WASHINGTON (AP) — Washington’s National Zoo says panda matriarch Mei Xiang has given birth and is caring for her newborn attentively.The National Zoo said the birth happened at 6:35 p.m. ET on Friday.Watch the zoo’s panda-cam. Mei Xiang has been spending most of her time in a small den indoors, where she has created a nest out of branches. Before 2017, Pence was the governor of Indiana for four years. Before that, he served in the US House of Representatives for 12 years.Sen. WASHINGTON (AP) — The number of U.S. active-duty troops deployed to the U.S.-Mexico border has "pretty much peaked" at the current total of 5,800, the Pentagon's No. 2 official said Thursday.That is far below the 10,000 to 15,000 that President Donald Trump initially said would be needed to secure the border against what he called an "invasion" of migrants.Deputy Defense Secretary Patrick Shanahan was asked about the military mission one day after his boss, Defense Secretary Jim Mattis, visited troops near McAllen, Texas, and defended the use of the military for border security.Mattis said that within a week to 10 days, the troops currently deployed along the border in Texas, Arizona and California will have accomplished all the tasks initially requested by Customs and Border Protection, although he said additional requests were expected.Shanahan did not go into detail beyond saying substantial additional troops do not appear to be required."We've pretty much peaked in terms of the number of people that are down there," he told reporters at the Pentagon. He noted that the current mission is scheduled to end Dec. 15, adding, "That could always be amended."Mattis, while on his way to visit troops along the border in south Texas on Wednesday, declined to provide an estimate of how much the mission will cost.In his most extensive remarks about the hastily arranged mission, Mattis argued that it fits an historical pattern dating to early in the 20th century. We're looking deeper into consequences of police misconduct and brutality against minorities, not to overshadow any loss of life, but to highlight the racial systemic issues it adds to, including mass incarceration.“Has taken black fathers, black sons, out of their families and out of their neighborhoods and put them in a situation where even a short jail term leads to long term, lifelong economic consequences,” said Marc Morial, the president and CEO of the National Urban League.Morial spent the early years of his career as an attorney filing civil rights and police brutality lawsuits, defending black cops, and then became the mayor of New Orleans, helping lead an overhaul of the police department there.Morial says it took strong leadership, changes in recruiting, hiring, and training. He even pushed for a rule requiring police to live in the city where they work.“Lesson to be learned, reforming policing is tough and reforming it in a way that is sustainable is doubly tough,” said Morial.According to a University of Hawaii law review article on police brutality costs, African Americans have a higher rate of PTSD than their white counterparts. And that trauma carries over more significantly in work and everyday activities.Loss of life often means children are left without adequate support, the paper added, leaving them to fend for themselves in a school system that often serves as a pipeline to prison instead of a path to higher education.Police misconduct leads to distrust in urban communities and a lack of cooperation on legitimate crimes.Morial says the solution lies in community-oriented policing and funding.“These communities need investments in schools, youth programs, housing infrastructure,” said Morial. “Inner city America has been hollowed out by public policy and private actions. It’s not fair for the next generation. It’s not fair to leave a mess and leave confusion and leave economic in equality for them.”Morial also points to neighborhood beautification, summer jobs programs, and targeted programs for people coming out of jail and prison as systemic solutions. 2118
