SAN DIEGO (KGTV) — A 10-year-old boy who allegedly fired two rounds from a shotgun at San Diego Police officers after barricading himself in a Southcrest backyard shed is in custody, police say.Family members at the home in the 4000 block of Boston Ave., about a block north of Caesar Chavez Elementary School, called police at about 9 a.m. after the 10-year-old armed himself with a knife and hammer.When police arrived, the child ran and hid in a shed with a shotgun, SDPD said. The child fired two rounds at officers, according to police, but no one was injured.The 10-year-old barricaded himself for nearly two hours, before surrendering to police peacefully.SDPD said the child will be taken to a nearby hospital for evaluation.The shotgun was recovered at the scene, police said, and investigators plan to look into how the child came into possession of the weapon.10News is monitoring this breaking news story. SAN DIEGO (KGTV) - A federal judge has ordered the San Diego Police Department to stop citing people for living in their vehicles.The decision comes after a lawsuit was filed against the city by a group of homeless people and their advocates.On Tuesday, United States District Judge Anthony Battaglia agreed with the plaintiff’s argument that the city’s municipal code was too vague in defining what constitutes habitation of a vehicle.Tristia Bauman, an attorney with the National Law Center on Homelessness & Poverty which helped work on the case told 10News, “we are very happy and pleased that the judge understood what we were arguing.”However, that was only one half of the lawsuit. The other half targeted the city’s municipal ordinance that outlaws RV parking from 2-6a.m. Known as the Nighttime RV Ordinance, or Oversized Vehicle Ordinance (OVO), the judge denied the request to enjoin it, saying the same argument did not apply.In the decision, Battaglia wrote “while the court sympathies that this Ordinance leaves Plaintiffs with nowhere to park between these hours and is decidedly unfair, the law is not ambiguous, unclear or vague in any way.”A spokesperson for city attorney Mara Elliot declined to comment beyond saying they “will review the ruling and advise our client.”An early neutral evaluation conference had been scheduled for Thursday with all the parties. SAN DIEGO (KGTV) - A first-of-its-kind residential tower opened in San Diego this week.The 300-unit Palisade UTC complex is located right on the Westfield UTC mall's property. It offers an expansive pool, bar area, community room, open-air gym, and a lounge on the 23rd floor, with views to the coast. "The goal was to have multiple spaces, again, that would be like staying at a four or five star resort," said Jerry Brand, executive director of developer Greystar. The building will be among the most expensive in San Diego County.Studios start at ,750 a month, while two-bedroom units start at ,300. The penthouse is advertised for ,000 per month. It also includes 30 affordable units. Analysts say luxury buildings like Palisade can play a role in easing all of the region's housing crunch. "A substantial portion of the people moving into, like, the new projects downtown are actually vacating the older projects and moving up, so the luxury projects that are going up are really helping the housing situation," said Alan Nevin, director of economic research at Xpera Group.
