SAN DIEGO (KGTV) - In preparation for one of the most advanced fighter jets in the world, Marine Corps Air Station Miramar is planning security upgrades to its airfield perimeter fence.10News discovered it’s one of nine large-scale construction projects that Miramar will be doing over the next decade."These construction projects here are what enables, that is what brings our national defense policy and strategy to reality," said Public Works Officer Lt. Commander Travis Brinkman.Currently being built in the heart of MCAS Miramar is a 160,000 square foot hangar is designed to hold up to 12 F-35s.It's the first of three hangars planned for the location."The need to provide modern facilities as well as the F-35 has specific requirements, specific systems that need different maintenance, different capabilities within the facility itself to provide that maintenance,” said Brinkman. The company claimed in a press release it’s exploring several options to “maximize shareholder value.”Several of the options include the sale of the company or a previously announced plan to increase its leverage. SAN DIEGO (KGTV) - Law enforcement agencies across San Diego County must comply with a new law designed to increase transparency of police misconduct.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Earlier this year several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively.They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.In March a judge ruled the bill applies retroactively to all personnel records of peace officers not only now but before January 1, 2019.The Judge ruled no records could be released before March 29 giving the unions time to appeal if they want. It does not appear any have appealed.Some agencies tell 10News they plan to start releasing records this week.10News is still waiting to hear from other local agencies about when they are planning to release records. 1238

SAN DIEGO (KGTV) - In celebration of Dr. Seuss's birthday, and as part of "America Reads," the United Way of San Diego is holding a week-long book drive across San Diego County."Reading to children is the utmost important thing a parent can do," says United Way CEO Nancy Sasaki.The United Way will accept book donations at their office, and also at any SDCCU branch location across the county. They're also teaming up with Warwick's Book Store in La Jolla for donations.The need is most significant among low-income families. The United Way says 61% of low-income families in San Diego don't have any books in their homes for kids. That puts them at a significant disadvantage."If a kid is not at a 3rd-grade reading level by the end of third grade, we know they're four times more likely not to graduate high school on time," says Sasaki. "And if they come from low-income communities, they're six times more likely to fall behind."Studies show that reading to children as few as three times each week helps promote vocabulary and reading proficiency."In many family settings where the parents are working 2 or 3 jobs, and they're crossing paths in the night, and they're barely able to get the food on the table, reading is not so easy to do," Sasaki says. SAN DIEGO (KGTV) — Lifeguards in Pacific Beach are frustrated they being forced to spend less time monitoring the water and more time monitoring the trash left on their station.Not only do lifeguards at the station at the end of Grand Ave. has seen trash thrown onto the roof, clothing left behind, and even trash cans tossed on top of its flag pole."Cans, plastic bags, clothes, anything really that can be found on the boardwalk," says San Diego Lifeguard Sgt. Kerry Brown.
