BEIJING, Feb. 26 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, concluded its three-day session Friday, after approving the National Defense Mobilization Law and an amendment to the Copyright Law.President Hu Jintao signed decrees to publish the new Law and the amendment to the Copyright Law, which will take effect on July 1 and April 1 respectively.The concluding meeting was presided over by Wu Bangguo, chairman of the NPC Standing Committee.The National Defense Mobilization Law "is significant for enhancing the country's national defense building, strengthening mobilization ability for national defense, as well as for safeguarding national security and ensuring economic and social development," Wu said.The top legislator warned of the "pressing task" of ensuring food safety, and called for improving the country's food safety supervision network.Final preparations were made during the bimonthly session for the upcoming 11th NPC annual session.The session was a very important meeting for expressing ideas about how the country could further develop, Wu said.He urged all the NPC Standing Committee members to listen to the opinions of NPC deputies who would attend the annual session, and fully respect their democratic rights.The Standing Committee approved the draft agenda of the upcoming annual session and a work report by the 11th NPC Standing Committee which is to be delivered by Wu at the session.The top legislature Friday appointed Wu Shuangzhan, Peng Xiaofeng, Liu Yongzhi, Liu Zhenwu, Ge Zhenfeng, and Fu Tinggui as vice chairpersons of six special committees under the NPC respectively.The Credentials Committee of the NPC Standing Committee examined the qualification of deputies to the 11th NPC. The total number now stands at 2,981, Wu said.The standing committee confirmed Friday the qualification of five senior officials including Sun Zhengcai, Wang Rulin, Sun Chunlan, Padma Choling, and Luo Huining as newly-elected deputies to the 11th NPC.They were elected in Jilin and Fujian provinces, Tibet Autonomous Region, and Qinghai Province.Members of the NPC Standing Committee also agreed to expel Chen Shi, former county head in Wuchuan county in southwest China's Guizhou Province, from the national legislature for his suspected violations of law and discipline.The top legislature also ratified a bilateral consular agreement with the Philippines.Wu Bangguo also presided over a special lecture Friday afternoon to help members of the NPC Standing Committee better understand the importance of technology innovation in supporting the country's sustainable development.

A high- level Chinese delegation led by the agriculture minister has visited us recently, when we discussed opportunities and means to boost agricultural cooperation. Syria will also take part in the 2010 Shanghai EXPO," the Syrian official said.Rasheed who headed his country's delegation to the Joint Afro- Arab Ministerial Meeting on Agricultural Development and Food Security which kicked off on Sunday in the Egyptian resort of Sharm el-Sheikh, said the current meeting has attached greater importance due to the drought which haunts many Arab and African countries and the global financial crisis.The recent food crisis caused the prices of many food stuff to ratchet up and the global financial crisis forced many countries to cut funds allocated to agricultural development, said the official."I hope the meeting will lay a concrete foundation stone for cooperation between Arab and African states at this vital stage," he said.The Syrian official added that the meetings aim to establish a common Arab-African strategy on agriculture and food security, pointing out that there is a plan to set up a follow-up, steering and coordination body along with a special fund to support the implementation of decisions to be sanctioned by the ministers.Rasheed added that his country has already taken tangible steps on food security, "Syria has successfully made food security years ago thanks to governmental policies and its support for the agricultural sector.""We have achieved this goal," he said, yet adding his country still faces challenges due to the recent drought which is the worst in 50 years.

  

BEIJING, Jan. 21 (Xinhua) -- China said Thursday it would consider more assistance to quake-hit Haiti and hoped the United Nations could coordinate the post-quake reconstruction."We will continue to make every effort to participate in disaster relief and reconstruction," said Foreign Ministry spokesman Ma Zhaoxu at a regular news briefing.After a 7.3-magnitude earthquake devastated Haiti on Jan.12, China sent a 60-strong search and rescue team to Port-Au-Prince, capital of the Caribbean nation, and the Red Cross Society of China donated 1 million U.S. dollars in emergency aid.China also decided to send emergency humanitarian aid worth 30 million yuan (4.41 million U.S. dollars) to Haiti.Ma said the reconstruction would be arduous and the United Nations should give full play to its advantage by guiding and coordinating aid efforts from all sides."China supports the United Nations playing its due role in time to ensure an early launch of reconstruction," said Ma.Ma said whether China would send peace-keeping troops to Haiti would rest on UN arrangements.The UN Security Council endorsed Tuesday a proposal to send 3,500 more peacekeepers to Haiti to support "the immediate recovery, reconstruction and stability efforts."Eight Chinese peacekeeping police officers were killed in the quake. Four of them were officers of China's 125-member peacekeeping force in Haiti, and the rest were part of a team sent by the Ministry of Public Security to Haiti for peacekeeping consultations.China has sent four extra peace-keeping police officers to Haiti."We hope relevant countries could continue to enhance coordination and make joint efforts to help the Haitian people overcome difficulties and rebuild their homes at an early date," said Ma.

  

BEIJING, March 5 (Xinhua) -- Chinese Premier Wen Jiabao on Friday reiterated determination to curb the excessive growth of home prices in major cities and satisfy people's basic need for housing.He made the pledge while delivering a government work report to the Third Session of the 11th National People's Congress(NPC), China's top legislature, which is the latest demonstration of the government's determination to tame the runaway home prices.Driven by record bank lending and favorable tax breaks, China saw a sharp residential property price hike nationwide in the past year, triggering heated public complaints and fears of possible assets bubble.China's home prices in 70 large- and medium-sized cities, a housing price trend barometer, climbed 9.5 percent in January 2010 from a year earlier, the fastest growth in 19 months. Chinese Premier Wen Jiabao delivers a government work report during the opening meeting of the Third Session of the 11th National People's Congress (NPC) at the Great Hall of the People in Beijing, capital of China, March 5, 2010Wen promised an increased supply of low-cost housing and common residential houses, restraining of speculative purchase, tighter land use management and stricter control of bank credit.A total of 63.2 billion yuan (9.25 billion U.S.dollars) will be spent by the central government in low-income housing in 2010, an increase of 8.1 billion yuan, or 14.7 percent over last year, Wen said.The government will also build 3 million housing units for low-income families and renovate 2.8 million shanty units, he said.Wen's remarks indicate the government's regulation target in the real estate sector this year, which will emphasize on satisfying demand of mid- and low-income families while ensuring a healthy development of the market, said Gu Yunchang, vice president of China Real Estate Research Association."To curb the excessive growth of home prices is a must for the healthy development, or else the foaming market would bring destructive consequences to the industry," said Gu.China's central and local governments has begun to take moves to deflate the housing bubble since late last year, including reimposing a sales tax on homes sold within five years of their purchase and raising down payment requirement for families buying a second or more houses with bank loans.In another move to cool the property market, the People's Bank of China, the central bank, announced twice within a month to raise the deposit reserve requirement ratio earlier this year.During an online chat with the Chinese Internet users last week, Wen expressed his confidence in the government measures in response to complaints over soaring home prices."It is the government's responsibility to guide the property market. I am confident that the government will ensure the healthy development of the property market," he said.
