MOSCOW, Aug. 7 (Xinhua) -- A state of emergency has been imposed in a district in the Krasnodar Region in south Russia amid an out break of the African swine fever, the regional emergencies center said on Sunday.The emergencies center told local reporters that the African swine fever virus (ASFV) was found in a private farm where 15 pigs died of the disease, but the source of the infection is still unclear.Local authorities said some 12,000 pigs in and around the Krylovskaya village, some three km away from the private farm, are being culled, 50 of which have already died of the ASFV in recent days.In April, the regional emergencies has temporarily declared a state of emergency in the Labinsky district in the region, as the ASFV was found at a livestock farm. 85 pigs were culled at the farm.

TAIYUAN, June 18 (Xinhua) -- A Chinese medical university will join hands with the Massey University of New Zealand to set up a community clinic specializing in chronic diseases in north China's Shanxi Province.The community clinic in Taiyuan, the provincial capital city, will provide medical services to more than 7,500 residents in the city's Hanxiguandong community, Ma Qianjin, vice president of the Shanxi University of Traditional Chinese Medicine, said on Friday.Residents will be able to seek advice from both Chinese and New Zealand experts on how to prevent chronic diseases like diabetes, said Ma.The clinic, which is expected to open this year, will also provide residents with free health check-ups and create health records for them.Bruce Ullrich, a Massey University board member, said on Friday that the clinic will integrate Western service with traditional Chinese medical techniques in its prevention and treatment of chronic diseases."The community clinic will mainly focus on people with obesity, diabetes and other chronic diseases. The cost of disease prevention will be dramatically lower than the cost of treatment," said Ullrich.Zhang Xinwei, deputy director of the provincial science and technology bureau, said that if the clinic's practices are successful, the model may be adopted by other regions in China.

BEIJING, Aug. 11 (Xinhuanet) -- Next year will bring a doubling in the size of the words that appear on cigarette packages to warn consumers of the dangers of smoking. Starting in April 2012, cigarettes produced and sold in China will bear a new warning label containing letters that will be no less than 4 millimeters in height. That will be twice the size of the current minimum, which stipulates that the letters be at least 2 mm from bottom to top, according to a notice written by the China National Tobacco Corp and published on the State Tobacco Monopoly Administration's website. Despite the intentions, many tobacco-control experts said the step is "minor" and that it fails to deal with the chief issue. "There is no use in making the font size even 100 times bigger if the warning is pointless," said Wu Yiqun, deputy director of the ThinkTank Research Center for Health Development, a Beijing-based non-governmental organization that advocates for the adoption of stronger smoking-control measures. Both Wu and Yang Gonghuan, director of the tobacco control office of the Chinese Center for Disease Control and Prevention, said the warning that now appears on cigarette packs is too weak. It says: "Smoking is harmful to your health. Quitting early is good for your health." "The package should inform consumers of the dangers of smoking in accordance with requirements adopted by the World Health Organization Framework Convention on Tobacco Control. (It should say that) smoking causes lung cancer, coronary disease and makes people grow old," Yang said. China decided in 2005 to ratify the convention, which also requires that tobacco warnings cover a third of the surface of cigarette packs. "Even if the size of the words is doubled, it still doesn't meet those standards," Yang said. "The Chinese practice is to draw a line to demarcate a third of a cigarette package, where the warning should be, but the words put on it are still very small." Experts said graphic health warnings could be printed on cigarette packs and used as a "scientific, direct and shocking" deterrent to smoking.Throughout the world, more than 1 billion people in 19 countries live under laws that require the packaging of various types of tobacco products to bear large, graphic health warnings. They often show pictures of black lungs and festering mouth sores, according to the World Health Organization. China, though, is excluded from those rules. Both Wu and Yang said the fundamental barrier to better control of tobacco use in the country is the fact that the China National Tobacco Corp, the country's largest cigarette-maker, is a subsidiary of the State Tobacco Monopoly Administration, China's tobacco regulatory body.

BERLIN, June 14 (Xinhua) -- A two-year-old boy became the first child to be killed by the deadly E. coli in Germany on Tuesday, officials said.To date, the terrifying EHEC infection has claimed 36 lives in Germany and one in Sweden.The child, from the northern town of Celle, died in hospital in Hanover of kidney failure and abnormal breakdown of red blood cells, two extreme symptoms of the infection with enterohaemorrhagic E. coli (EHEC), authorities in the state of Lower Saxony said.The boy became the youngest known fatal victim since the outbreak of E. coli in May. His father and 10-year-old brother were also infected with the deadly bacteria, but are recovering, doctors told a local newspaper.The Robert Koch Institute, Germany's national disease prevention and control agency, said on Tuesday that a total of 3, 235 cases had been reported in the country. Among them, 782 people are suffering from haemolytic uraemic syndrome (HUS), a life- threatening illness arising from E. coli, which would destroy human kidney and nervous system.The institute added that the number of new infections is declining sharply in recent days, with only seven reported on Tuesday.German authorities announced on Friday that bean sprouts from a farm in northern Germany were one source of the outbreak, and dropped the previous warning against eating raw cucumbers, tomatoes and lettuce. UNITED NATIONS, Sept. 19 (Xinhua) -- Mohammad Hossein Niknam, acting minister of health in international affairs of Iran, said here on Monday that his country is working to prevent and counteract the non-communicable diseases (NCDs), which have had significant effect on the population."NCDs have traditionally been more prevalent in affluent societies," he said. "However, they are increasingly becoming common in many developing countries, and in particular among the less affluent groups. The Eastern Mediterranean Region (EMRO) as others is suffering a heavy burden of NCD diseases and Iran is no exception: the total burden of disease for NCDs is 45 percent for males and 33 percent for females."Niknam's statements came as he addressed the UN General Assembly High-Level Meeting on Prevention and Control of Non- communicable Diseases."This timely high-level event provides us with an ideal platform to share views, information, ideas and experiences, to come up with remedial proposals and to forge effective collaborative partnerships in the implementation of realistic but effective health development programs in common areas of concern pertaining to the non-communicable diseases," Niknam said.He explained that Iran is implementing a series of programs in order to reduce the frequency and impacts of NCDs."As part of these programs I would like to mention prevention and control of common NCDs risk factors, imposition of taxes to curtail unhealthy habits such as tobacco consumption, execution of mass public information and educational campaigns, fostering food industry regulations, screening of blood pressure levels and high glucosemia," he said.Iran has created a Non-Communicable Diseases Risk Factor Surveillance System, according to Niknam. This system, in place since 2004, has conducted six large-scale surveys to gather information helpful to public health."Further, comprehensive cumulative national data has been compiled based on age, sex and location to facilitate effective monitoring and implementation of policies geared towards control and prevention of NCDs," Niknam said.Iran is conducting many other integrated NCD control and prevention programs, such as, to name a few, a Cardiovascular Diseases Control Program for rural areas; a National Cancer Control Program focusing on breast and colorectal cancers; and a Diabetes Control and Prevention Program that targets both rural and urban areas.Niknam ended his statement by noting that Iran has held regional consultations on the NCD issue."I would like to conclude my remarks by mentioning that as a sign of its commitment to promote regional and international cooperation, the Islamic Republic of Iran hosted on 25-26 October 2010 in Tehran the first regional meeting of a series of the regional consultations held by WHO (World Health Organization) on the prevention and control of NCDs," he said. "In our understanding, only through closer and meaningful collaboration at all levels, especially in areas such as legislation, resource mobilization and information and knowledge sharing, we may success in our endeavor to prevent and combat NCDs."
