House and Senate negotiators have struck a deal over?long-stalled legislation?to revamp the way sexual harassment complaints are made and handled on Capitol Hill, multiple congressional sources close to the process told CNN on Wednesday, likely assuring the bill's final passage this year. The bill will reconcile the House- and Senate-passed versions into one bill that overhauls the Congressional Accountability Act, which set up and oversees how sexual harassment claims are handled and -- for the first time -- will hold lawmakers liable for paying harassment settlements from their own pockets, rather than using US taxpayer money as had been done in the past. The breakthrough comes more than a year since the #metoo wave hit Capitol Hill and just in the nick of time. Had Congress been unable to reach agreement before the end of the year, each chamber's legislation that passed earlier in the year would have expired. The House passed its version in February. The Senate wrote its own bill, a vastly different version, in May and legislators have been working for the past seven months, in fits and starts, to compromise over the details. The final bill text has not been released yet and a formal announcement is forthcoming. Depending on how things pan out with the whole slate of must-pass items left on Congress' docket, the sexual harassment legislation could be attached to the spending bill or the Violence Against Women's Act extension or could be passed by unanimous consent on the floor.Whether lawmakers would be personally liable for paying harassment settlements had been a sticking point as the legislation?sat for months without a solution. A provision in the Senate's bill for members being to be held personally responsible said, unlike the House bill, that they must pay out of pocket only for sexual harassment, not for any awards that may be ordered for sex discrimination or any other kind of discrimination. Some had feared that could provide a loophole for members who are accused of harassment to settle with a victim for sex discrimination, knowing they won't be required to pay the settlement and it will instead come out of a US Treasury fund. 2186

In a statement released Wednesday, Fox News president Jay Wallace says the network supports CNN's lawsuit to restore one of its reporters "hard" press passes.Wallace also said the network would file an amicus brief on behalf of CNN today."FOX News supports CNN in its legal effort to regain its White House reporter's press credential. We intend to file an amicus brief with the U.S. District Court. Secret Service passes for working White House journalists should not be weaponized. While we don't condone the antagonistic tone by both the President and the press at recent media avails, we do support a free press, access and open exchanges for the American people," Wallace's statement read.Fox News joins the Associated Press, Bloomberg, CBS News, First Look Media, Gannett, NBC News, The New York Times, POLITICO and the Washington Post. The E.W. Scripps Company, this station's parent company, also joined in filing an amicus brief on CNN's behalf."Whether the news of the day concerns national security, the economy, or the environment, reporters covering the White House must remain free to ask questions. It is imperative that independent journalists have access to the President and his activities, and that journalists are not barred for arbitrary reasons. Our news organizations support the fundamental constitutional right to question this President, or any President. We will be filing friend-of-the-court briefs to support CNN's and Jim Acosta's lawsuit based on these principals," E.W. Scripps said in a statement.ABC News also released a statement saying that the organization "stand(s) with CNN in believing that Jim Acosta should have his White House pass reinstated," though it's unclear if it also filed an amicus briefing. The White House pulled CNN reporter Jim Acosta's hard pass last week after an incident at a press conference in which a White House staffer tried to forcefully grab a microphone while Acosta attempted to ask President Trump follow-up question. Trump had repeatedly told Acosta he was moving on to another reporter.Though the White House maintains that it was simply revoking his "hard" pass and that Acosta could continually apply for daily passes, he has been denied daily passes multiple times since the incident. On Tuesday, CNN filed a lawsuit against the White House, seeking the restoration of Acosta's hard pass on First and Fifth Amendment grounds. It's also seeking a preliminary injunction to allow Acosta to immediately resume covering the White House.A hearing on the lawsuit is scheduled for 3:30 ET Wednesday.  2596

In a resounding defeat after months of negotiations, senators on Thursday failed to advance a bipartisan proposal to resolve the future of millions of young undocumented immigrants, leaving talks seemingly back at square one.A much-anticipated bipartisan deal that would have paired a pathway to citizenship for nearly 2 million undocumented immigrants who came to the US as children with billion in border security and some other measures failed to get the 60 votes necessary to advance legislation after furious White House opposition. The vote was 54-45.A competing White House-backed plan that would have also substantially increased federal deportation powers, heavily cut family-based legal migration and end the diversity visa also failed, 39-60.The episode, coming at the end of a much-anticipated Senate week of debate on immigration, revealed that the White House was successfully able to kill momentum for a deal that had emerged out of weeks of talks by roughly 20 bipartisan senators -- but that it also had no ability to actually enact any legislation to achieve its stated goal of protecting the recipients of the DACA program that President Donald Trump is ending and enact border security measures with it.Trump called the bipartisan bill "a total catastrophe," tweeting that "Voting for this amendment would be a vote AGAINST law enforcement, and a vote FOR open borders."Attorney General Jeff Sessions also derided the legislation, saying it "will invite a mad rush of illegality across our borders," and Homeland Security Secretary Kirstjen Nielsen made calls to lawmakers urging them to reject the bill. And Sen. Tom Cotton, an Arkansas Republican, said on the Senate floor that the plan would be called the "olley olley oxen free amendment."The legislation from a group of 16 bipartisan senators would offer nearly 2 million young undocumented immigrants who came to the US as children before 2012 -- like those protected under the Deferred Action for Childhood Arrivals program -- a path to citizenship over 10 to 12 years. The plan would also place billion in a guarded trust for border security, would cut a small number of green cards each year for adult children of current green card holders, and would prevent parents from being sponsored for citizenship by their US citizen children if that child gained citizenship through the pathway created in the bill or if they brought the child to the US illegally. Senators peeved at White House 2484

Hundreds of parishioners gathered at a Pennsylvania church Wednesday to exchange or renew their wedding vows -- some clutching unloaded AR-15 rifles, according to CNN affiliate WFMZ-TV.The event was led by Pastor Hyung Jin Moon at the controversial Sanctuary Church in Newfoundland.Guns were zip-tied at the door and ammunition was not allowed in the church, WFMZ reported. It said the Wallenpaupack Area School District moved students of a nearby elementary school to other campuses.  498
