Gavin Newsom says rules are not yet ready for businesses in those areas to reopen. SACRAMENTO, Calif. (AP and KGTV) — A bill that would end California's bail system and replace it with a risk assessment system is headed to Gov. Jerry Brown's desk. State Senate approved the bill with a vote of 26-12 Tuesday afternoon. If signed into law, it would make California the first state to completely end bail for suspects waiting for trial. Senators who support the bill say it would end a system that discriminates against low income people. Those in opposition argue that the measure would make communities less safe. If signed into law, the plan calls for the release of most suspects arrested for nonviolent misdemeanors within 12 hours. Those accused of serious, violent felonies wouldn't be released before their trials. Courts and California's Judicial Council would have discretion to determine whether or not to release other suspects based on the likelihood they will return to court and the danger they pose to the public.   999

Jerry Brown ordered new DNA tests that a condemned inmate says could clear him in a 35-year-old quadruple murder case, which has drawn national attention.On Monday, Brown ordered new testing on four pieces of evidence that Kevin Cooper and his attorneys say will show he was framed for the 1983 Chino Hills hatchet and knife killings of four people. The items that will be tested are a tan T-shirt and orange towel found near the scene and the hatchet handle and sheath.Brown also appointed a retired Los Angeles County Superior Court judge to serve as a special master overseeing the case.Cooper was convicted in 1985 of killing Doug and Peggy Ryen, their 10-year-old daughter Jessica and 11-year-old neighbor Christopher Hughes. Prosecutors say Cooper's claims of innocence have been disproven multiple times, including by prior DNA testing, but Cooper and his attorney argue evidence against him was planted."I take no position as to Mr. Cooper's guilt or innocence at this time, but colorable factual questions have been raised about whether advances in DNA technology warrant limited retesting of certain physical evidence in this case," Brown wrote in his executive order.New York Times' columnist Nicholas Kristof, U.S. Sen. (AP) — California's unemployment agency is not answering 60% of the calls it receives for help as the state struggles to work through a backlog of more than 1 million pending claims. Employment Development Director Sharon Hilliard told a panel of frustrated state lawmakers on Monday that California is on pace to have 3,700 people working in its call center by January. That's compared to the 350 it had working before the pandemic. Hilliard said the state is receiving about 6.7 million calls a week.
