SAN DIEGO (KGTV) – Another heat wave in the forecast could leave Californians in the dark this weekend. San Diego Gas and Electric is preparing for a hot weekend as high temps are expected to cause more strain on the power grid.Energy officials are hoping to avoid a repeat of last month when rolling blackouts swept through the state for the first time in 11 years.The California Independent System Operator, or CAISO, was forced to order blackouts in response to high demand.“For the grid to operate, demand on the grid needs to be matched evenly with supply,” said Helen Gao with SDG&E.Ahead of the heat this weekend, SDG&E meteorologists are closely monitoring conditions.At this point, CAISO says they haven’t told SDG&E to prepare for rotating outages over the weekend. CAISO says it plans to issue a Flex Alert, which it says is a voluntary call for conservation.CAISO said the recent rotating outages were the result of a number of factors, including generation units being out of service, reduction of the amount of energy California was able to import from other states, and a sudden drop in wind energy.If CAISO issues a flex alert, the power company will activate their demand response programs. It encourages customers to cut back on energy use to reduce strain on the grid. Outages would only be ordered by CAISO as a last resort. On Tuesday, the State Water Resource Control Board took action to prevent more outages in the future. They’re now along four gas power plants to continue operations past 2020. They were set to stop production as California transitions to cleaner energy sources. The extended deadline is expected to ease the strain on current systems while new energy and storage resources are being built.If an outage is planned for a neighborhood, SDG&E says they try to give all customers a heads up before the lights go out.How these rolling outages workRolling outages are a method that CA ISO uses to take the load off of California's power grid. When the state says the grid is under too much stress, each utility in the state has a percentage of electricity that needs to be taken off of the grid to meet whatever wattage CA ISO is aiming for, according to SDG&E. That amount that a utility will be asked to cut during these rolling blackouts is approved with CA ISO regulators every year.SDG&E determines which neighborhoods will be impacted by creating a list of blocks. Each of those blocks accounts for about 25 megawatts of electricity. Once CA ISO tells SDG&E how much power it needs to cut, SDG&E goes down that list from the top, de-energizing blocks until it is told to stop.The next day, the company picks up where it left off on the list, so that the same neighborhoods aren't affected every night. Once SDG&E goes through its entire list, it starts at the top again.Outages can last up to an hour but can also be relatively quick. Saturday, the first block de-energized lasted for about 17 minutes, according to the company.What you can do to helpTo avoid rolling blackouts, officials say the best way is to take energy conservation seriously. Because these outages are issued by the state, conservation is needed by all Californians in these instances.Officials recommend setting the thermostat at 78 degrees, turning off unnecessary lights and electronics, and using appliances before 3 p.m. to help save power.During power shutoffs, SDG&E suggests customers turn off air conditioners, keep refrigerator and freezer doors closed, and reduce their water use due to the need for electricity to pump and process water. SAN DIEGO (KGTV) -- California's energy operator have issued a statewide Flex Alert ahead of anticipated high temperatures this coming weekend.The California Independent System Operator (ISO) is calling for voluntary electricity conservation, from 3 p.m. to 10 p.m. on Friday, Aug. 14."With high temperatures in the forecast, the power grid operator is predicting an increase in electricity demand, primarily from residential air conditioning use," the ISO said in a statement.In San Diego, an Excessive Heat Warning will be in effect from noon Friday until 8pm Monday from the inland areas to the deserts. The heat will peak on Friday and Saturday with temperatures ranging 5 to 15 degrees above normal.The above-normal temperatures and humidity will stick around through most of next week."Consumers are urged to conserve electricity, especially during the late afternoon and early evening, when the grid is most stressed due to higher demand and solar energy production falling. SAN DIEGO (KGTV) -- City leaders are considering closing some streets in the Gaslamp Quarter to help with social distancing amid the coronavirus pandemic.Pictures on social media showed crowds of people congregating outside bars, many not wearing face coverings, shortly after they reopened Friday.According to a spokesman for San Diego Mayor Kevin Faulconer, the city's department of special events is reviewing a proposal to shut down parts of Fifth Avenue between G and K streets to make it easier to physically distance by providing more room in parts of the public right of way for outdoor dining.The Gaslamp Quarter Association submitted the application, which would close close the streets Thursday, Fridays, and Saturdays. It could be approved and go into effect as soon as this Thursday.Robert Romero owns the Tivoli Bar and Grill. The longtime family-run restaurant on Sixth Avenue reopened Monday. It's the oldest bar in San Diego county."We were open originally in 1881, never have closed in all those years, during the depression, prohibition, World War I, World War Two, until now," said Romero.The owners say they'll be strict about social distancing, face coverings, and increased sanitation protocols."We will have someone at the front door constantly monitoring our customers and making sure they are holding to the restrictions put on us," said Romero.Romero said he noticed many other bars and restaurants were not following the county health orders."It was terrible, when they do that, they're not only reflecting on us, but also putting up the potential for shut down," said Romero.County Health Officials also acknowledged there were problems Friday night after the bars first reopened, but said the city is working to close some streets.California Assemblymember Todd Gloria is also concerned about crowds gathering in the Gaslamp."Part of their reopening is a limited of their capacity, they're operating at a fraction of what they can actually accommodate. SAN DIEGO (KGTV) — At least three large sharks were spotted off the coast of Torrey Pines State Beach swimming close to surfers in the water on Thursday.California State Parks Lifeguards say they received reports of five sharks swimming about 50 feet from shore and 100 to 200 yards from Lifeguards Tower 1 at about 12 p.m. The sharks were seen specifically gliding around the Flat Rock area, located north of Black's Beach and south of Torrey Pines State Beach, according to a State Parks spokesperson.Sky10 was overhead as the sharks swam nearby surfers who were just offshore of Torrey Pines:Officials say the largest of the sharks, which may have been great white sharks, was about 10 feet in length."The sharks did not interact with any beachgoers during this time. The shark actions are considered non-aggressive and consistent with normal white shark behavior," a State Parks spokesperson said.A San Diego Fire-Rescue Lifeguard made announcements to people in the water about the sighting. Announcements were being made in the area up to one mile south of Bathtub Rock, SDFD spokeswoman Monica Mu?oz said.Shark sighting signs would remain up in the area for 24 hours, officials said. 1198
