SAN DIEGO (KGTV) - San Diego is hoping to stamp out a portion of city litter with newly installed cigarette butts receptacles along San Diego Bay.The Port of San Diego installed 31 of the cigarette butt receptacles in partnership with TerraCycle, which developed the disposal stands.Staff from the Port's General Services Department will be in charge of emptying the receptacles and shipping the used cigarette butts to TerraCycle, who in turn will process them to be used in recycled products.RELATED: San Diego County residents still disposing of more waste than other Californians"Reducing litter is a critical step in protecting San Diego Bay, our precious natural resource. SAN DIEGO (KGTV) — San Diego Police have identified the man killed in an officer-involved shooting this week in Mountain View.Police said 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Monday over reports of a violent disturbance involving a weapon.According to SDPD, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.RELATED: San Diego Police shoot, kill vandalism suspect in Mountain ViewWhen police arrived, they saw Castro-Gutierrez in the front window and could hear him breaking objects and yelling inside.SDPD says officers gave directions in English and Spanish to try and communicate with Castro-Gutierrez but got no response. Eventually, Castro-Gutierrez crawled out of a broken window and made his way to the front of the property where officers were.Police said Castro-Gutierrez began to run at full speed toward them with the metal pole, prompting three officers to fire their weapons at him: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Castro-Gutierrez was hit by at least one round and fell to the ground. Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital.The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.SDPD's homicide unit is currently investigating the shooting, after which the San Diego County District Attorney's Office will review the case to determine if the officers bear any criminal liability. SAN DIEGO (KGTV) - San Diego County is expected to consider a plan to open up county parks for worship and workouts.Supervisor Dianne Jacob is proposing the idea which is expected to be discussed by the board on Aug. 5. The proposal would make it easier for houses of worship and fitness centers, impacted by the pandemic, to utilize county parks. The proposal aims to speed up the permit process and waive fees.Public health orders have hindered the operations of many houses of worship and fitness centers after they were forced to close their indoor areas. SAN DIEGO (KGTV) — Ride-sharing service Uber is expanding its dockless transportation offerings in San Diego Wednesday, introducing e-scooters to the city's streets.Uber's JUMP e-scooters will work similarly to the company's JUMP bicycles, allowing users to either reserve a scooter or walk up to one and unlock it via the Uber app.The scooters also bear a similar resemblance to competing Lime scooters, though instead sporting a red and black color scheme.To kick start the service, Uber is offering free rides and helmets through Jan. 9, 2019. Riders can get up to five, 30-minute rides per day.
