BEIJING, Jan. 6 (Xinhua) -- After successfully carrying out its first escort mission, the Chinese Navy prepares to cover another 11 domestic merchant vessels planning to travel around Somalia this week.     "We will actively provide information and necessary rescue services for those merchant ships passing through the Gulf of Aden and Somali waters," said He Jianzhong, spokesman with Ministry of Transport (MOT). The Chinese naval fleet arrived Tuesday in the waters of the Gulf of Aden off Somalia to carry out the first escort mission against pirates. Four Chinese ships, including one from China's Hong Kong Special Administrative Region, were escorted by the fleet.     A governmental spokesman said on Tuesday that the naval task force will protect a total of 15 Chinese merchant ships between Tuesday and Saturday.     Consisting of two destroyers and one supply ship, the naval fleet arrived in waters off Somali coast on Tuesday after a voyage of more than 4,400 nautical miles. It set sail on Dec. 26.     Soon after its arrival, the fleet conducted its first escort service for four Chinese merchant vessels, including one from Hong Kong.     The ship's cargo, origins and destinations were not released.     Under command of the fleet's flagship DDG-169 Wuhuan destroyer, the four merchant vessels sailed in a line formation and passed through the warship's patrolling area.     Surging piracy off the Somali coast has increasingly threatened internationals shipping. A total of 1,265 Chinese merchant ships passed through the Gulf of Aden last year. Seven were attacked by pirates.     One Chinese fishing ship, Tian Yu 8, and its 18 crew members were hijacked on Nov. 14, 2008. They are still being held by pirates.     The MOT announced Chinese merchant ships may ask for protection by applying to the China Shipowners' Association (CSA) and China Maritime Search and Rescue Center (CMSRC).     According to the commander of the Chinese Naval expedition, Real-Admiral Du Jingchen, the main task for the warships is to dispel pirates with their presence.     "We have started our escort mission and will conduct careful deployment and close contact with the vessels to secure their safety by strictly abiding by the U.N. resolutions and international laws," said Real-Admiral Du.     The fleet is carrying about 800 crew members including 70 soldiers from the Navy's special forces along with weapons such as missiles, canons and helicopters.     For the first phase of the escort mission, the fleet will patrol the Gulf of Aden and Somali waters for about three months, followed by possible replacement warships as needed.

BEIJING, Nov. 19 (Xinhua) -- Tax rebates for China's light industry should be increased to alleviate cost burdens on exporters, the cabinet said here on Wednesday.     China also plans to remove unreasonable administrative fees and charges on industry players, and offer more, said a statement released after the executive meeting of the State Council presided over by Premier Wen Jiabao.     Through the foreign trade development fund, set up by the central government, active assistance will be made to boost exports and help companies' promotion and acquisition efforts in the international market, members said at the meeting.     The tax rebate rate has been raised three times this year in China. The most recent increase came Monday. It covered a list of 3,770 items which account for 27.9 percent of the country's total exports.     Items include labor-intensive, mechanical and electrical products. The rebate takes effect Dec. 1.     The previous two rebates were made in August and at the beginning of this month.     Official data showed that China's October export growth slowed to 19.2 percent from 21.5 percent in September.     "Light industry is China's strong point and its stable and healthy development would be of prime importance," members said while explaining the reason behind the move.     The industry is suffering severely from changes in the domestic and international economic environment in recent months. Concrete measures should be taken to support the industry to weather the difficulties.     China levies value-added tax on most products, but refunds varying amounts of that tax on goods that are exported. The government usually adjusts the size of export tax rebates for different types of goods when it is trying to encourage or discourage growth in particular industries.     Several other policies were passed at the meeting to support the development of the light industry. Financial subsidies were offered to rural residents and people in quake-hit regions and remote areas in China in an effort to boost domestic demand on their products.     More funding would be allocated to support the development of small and medium-sized enterprises, as well as to encourage technical innovations and upgrades in these companies.     