told ABC 10News, she was not only able to keep her original staff employed, but Mikko Sushi became so busy with outdoor dining, that she had to hire more employees.“Every Friday night we have a big waiting list,” she said. “I’m thankful that local customers really been supporting us, and I can’t complain.”A walk down Grand Avenue in Escondido reveals how locals have embraced the opportunity to dine outside. The sight is something that brings Amber Tarrac, the Deputy Director of Economic Development for the City of Escondido, much joy.“We’re really happy and proud to be able to support our businesses in that way,” said Tarrac. “The city really took strong, swift action and worked with very closely with our Chamber of Commerce and Downtown Business Association to allow for and facilitate the permit process to allow for our businesses to operate outside. We expanded that to salons, to restaurants and other retail as well.”During a time where there are many uncertainties for small business owners, Davis said the opportunity to try something new and succeed is rewarding.“I’m thankful that our business is doing well during this pandemic, and I’m thankful for what the city did,” said Davis.The City of Escondido recently launched a grant program to help small businesses. ESCONDIDO, Calif. (KGTV) - The recent birth of a southern white rhino calf marks a major success milestone in the project to save the species' close genetic cousin, the northern white rhino. Only two northern whites are left in the world. Both are females incapable of reproducing.Edward, the calf born in late July, was conveived through in vitro fertilization using frozen sperm samples. "It was so exciting for everyone who worked on this project, the culmination of a very long time and a lot of work," said Dr. Barbara Durrant, a scientist who has worked on the in vitro aspect of the project.Still, Durrant says this milestone still comes during the early stage of the audacious plan. Scientists eventually hope to create northern white embryos with stem cells. Those embryos would then be transferred into female southern white rhinos, who would deliver and raise the calves. The Safari Park brought six females to its facility to act as surrogates, including Victoria, the female who gave birth to Edward.Durrant is excited to move to the next step."We're turning our efforts more toward the lab, toward figuring out how to do the in vitro fertilization and the embryo development.Durrant estimates as long as ten years until the project finally leads to a living northern white rhino calf.Edward is currently being kept in a part of the Safari Park to which the public does not have access. ENCINITAS (CNS) - The family of three women killed last summer when a multi-ton section of sandstone collapsed onto them at Grandview Surf Beach have a filed a lawsuit against the city of Encinitas, the state of California, and a local homeowners' association, while also calling Wednesday on legislators to support a bill aimed at preventing future coastal bluff collapses.Family members of Julie Davis, 65; her 35-year-old daughter, Anne Clave; both of Encinitas, and Davis' 62-year-old sister, Elizabeth Charles of San Francisco, said little has been done to improve conditions or beachgoer safety more than a year after their loved ones were killed.Moreover, during Wednesday's news conference announcing the lawsuit, attorneys alleged that the city knew of the dangers regarding the cliff's instability for decades, but did not take the necessary measures to prevent the erosion that contributed to the fatal bluff collapse on Aug. 2, 2019, nor do enough to warn beachgoers of the hazards.Encinitas officials did not immediately return a request for comment.In an email, a spokesperson for the California State Parks said: California State Parks is not able to comment on pending litigation.The three victims and other family members gathered at the beach for a celebratory occasion, as Charles had recently recovered from breast cancer. A portion of the cliff collapsed on top of them just before 3 p.m., "crushing the decedents in front of their loved ones and family members," according to the complaint filed Tuesday alleging wrongful death and negligence.Attorneys say several factors contributed to hazardous groundwater seepage in the area, including increased urban development, poor storm drain and irrigation management, and the continued growth of non-native plants along the bluff.Deborah Chang, one of the attorneys representing the family, said those conditions made the bluff a "ticking time bomb" for a collapse like the one that killed the three women."It wasn't a question of if something was going to happen, but when," Chang said.Development in the area diverted groundwater into other areas of the bluff, weakening its stability, according to the lawsuit.An irrigation system that was to be removed remains in place Wednesday, while non-native plants allowed to flourish in the area have accelerated the erosion and instability of the cliffs, the complaint states.Additionally, the complaint alleges that a defective drainage system used by the Leucadia-Seabluffe Village Community Association and Seabreeze Management Company has contributed to the accumulation of water atop the cliffs.Bibi Fell, another of the family's attorneys, said, "This was not an unknown, natural occurrence.
