SAN DIEGO (KGTV) - Two San Diego area residents are asking the area's top two prosecutors to investigate and prosecute Assemblymember Todd Gloria for alleged violations of the Political Reform Act. According to a letter sent to San Diego County District Attorney Summer Stephan and San Diego City Attorney Mara Elliot, Kathryn Burton and Mat Wahlstrom allege Gloria "repeatedly violated PRA section 85200 by soliciting and receiving multiple contributions to his Assembly 2020 Committee before filing a statement of intent to run for the Assembly in 2020." The letter says, "without filing that statement, the FPPC's manual makes clear, he could not lawfully receive any funds into his Assembly 2020 Committee." The letter goes on to read, "my clients have reason to believe that there is a conspiracy to launder campaign money from an illegal campaign committee controlled by Mr. Gloria to the San Diego County Democratic Party, to a candidate to replace Mr. Gloria in the Assembly, and to several sitting members of the Assembly." According to the California Secretary of State's website, before raising any campaign funds, state candidates file "Statements of Intention" to run for a specific office. Candidates can file Statements of Intention for more than one office. Team 10 obtained Gloria's signed statement of intention, which shows the state received it on August 13, 2019. That's after the campaign committee was opened and filed a Recipient Committee Campaign Statement. Officials with the California Fair Political Practices Commission tell 10News the Assemblymember called FPPC Enforcement earlier this week and self-reported. Enforcement is determining the appropriate action moving forward. Team 10 reached out to Gloria's campaign, but as of this writing has not heard back.In a Tweet sent Wednesday Gloria wrote, "Some news reports have suggested that I am seeking re-election to the Assembly. I want to be very clear: I am not running for the Assembly, I am running for Mayor. My Assembly committee remains open to fulfill my responsibilities as a Member of the State Assembly until the end of my current term. The form filed by my committee yesterday (August 13th) simply corrected and administrative oversight that occurred when the original paperwork was filed months ago." A spokesperson for the District Attorney says they have received the letter but cannot confirm the existence of any potential investigation that may result. A spokesperson for the City Attorney tells 10News their office has received the letter from attorney David Kenney and is reviewing it. The allegations were first reported by La Prensa. 2777

SAN DIEGO (KGTV) -- Traffic was backed up throughout the day Monday in Clairemont after a crash involving several vehicles. The crash happened just before 1 p.m. on Balboa Avenue near Albertine Avenue. According to San Diego Police, a 59-year-old man driving west on Balboa Avenue hit a raised median and crossed into the eastbound lanes of traffic. Police say he then hit a Jeep Patriot, causing it to slam into a Honda Civic and a Jeep Cherokee. Police say the driver of the Jeep Patriot sustained a fractured femur and was taken to the hospital. Her passenger also complained of pain. No one else was injured. The 59-year-old driver of the Nissan Frontier was arrested for DUI drugs. 695

SAN DIEGO (KGTV) - Two San Diego nursing homes are now dealing with positive cases of COVID-19. La Vida Real, an assisted living center in Rancho San Diego, confirmed to 10News that four of its staff members have tested positive for coronavirus.The facility is one of 32 owned by the Senior Resource Group. It’s the second local assisted living center to be hit with COVID-19. This Wednesday, San Diego County officials confirmed to 10News a positive case at Stellar Care Center, just south of the College Area. Across the country, concerns over the spread of the virus in nursing homes keeps growing: In Kirkland, Washington, an outbreak at the Life Care assisted living center lead to at least 35 reported deaths. In Louisiana, eleven deaths have now been linked to a retirement community out of New Orleans. In Mount Laurel, New Jersey, three patients at a nursing home have now died after testing positive.La Vida Real issued a statement to 10News, detailing how the company is handling the coronavirus cases:"La Vida Real has communicated with residents and their families, and is in close contact with San Diego County health officials, after learning that four staff members in our assisted living and memory care building tested positive for COVID-19. SAN DIEGO (KGTV) - San Diego County Crime Stoppers and investigators from the North Coastal Sheriff's Station are looking for a woman, possibly pregnant, accused of using counterfeit bills at several businesses in North County.According to investigators, on April 14, 2018, a woman used a counterfeit 0 bill at Yogurt 101 located at 152 N. Highway 101 in Solana Beach.Investigators said on April 19, 2018, the same female suspect used another counterfeit 0 bill at Sun Splash located at 2673 Via De La Valle in Del Mar. They also said the woman is believed to have used a counterfeit 0 bill at a business in Carlsbad.The suspect is described as a 25 to 35-year-old Hispanic woman who stands between 5’4” and 5’6” tall. She has long, dark wavy hair and a tattoo on the right side of her upper chest.
