NEW DELHI, Oct. 1 (Xinhua) -- Suspected encephalitis has killed over 100 children in the northern Indian state of Bihar since June, reported local media Saturday.At least 51 children in Bihar's Gaya district died of the epidemic in the last seven weeks, in the wake of the death of 55 children in a similar outbreak of the brain disease in another district of the state earlier, reported Indo-Asian News Service.Most of the children belong to a caste known for its absolute poverty.According to district health officials, all children have died at Anugrah Narain Medical College and Hospital in Gaya, about 100 km from the state capital Patna.The children reported high fever, followed by bouts of unconsciousness and convulsions.So far, more than 220 children with suspected encephalitis were admitted for treatment, with over two dozens of the children still battling for life, according to the report.Earlier, Indian Health and Family Welfare Minister Ghulam Nabi Azad has said clinical and epidemiological data suggested that there was an outbreak of acute encephalitis syndrome, resulting in 150 cases and 55 deaths, mostly among children, from early June to mid-July in the Muzaffarpur district of Bihar.

SAN FRANCISCO, Dec. 15 (Xinhua) -- Microsoft on Thursday announced that it will automatically upgrade the Internet Explorer (IE) to the latest version to give Windows customers more protection against malicious software.According to the company's blog post, starting from Australia and Brazil next January, users of Windows XP, Vista and Windows 7 will get the IE updates if they have turned on automatic updating via Windows Update.Microsoft said the industry has been moving toward automatic updates as a norm since the biggest online threat these days is social engineering malware typically targeting outdated software like Web browsers.Automatic upgrades, also called silent updates for displaying no messages or windows during the progress, has been deployed by Google's Chrome and Mozilla's Firefox. It can ensure users have the newest versions of the browser, and therefore is seen as a big improvement to Internet security.According to the Microsoft Security Intelligence Report released in October, 99 percent of all attacks during the first half of 2011 came from unpatched but known vulnerabilities, and 90 percent of infections were attributed to vulnerability exploitation that had a security update available from the software vendor for more than a year.In the latest research data from Web analytics company StatCounter, Microsoft's IE has a strong lead with 40.63 percent of global browser market share, followed by 25.7 percent of Chrome and 25.23 percent of Firefox.

CANBERRA, Oct. 4 (Xinhua) -- A visiting U.S. obesity expert, Kelly Brownell, on Tuesday called on Australia to make a start on taxing high-sugar soft drinks.As director of U.S. Yale University's Rudd Center for Food Policy and Obesity, Professor Brownell is in Canberra of Australia to attend the 46th Australian Psychological Society Annual Conference.He said soft drinks were a good place to start in the taxing of high-sugar foods because they were the single greatest source of added sugar in the average person's diet, had absolutely no nutritional value, were marketed aggressively and were linked with the risk for obesity and diabetes.While obesity has overtaken smoking as the leading cause of premature death and illness in Australia, he said the government should tax soft drinks in the same way it taxes cigarettes, because research showed that taxes had been the strongest influence on falling rates of consumption."We have seen how effective tobacco taxes have been in reducing rates of smoking, so there is no reason to believe such taxes wouldn't be as effective in reducing the consumption of high sugar and fat foods," Brownell, who was named by Time magazine as one of the 100 most influential people in the world, told the conference in Canberra on Tuesday. "A soft-drink tax is a good place to start. "Earlier this week, Denmark became the first country to impose a tax on food containing saturated fats, and Brownell said he completely supports Denmark's policy and that governments should act courageously to do whatever is effective in encouraging better eating habits.According to the Organisation for Economic Co-operation and Development report, Australia is ranked as one of the fattest nations in the developed world. BEIJING, Nov. 25 (Xinhua) -- The Ministry of Commerce (MOC) said Friday that it will start an investigation into the U.S. government's policy support and subsidies for its renewable energy sector over trade barrier concerns.The MOC will look into six renewable energy programs concerning wind, solar and hydroelectric energy in the states of Washington, Massachusetts, Ohio, New Jersey and California, the MOC said in a statement posted on its website.The investigation was applied for by the China Chamber of Commerce for Imports and Exports of Machinery and Electronic Products, as well as the new energy chamber of the All-China Federation of Industry and Commerce."The applicants argued that the U.S. government's policy support and subsidies for its renewable energy industry constitute a trade barrier, as they violate the rules of the World Trade Organization and have hindered and restricted the development of China's renewable energy sector," the statement said.The applicants requested the elimination of any negative influence from the U.S. government's policy support and subsidies in order to maintain a fair trade environment, according to the statement.The investigation will end before May 25, 2012, although it may be extended to August 25, 2012 under special circumstances, according to the statement.

WASHINGTON, Dec. 16 (Xinhua) -- The U.S. International Trade Commission (USITC) Friday launched a probe into certain products from China after several U.S. companies alleged their patents were infringed.The products in question include televisions and Blu-ray players produced by Haier Group of China and Vizio Inc. under Taiwan-based Amtran Technology Company and sold in the U.S. market, the USITC said.` Five U.S. technology companies filed a complaint with USITC last month, saying those products violated Section 337 of the Tariff Act of 1930 by infringing their patents.Meanwhile, they requested the USITC issue an exclusion order and a cease and desist order against those products from China.The trade panel is scheduled to set a target date for completing the investigation within 45 days after institution of the probe. If the complaint is approved, the agency will ban importation of those products.The U.S. move came at a time when protectionism is making a comeback in the United States amid sluggish economic recovery.It is widely believed that such actions would only hurt U.S.- China trade relations that are increasingly critical to global economic recovery.
