SAN DIEGO (CNS) - The San Diego Humane Society will make a group of animals displaced by the Camp Fire available for adoption Friday.Earlier this month, the organization's Emergency Response Team deployed to Butte County for 10 days to offer aid to hundreds of animals displaced or otherwise affected by the fire.The team returned to San Diego Dec. 19 with eight dogs and three cats, some of whom received treatment for burns caused by the fire.The owners of the 11 animals surrendered them to the Humane Society because they could no longer care for them. As a result, they will not have an owner seeking to find them once conditions improve in the areas affected by the fire.The Humane Society will put a group of the displaced animals up for adoption at 10 a.m. at its main campus, located at 5500 Gaines St. Available animals include 11-year old shepherd mix Cinnamon, a bonded pair of 6-year old miniature pinscher mixes named Pikachu and Panchie and a 3-year old cat named Sunshine.Residents can view the Humane Society's adoptable animals at sdhumane.org/pet. SAN DIEGO (CNS) - Target Corp. has agreed to pay .4 million to resolve allegations that it violated terms of a 2011 judgment regarding the company's handling and disposal of retail hazardous waste, San Diego County District Attorney Summer Stephan announced Wednesday.``This settlement holds Target accountable for this second violation of environmental laws that involve the improper disposal of a long list of hazardous materials,'' Stephan said. ``This case serves as a reminder to corporations of the importance of environmental protection laws that safeguard the public's health and that violators will be held accountable.''The current settlement -- announced by Stephan, 21 other California district attorneys, the California Attorney General's Office and the city attorneys of San Diego and Los Angeles -- comes as a result of investigations that concluded the company committed violations by improperly disposing hazardous waste into landfills across California between 2012 and 2016. The waste included such items as electronics, batteries, aerosol cans, compact fluorescent light bulbs and medical waste, including syringes, over-the-counter and prescribed pharmaceuticals, as well as confidential medical information from its customers.``We are confident that with these strong injunctive terms and penalties, Target will implement meaningful changes to prevent this from ever happening again,'' said California Attorney General Xavier Becerra. ``However, the wise move for all companies is to abide by the law and employ proactive training and processes to help ensure that hazardous waste violations are avoided in the first place.''It's the second settlement resolving allegations of hazardous waste compliance violations by Target. SAN DIEGO (CNS) - San Diego State University officially broke ground Monday on its Mission Valley campus, four days after closing escrow on the 132-acre property which currently houses the San Diego Community Credit Union Stadium."Today marks a milestone moment for San Diego State University and the city of San Diego," said SDSU President Adela de la Torre. "With today's groundbreaking we begin the work to expand SDSU's educational, research, and entrepreneurial missions. SDSU Mission Valley also addresses the realities of the past few months and the need for new streams of revenue to support higher education opportunities for all."As a result of the COVID-19 pandemic, the groundbreaking event was not open to the general public. Instead, in-person speakers and invited guests were limited to maintain compliance with public health guidelines.The project has been in the works legally since San Diego voters approved Measure G in November 2018, with centerpiece Aztec Stadium scheduled for completion in Fall 2022."We are building a stadium for Aztec football, international and professional soccer, concerts and any other event you can think of," said SDSU Athletic Director John David Wicker. "A world-class 35,000-capacity stadium designed to offer the amenities fans expect today. This is the most important sports and entertainment venue in San Diego since Petco Park opened and will be 365 days a year use for campus and our community."The San Diego City Council voted unanimously to approve a sale agreement for the city-owned Mission Valley stadium property to SDSU for .2 million in late May, bringing more than a year of negotiations nearly to a close.Council President Pro Tempore Barbara Bry was an early supporter, and released a statement expressing her feelings about the project."I believe that investing in the education of future generations is the most impactful thing we can do. But coming up with plans for an alternative public use for this land in a short period of time seemed like it would take a miracle. SAN DIEGO (CNS) - San Diego Mayor Kevin Faulconer announced Tuesday that gyms and places of worship would be able to use San Diego's parks to conduct operations outside beginning Monday morning.City Councilman Chris Cate proposed the idea in mid-July, and the San Diego County Board of Supervisors approved a similar ordinance for county parks on Aug. 5.Faulconer said lack of guidance from the state -- even as the city and county expects to learn more Tuesday about possibly being removed from a state watchlist monitoring counties with high prevalence of COVID-19 -- prompted the action."There is no direction currently from the state of California about what a county can and cannot do once it sheds