SAN DIEGO (KGTV) - More local law enforcement agencies are dropping the controversial use-of-force technique known as carotid restraint, following outrage over the killing of George Floyd. Earlier this week, San Diego Police Department said that it was dropping the use of the technique. On Wednesday, 10News interviewed the mayor of Coronado, who is calling on Governor Newsom to issue a statewide ban. San Diego Sheriff Bill Gore reversed his decision on the use of the technique. In a statement sent Wednesday afternoon, he wrote, “In light of community concerns, and after consultation with many elected officials throughout the county, I am stopping the use of the carotid restraint by my deputies effective immediately. I have and always will listen to any feedback about the public safety services we provide. Working together, we can ensure San Diego remains the safety urban county in the nation.”The Coronado Police Department was next with an announcement on Instagram, “The use of the Carotid Neck Restraint can cause undo harm. The Coronado Police Department will eliminate its use effective today. We will continue to focus on de-escalation as we serve our community.”The City of La Mesa also announced that the police department will ban the technique.Earlier in the day, a spokesperson for the Oceanside Police Department said that its officers rarely used the technique and the department officially dropped the use of the technique on Tuesday.After the San Diego Police Department reported on Monday that it was dropping the technique, Coronado Mayor Richard Bailey issued a letter on Wednesday morning to Governor Gavin Newsom, urging a statewide ban of the use of carotid restraint among law enforcement.“It does significantly increase the risk of permanent harm to individuals and it has become a symbol of police brutality within communities of color throughout the country,” said Mayor Bailey.Community rights activist Bishop Cornelius Bowser said that SDPD’s ban is a good first step but more needs to be done. “This does not whatsoever fix the problems that we have in our communities, especially in the black community of police brutality and the way communities are being policed.”Bishop Bowser also told 10News that he wants SDPD to issue greater clarity on the language of the ban and how officers who use it will be held accountable. 10News also reached out to Chula Vista Police, Carlsbad Police, and El Cajon Police to see whether their officers are still using the technique.A spokesperson for the El Cajon Police Department wrote to 10News, “It would not be appropriate for us to comment on the policy decisions made by a different agency. The carotid control hold is currently an authorized technique available to our officers to affect the arrest of a violent or combative suspect. The El Cajon Police Department regularly evaluates our policies and procedures.”National City also announced Wednesday that it would end the use of the carotid restraint. SAN DIEGO (KGTV) - On Wednesday, emotional testimony was read in a downtown courtroom by the husband and wife who were brutally attacked in an economy parking lot outside of the San Diego International Airport. The testimony was read during the sentencing hearing for Alberto Jauregui, who pleaded guilty to attempted murder. Jauregui appeared to show no remorse. He smirked and smiled at the couple and at our camera. It was last October when police say Jauregui came up to Donna Kashani and husband Robert Bobbett in the parking lot. He reportedly grabbed Kashani by her neck and demanded the keys to their SUV. “You put me in a headlock with a 10-inch knife to my neck and you were dragging me into our SUV and demanding that I get in with you,” Kashani told him and the courtroom.  In a heroic move, Bobbett threw himself in front of her and charged at Jauregui.  “As I rushed toward you, I truly believed I was going to die in this struggle,” Bobbett told Jauregui and the courtroom. He added, “You stabbed me in the chest nearly hitting my heart. All the while [you were] screaming ‘Die, die, die!’”  Bobbett was stabbed six times and nearly died.  Jauregui was caught days later. During Wednesday’s sentencing hearing, he told the courtroom, “You guys have made a big mistake by not giving me help. Instead of giving me help, you want to punish me.” He’ll spend the next 13 years in state prison. 1456

SAN DIEGO (KGTV) - National Voter Registration Day is a reminder to sign up to vote in the next election, a deadline many Americans miss. Voters must be registered at least 15 days before an election. If they fail to meet this requirement, they can conditionally register and vote provisionally, according to the San Diego Registrar of Voters. Voting materials, including sample ballots, are mailed starting 29 days before an election. If you changed your name, moved, or want to switch political parties, you must re-register to vote with a new application. In order to register to vote in California, you must be a U.S. citizen, a state resident, at least 18 years old before the next election, not in prison or on parole for a felony, and not declared mentally incompetent by the court. SAN DIEGO (KGTV) - Puerto Ricans are living in fear after hundreds of earthquakes rocked the region, according to a San Diegan with family there.Tommy Rosas last lived on the island when he was 14. Though he moved to the mainland, Puerto Rico never left him."It hurts," he said sadly, "every minute of the day, I walk, breathe, sweat, cry Puerto Rico."He's been hurting more for his home since 2017, when Hurricane Maria hit. "My family moved, with the exception of a couple cousins who live in Cabo Rojo." He said it was too much to start over an most of his family moved to the states."The electrical grid is ancient, and it has to be repaired. They started the repairs little by little, then the earthquakes hit," saying in frustration, "whats next? What did Puerto Ricans do to deserve this?"The shaking started December 28th, the biggest quake struck January 7th, registering a magnitude 6.4."There's thousands of people living on the streets, because of their homes being destroyed or they're afraid of their home collapsing on top of them." Rosas said friends described the desperate living conditions through social media.Rosas gave a friend a flash light as a gift before he went to Puerto Rico a few months back. He said it was a joke, but now that friend now using it regularly, "he's in Isla Verde, so they lost power there, and it's periodically, it comes and goes. The food supply, water," he said was dwindling.He said a group caravaned from the north side of the island bringing supplies like diapers, formula and juice to those affected by the earthquakes.The positivity keeps Rosas going, "we don't give up, we won't lay down and say okay."He raised ,000 for supplies for the island and is planning another fundraiser. He hopes more people hear about what is going on an do what they can to help. 1824

SAN DIEGO (KGTV) -- Police officers chased down two drivers in stolen cars, but only one man was arrested early Wednesday morning.According to San Diego Police, officers spotted a BMW that had just been stolen driving down Hotel Circle South in Mission Valley around 2 a.m. They followed the car, which appeared to be following another car, a black Dodge Charger.When officers tried to pull them over, both drivers sped off in different directions.Just when officers thought they lost the BMW, they found it in a Serra Mesa neighborhood. They moved in with their guns drawn and surrounded the car, but no one was inside.Officers eventually found the suspect hiding in a nearby shed and took him into custody.The driver of the Dodge Charger led officers towards Mission Valley, but that car was later found abandoned behind a Verizon store. 847