The draft of arbitration law on land contract related disputes, which, after revision, would be submitted to the standing committee of the National People's Congress for approval, was also discussed at the meeting. LIMA, Nov. 20 (Xinhua) -- China is willing to make concerted efforts with Latin American countries to establish a comprehensive cooperative partnership of equality, mutual benefit and common development, Chinese President Hu Jintao said here Thursday.     China, as the largest developing country in the world, is willing to work with Latin America, an important developing region, to boost mutual cooperation to a higher level, which conforms to the trends of the times and their respective development needs, President Hu said in his address to the Peruvian Congress.     Hu put forward five proposals to boost Sino-Latin American ties.     Firstly, China and Latin American countries should maintain high-level exchanges and contacts, improve bilateral and multilateral political consultation and dialogue systems at various levels, while continuously enhancing mutual political trust.     Secondly, to deepen mutually beneficial cooperation in economy and trade, China and Latin America should optimize trade structure and increase mutual investment, especially in the fields of manufacturing, infrastructure construction, energy, minerals, agriculture and high technology, said Hu.     China is willing to continue providing assistance for the economic and social development of Latin American and Caribbean countries within its ability, Hu said.     Thirdly, China and Latin American countries should enhance communication and coordination on their stances on such global issues as climate change, food security, energy and finance, multilateral trade system and the UN Millennium Development Goals.     Under the current complex international financial and economic situation, China and Latin America should join hands and participate in the framing of international economic, financial and trade rules, so as to help the international economy develop in a fairer and more reasonable direction, the Chinese president said.     Fourthly, Hu said China and Latin America should learn from each other and make progress in the fields of social welfare and development.     Both sides should carry out pragmatic cooperation in poverty reduction, education, social security, medical and health care, environmental protection and disaster relief, he said.     Finally, both sides should take effective measures to deepen and boost cooperation in culture, sports, media and tourism, said Hu.     The Chinese leader arrived in Lima on Wednesday for a state visit to Peru and the APEC Economic Leaders' Meeting scheduled for Nov. 22-23.     During his speech, Hu said that to forge the comprehensive cooperative partnership, both sides should first grasp the theme of common development because development is a basic way to improve people's well-being and promote social development.     He added that both China and Latin America are at a crucial time of development and China is willing to expand pragmatic cooperation with Latin American countries in various fields to boost common development.     The president said that to forge the comprehensive cooperative partnership, both sides also need to pursue the basic principle of equality and mutual benefit.     According to Hu, China will unswervingly follow the path of peaceful development and uphold the opening up strategy of mutual benefit and win-win progress. China has become Peru's second largest trading partner and Peru is one of the major destinations for Chinese investment in Latin America.     Hu had talks with Garcia on Wednesday afternoon on efforts to expand mutually beneficial cooperation and further develop bilateral relations.     "We've come to the agreement that China and Peru, both developing nations, share wide common interests and the same target for development. BEIJING, Jan. 28 (Xinhua) -- China's railways carried 75.05 million passengers between Jan. 11-27, or in the first 17 days of the 40-day Spring Festival travel rush.     The figure represents a 17 percent increase from a year earlier, the Ministry of Railways (MOR) said Wednesday.     The ministry has ordered to add more transport capacity to provinces and municipalities including Sichuan, Chongqing, and Jiangxi to brace for the post-holiday traffic rush. BRUSSELS, Jan. 30 (Xinhua) -- China and the European Union (EU) on Friday vowed to further enhance their partnership and deepen cooperation in various fields.     In a joint declaration issued after Chinese Premier Wen Jiabao's visit to Brussels, the two sides emphasized the importance of the strategic partnership in face of globalization and the current volatile international situation.     The document says that the China-EU relationship has gone beyond the bilateral domain and is increasingly of global strategic significance. "Both sides are of the view that it is imperative to further improve the China-EU comprehensive strategic partnership, which reflects the common wishes of the two sides and are in their interests," says the declaration.