the watchlist designation," he said. On Friday, myself and Supervisor [Greg] Cox sent a letter to the governor asking for direction.San Diego County was placed on that state watchlist by Gov. Gavin Newsom's office for testing higher than 100 positive COVID-19 cases per 100,000 people in the county. The county has been below that number for six days now and is expected to be removed from the list Tuesday. What that means is unclear.Per Faulconer's executive order, San Diego's more than 300 parks, 26 miles of shoreline and 57 recreation centers could be used for gyms, fitness classes and worship services starting Monday. Social distancing and face coverings are still encouraged, but Cate said this could help struggling businesses."Mayor Faulconer's executive order will allow gyms, such as Hardcore Fitness, to bring their physical fitness classes to our city's parks," said Cate, chair of the City Council's Economic Development and Intergovernmental Relations Committee. "Opportunities like this will allow our gyms and churches the ability to welcome back their customers and parishioners in a safe manner."The directive defers park permit fees for 60 days. Faulconer will bring an ordinance to the council once it is back in session in September that would make the waiving of fees permanent.Faulconer made the announcement at Mira Mesa Community Park. Joining him were Cate, the city Park and Recreation Department Director, the Mira Mesa Chamber of Commerce, and the owner of Hardcore Fitness on Miramar Road.It was Faulconer's third executive order allowing for some businesses to operate outside. Previously, he had allowed for some retail and restaurants, and subsequently for gyms, barbershops, hair salons and massage businesses to expand to sidewalks and private parking lots."As San Diego continues to navigate the ever-changing rules regarding doing business during this pandemic, we must become more creative at every turn," said Bari Vaz, president of the Mira Mesa Chamber of Commerce. "This executive order will allow residents to continue participating in fitness classes and sharing their faith, until such time as we may safely return to the indoor venues."Outdoor religious services and outdoor fitness classes and camps are all eligible under the executive order. Businesses must display their San Diego County safe reopening plan, hold insurance naming San Diego as an additional insured, and have a city business tax certificate prior to August 1, 2020. SAN DIEGO (CNS) - Starting today, the Port of San Diego is conducting an over-water lighting field test as part of the San Diego-Coronado Bay Bridge Lighting Project -- the next step in a process to artistically illuminate a portion of the 2.1-mile bridge span from the Coronado shoreline to Harbor Drive in San Diego.The testing is scheduled to occur between 6:15 p.m. and midnight from Sunday to Saturday, Nov. 14. To allow the testing, 170 computer-programmable color LED luminaires and controllers are being temporarily installed on three of the tallest columns near the center of the bridge span.Each night during the live technical testing, lighting in different colors, combinations, sequencing and arrangements will be intermittently visible on the three columns. Occasional periods of darkness will occur as other aspects of the installation are tested.``This bridge lighting test provides San Diego a unique opportunity to see what's possible and how the infusion of technology and art can make people feel connected to, and inspired by, our beautiful waterfront,'' said Marshall Merrifield, port commissioner. ``Our goal is to ignite the imaginations of every person in the San Diego region, and after years of dedicated time to the project, bring forward a viable, beautiful addition to the nighttime skyline.''The week of technical testing is intended to evaluate the lighting design that has been developed to date, its technical functionality and its ability to effectively display the range of artistic color lighting as originally envisioned.During the testing, the project team and design consultants will take measurements, collect data, and identify adjustments that may be necessary as the project's design development continues. The testing will also help in better understanding the project's feasibility and capabilities, answer questions related to engineering, design, sustainability, and be used to create an adequate project description for environmental review.This is the second test of the project. The first took place in April 2019 and tested lighting on two columns over land on the San Diego side of the bridge. After the first test was complete, the Port received a Coastal Development Permit in October 2019 for the overwater testing allowing the Port to move forward with this upcoming test.Following a worldwide competition, an international design team consisting of lead artist Peter Fink of Studio Fink LTD, architectural lighting specialists Speirs+Major Associates and Buro Happold Consulting Engineers, was selected to design the artistic lighting concept for the project.As a follow-up to the lighting tests, the Port plans to invite community members to share their input and have conversations with the design group to ensure communication and collaboration and to further develop a signature, bay-spanning illuminated artwork for the region.In addition to public input, and once the upcoming lighting test is complete, the Port will initiate plans to proceed with environmental review as the next step of the project. 3074
