SAN DIEGO (KGTV) - Some local leaders believe a significant number of homes that could help ease the housing shortage are actually vacant, and it may be time to consider a 'vacancy tax.'On any given night, amid the bright lights of the downtown skyline, are the not-so-bright, 41-story towers of the Harbor Club condominiums. Aaron Howe lives two blocks away."Just kind of empty and lonely. You see a few lights, but it's mostly dark," said Howe.Sources tells 10News, at various times in the past decade, as many as half the units have been vacant, meaning they are not a primary residence. I'm concerned you have people making investments in their fourth, fifth and sixth homes. To tackle the housing crisis, you can't just build something you call housing. It has to be something that actually houses people," said Fletcher. But just how many local homes stand empty? According to the the real estate tracker CoStar, San Diego's vacancy rate is about 4.5 percent. A healthy market is around 7 or 8 percent, but those numbers generally account for apartments, not single family homes and condos. Months ago, the San Diego Housing Commission directed staff to look into more accurate vacancy numbers, a first step that could lead to the proposal of a vacancy tax, similar to one enacted in Vancouver, British Columbia in 2017. "Housing prices were going up far faster than local incomes were. While some homeowners cried foul, the city pressed on, including audits on homes to confirm they were inhabited. So far, city leaders have called the results of the tax encouraging. SAN DIEGO (KGTV) — San Diego State University's effort to construct a new stadium in Mission Valley received a massive backing Thursday.SDSU officials announced a -million donation on behalf of local philanthropist Dianne Bashor. The gift is the lead donation toward the stadium project and one of the single largest ever made to the school, officials said."I think the students and people of San Diego benefit from everything we do with this property," Basher said during a press conference Thursday. "My husband and I always felt when we get things, we give things. SAN DIEGO (KGTV) — Scripps Health in San Diego is inundated with calls from people who are worried that they might have the coronavirus.“Understandably, people are now getting upper respiratory infections and right away they're thinking is this COVID-19 so they're calling the line and we're giving them the help that they need,” says Dr. David Wetherhold.The hospital network's dedicated COVID-19 nurse line is reportedly peaking at 60 calls every 15 minutes, connecting patients to nurses for screenings. If a nurse believes that a phone call warrants a video call and the video call warrants actual testing, the nurse will assign the patient a time to park outside one of the cabanas now staged outside three of the Scripps Health clinics. The patient will then call in. “A single licensed provider will come out to your car [and] do an evaluation. They'll check your blood pressure. They'll check your temperature. They'll check your pulse and your oxygenation level and then they will obtain the COVID-19 sample which is a swab into the nose,” adds Wetherhold.Wetherhold says COVID-19 test results come back in two to four days. Positive patients will only need to return for treatment if their symptoms are unmanageable. He's also working vigorously on Scripps Health’s larger telehealth program. It was supposed to roll out over the next 18 months, but with COVID-19, it's been compressed into a few weeks. Wetherhold tells 10News that patients who are considered "at risk" are in desperate need of virtual care so that they can avoid any potential exposure to COVID-19. “The immunocompromised, transplant patients, heart failure patients or cancer patients. SAN DIEGO (KGTV) - San Diego Police released Thursday the name of a man who was shot and died after reportedly breaking in to a San Carlos home. Hollis Forman, 38, entered the home in the 6300 block of Lake Shore Drive July 16 and began fighting with the 54-year-old homeowner, police said. The homeowner’s wife called 911 as her husband confronted the man. Police said the homeowner’s 20-year-old son grabbed a gun and shot Forman, who ran out the back door and fell into the pool. SAN DIEGO (KGTV) - Schools in San Diego County are readying emergency plans in case the coronavirus prompts schools closures like the ones in Washington state.At least a dozen schools in the greater Seattle area were closed Monday after health officials confirmed at least six deaths linked to the virus in that state.The San Diego Unified School District said in addition to cleaning efforts by its custodial staff, it was lining up outside contractors who could “provide large-scale deep-cleaning of classrooms or entire schools should it become necessary.”The County Office of Education said it planned to distribute a template pandemic response plan to all 42 districts soon with guidance on everything from prevention to post-outbreak recovery.“We’re lucky we don’t have any cases of community spread in San Diego County, so we have some time,” said COE spokeswoman Music Watson. “We’re using that time to think through, if we need to close schools, what about e-learning? What about community kitchens?”The Office of Education is encouraging districts to consider a range of “distance learning” options, in the event of longer-term school closures. Those options include issuing photocopies of lesson plans, posting recorded lessons online, and conducting teacher “check-ins” and tutorials by phone or web conferencing.Several districts have sent letters home to parents in recent days encouraging discussions about hygiene and handwashing, including Sweetwater Union High School District and Chula Vista Elementary School District.“We get that people are a little scared and we want to make sure we do as much as we can,” said CVESD spokesman Anthony Millican.Millican said local district have experience responding to viral outbreaks.
