(KGTV)— The border shutdown at the San Ysidro Port of Entry Sunday created a ripple effect for transportation and nearby businesses.Many people were stranded at the port crossing for five hours before Homeland Security reopened the lanes in the evening. Christmas shopping at the Las Americas Outlet Mall came to an abrupt stop for Maria Martinez. "The mall was closed. I couldn’t believe it. I saw everything.”Customs and Border Protection closed off the San Ysidro Port of Entry late Sunday morning. Then the California Highway Patrol blocked off both the 805 and 5 Freeways south of the 905 interchanges. American federal agents in full tactical gear lined up along the border, at times using tear gas and rubber bullets to deter migrants.  "Over there, there was smoke and the noise of the gun,” Martinez said. At this point, there are no reports of any of the migrants successfully crossing the border. Martinez said she saw federal agents turn them around. The bus depot next to the mall was also closed, leaving shoppers like Martinez stuck and not knowing when they could get home. "I don't know. I think it's going to close the border. When everything is in peace, they are going to open. What time? SAN MARCOS, Calif. (KGTV) -- A San Marcos man had to rush his small dog to the hospital after the animal was bitten by a rattlesnake that somehow managed to get into the home.Ross Margolin says he came home to feed his five dogs when he heard the dogs in the other room barking at something.When he walked into the kitchen, he says he heard the unmistakable rattle. Margolin quickly called a company that specialized in getting snakes out of the house.The man who came to collect the rattlesnake was able to quickly get the two and a half foot long reptile out of the home. Margolin says he later noticed one of his dogs was bitten by the snake.Fortunately, Margolin says his dog quickly recovered after being rushed to the animal hospital for treatment. Margolin says the snake was able to get into the home through an open sliding door.  857

Say goodbye to emotional-support animals in airplane cabins. The Transportation Department issued a final rule Wednesday covering service animals. The rule says only dogs can qualify, and they have to be specially trained to help a person with disabilities. "This final rule defines a service animal as a dog, regardless of breed or type, that is individually trained to do work or perform tasks for the benefit of a qualified individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability. It allows airlines to recognize emotional support animals as pets, rather than service animals, and permits airlines to limit the number of service animals that one passenger can bring onboard an aircraft to two service animals," the final rule states. Those traveling with a service dog will be required to fill out a form from the DOT "attesting to the animal’s training and good behavior, and certifying the animal’s good health" before flying. For years, some travelers have been bringing untrained dogs and all kinds of other animals on board by claiming they need the animal for emotional support. Airlines believe some passengers were avoiding pet fees by calling their pets emotional-support animals. The DOT proposed the change earlier this year and received more than 15,000 comments on the proposal, they said in a press release. The new rules take effect in 30 days. 1430
