SAN DIEGO (KGTV) — While hundreds of thousands of San Diego County residents are receiving the mail-in ballots they asked for this week, some residents are receiving mail-in ballots whether they asked for them or not.Registrar of Voters Michael Vu tells 10News about 41,000 people this election is living in precincts where there are not enough voters to field a polling place."When you think about all those political jurisdictions participating in the election and all those boundary lines that overlap one another, it's going to create various pockets throughout the entire county," says Vu.YOUR VOICE, YOUR VOTE: Local, national 2018 election newsVu says any precinct with fewer than 250 registered voters can become an automatic mail ballot district. SAN DIEGO (KGTV) -- Two competing plans are on the table to redevelop the Tailgate Lot a block from Petco Park into a mixed-use area with park space, retail and office, and housing.Wednesday San Diego Mayor Kevin Faulconer will announce the winning proposal to redevelop a portion of downtown’s East Village Quarter.The Tailgate Lot property includes 15 parcels of land, or about 5.25 net acres, between K Street and Imperial Avenue and 12th Ave. and 14th St.One of the plans was developed by Brookfield Properties and the other between the San Diego Padres, Tishman Speyer, and Ascendent Capital. Both plans call for a combination of office, retail, and residential space and open park space and parking.Brookfield Properties' plan calls for about 1.2 million square feet of mixed-use office and retail space, about 1,200 residential units, and 1.1 acres of park and community space. The plan also highlights developing a tailgate park, "bazaar" marketplace, and a gateway to public transit.The plan by the Padres, Tishman Speyer, and Ascendent Capital also features about 1.35 million square feet of office space, 612 market rate and affordable housing units, 236,000 square feet of open space, and 1,600-space parking garage for games and ballpark events.The parking garage would also include a multi-use field on the roof for recreational activities. SAN DIEGO (KGTV) — Two teenage boys from Arizona were hailed as heroes after diving off Sunset Cliffs to save the lives of two people who were drowning on Friday evening. It was a happy ending scene, captured by local photographer, Jim Grant on Friday evening as lifeguards hoisted up a young girl off Sunset Cliffs."It just could have been a tragic event," Grant said on Saturday.He says the photo he took would have been a somber one if two teenage boys did not dive in to save the girls before lifeguards got there. Meet 15-year-old Jake Watson and 16-year-old Zachary Haugen."We've been best friends since third grade," Haugen said.The two boys from Arizona were vacationing in San Diego for the July 4th weekend."We said, 'Alright, let's go explore around,' and we heard about this place called Sunset Cliffs," Watson said.They say they were soaking in the beautiful sunset Friday evening. But when the boys looked down, they saw two ladies in trouble. A six-grade girl and a family friend were splashing around near the reef. Haugen, a licensed lifeguard for the City of Phoenix, knew exactly what was going on."I'm like, 'Oh my gosh, they're drowning.' So that's when I just knew I had to go in." Haugen recalled.They say the girl was climbing on top of the young woman's head, just to breathe. Haugen first pulled the girl off the woman, but the high surf put his own life at risk."I looked up at Jake," Haugen said. "He's like, 'Do you need help?' And I'm just shaking my head, and that's when he was able to jump in and go after them."At that point, Watson, an avid fisherman and swimmer, dove in to lift the girl."I put her on my back and pressed up, and just kind of rolled her off my shoulder, onto the landing," Watson said.They then pulled the injured young woman up. All this happened in under five minutes before San Diego Lifeguards took over."We were like, 'What just happened?' It just felt surreal," Watson said.Surreal that their summer vacation turned into a life-saving episode, these modest boys will never forget."We just happen to be at the right place at the right time at Sunset Cliffs," Haugen said. 2240

SAN DIEGO (KGTV) -- Troops will soon arrive at several bases throughout San Diego County to provide support U.S. Customs and Border Protection as the migrant caravan approaches.According to the United States Northern Command, troops are being sent to Marine Corps Air Station Miramar, Camp Pendleton, Naval Air Facility El Centro, Naval Base Coronado, Naval Base San Diego and Naval Base Point Loma.The Pentagon confirmed Wednesday that as many as 7,000 troops are being deployed to three states for support, though President Donald Trump told reporters as many as 15,000 could be sent.According to ABC News, 15,000 is roughly the number of troops deployed to Afghanistan and three times the number in Iraq."As far as the caravan is concerned our military is out, we have about 5,000-8 (thousand), we'll go up to anywhere between 10 (thousand) and 15,000 military personnel on top of border patrol, ICE and everybody else on the border," Trump told reporters Wednesday.Related Stories 997

SAN DIEGO (KGTV) — While Michelin decided to postpone its annual award of stars to California restaurants this year due to the pandemic and wildfires, undercover eaters did find several "discoveries" across the state.The new-found culinary delights were announced as part of Michelin Guide's "Family Meal" livestream to celebrate the resilience of restaurants and raise money for the California Association of Food Banks.In San Diego, five restaurants pleasantly surprised guide inspectors were Tuetano Taqueria in San Ysidro, Morning Glory in Little Italy, Dija Mara in Oceanside, Soichi Sushi in University Heights, and Sushi Tadokoro in Old Town.Inspectors said Tuetano Taqueria Chef Priscilla Curiel’s guisados "are every inch the equal of Baja’s—down to the fair prices and hefty portions (and without the long traffic lines on your way home)." The guide also hailed the restaurant's beef birria that is topped with a bone filled with buttery marrow on top of the taco.Morning Glory's soufflé pancakes are "worth waking up for," according to the guide, and dishes like fried rice with pork belly and eggs and potatoes au gratin are "a great riff on tradition."Indonesian stop Dija Mara serves up creative cocktails and delicious nasi goreng (fried rice with shrimp, pork belly, chicken, and the yolk of a sunny egg) and charred eggplant with smoked tomato sambal and crispy fried shallots, inspectors said.Soichi impressed with its sushi offerings, including its pike mackerel, kampachi, and sea bass dishes. Michelin says Soichi's shirumono fish soup is also a must before trying out the restaurant's green tea ice cream.Inspectors say Sushi Tadokoro's omakase is a must-try, especially the sushi joint's oysters and scallops.
